Is It Simply A New Language Or Is It A Learning Problem?, Lynda M. Warner

Master of Education Program Theses

English Language Learners (ELLs) have been over-identified for placement into special education classes for more than 20 years. Causes include a lack of precisely defined constructs for disabilities, funding methods used by states, failure to follow federal legislation, weak prereferral systems to special education in schools, a huge influx of non-English speaking students to the classroom, and a lack of training amongst teachers. Correctly identifying ELLs who also need special education is difficult, but teachers can safeguard against improper identification by taking into account the social, educational, cultural, and language aspects of students' special circumstances, i.e., the needs of the …

Bursting At The Seams: Improving Patient Flow To Help America's Emergency Departments, Marcia J. Wilson, Khoa Nguyen

Health Policy and Management Faculty Publications

From 1992 to 2002, the number of annual ED visits increased 23 percent in the U.S., while the number of EDs decreased by 15 percent. Many EDs are overwhelmed by the number of patients needing their services, with 62 percent of the nation's EDs reporting being "at" or "over" operating capacity. Almost daily, newspaper headlines across the country relay stories about patients waiting for hours in the ED before being seen and tales of ambulances being diverted from one hospital to the next due to overcrowding. But while much of the blame for this situation has been placed on broader …

Laboratory Reporting Of Tuberculosis Test Results And Patient Treatment Initiation In California, Lisa Pascopella, Steffi Kellam, John Ridderhof, Daniel P. Chin, Arthur Reingold, Edward Desmond, Jennifer Flood, Sarah Royce Sep 2004

Laboratory Reporting Of Tuberculosis Test Results And Patient Treatment Initiation In California, Lisa Pascopella, Steffi Kellam, John Ridderhof, Daniel P. Chin, Arthur Reingold, Edward Desmond, Jennifer Flood, Sarah Royce

Public and Community Health Sciences Faculty Publications

Prompt laboratory reporting of tuberculosis (TB) test results is necessary for TB control. To understand the extent of and factors contributing to laboratory reporting delays and the impact of reporting delays on initiation of treatment of TB patients, we analyzed data from 300 consecutive culture-positive TB cases reported in four California counties in 1998. Laboratory reporting to the specimen submitter was delayed for 26.9% of smear-positive patients and 46.8% of smear-negative patients. Delays were associated with the type of laboratory that performed the testing and with delayed transport of specimens. Referral laboratories (public health and commercial) had longer median reporting …

The Muscadine Experience: Adding Value To Enhance Profits, Justin R. Morris, Pamela L. Brady

AAES Research Reports and Research Bulletins

The University of Arkansas Division of Agriculture received a grant from the USDA’s Initiative for Future Agriculture and Food Systems (IFAFS) program. The purpose was to help small- and medium-sized farmers and entrepreneurs become more profitable and therefore add stability to the family farm. One approach to doing this is to investigate opportunities to enhance profits by adding value to traditional raw products.

Relative Prices And Substitution Across Wage, Welfare, And Disability Income, James P. Ziliak Sep 2004

Relative Prices And Substitution Across Wage, Welfare, And Disability Income, James P. Ziliak

University of Kentucky Center for Poverty Research Discussion Paper Series

In this paper I exploit the fact that the social and economic reforms over the past two decades differentially affected the opportunity costs of non-participation in work, welfare, and disability programs for single mothers across different birth-year and education cohorts. This cohort variation in after-tax wages and transfer benefits is used to identify own- and cross-price elasticities of demand for and substitution across wage, welfare, and disability income over 1979 to 2001 in the Current Population Survey. To estimate these key parameters I model household preferences with a conditional Almost Ideal Demand System that admits corner solutions, nonseparability, endogenous wages …

Chronic Ethanol Induces Synaptic But Not Extrasynaptic Targeting Of Nmda Receptors, Ezekiel P. Carpenter-Hyland, John J. Woodward, L. Judson Chandler Sep 2004

Chronic Ethanol Induces Synaptic But Not Extrasynaptic Targeting Of Nmda Receptors, Ezekiel P. Carpenter-Hyland, John J. Woodward, L. Judson Chandler

MUSC Faculty Journal Articles

The development of ethanol tolerance and dependence reflects neuroadaptive changes in response to continuous depression in synaptic activity. The present study used confocal imaging and electrophysiology procedures to assess the effects of prolonged ethanol exposure on NMDA receptor trafficking in cultures of hippocampal neurons. Neurons exposed to 50mM ethanol for 4 d showed an increase in the colocalization of NMDA receptor type 1 (NR1) clusters with the presynaptic marker protein synapsin. This was accompanied by significant increases in the size and density of these synapsin-associated clusters with no change observed in nonsynapsin-associated NR1 clusters. Similar effects were observed with NR2B …
