Academic Leadership: The Online Journal (2003-2012)

Higher education has historically been slow to adopt many corporate management processes. Succession planning is an especially difficult concept to apply in academia due to dramatic cultural differences between the boardroom and the campus. College and universities often have complex and sometimes bureaucratic procedures for hiring compared with many business corporations (Rosse & Levin, 2003). In a tightening economic and growing competitive climate, innovative colleges and universities are re-examining whether succession planning, coupled with executive development, could be adapted for more cost effective transitions of power and authority.

Over the years, I have explored leadership challenges faced by department chairpersons and school deans. In this essay I reflect on some findings, noting that they also apply to other educational leaders such as faculty senate members and student affairs officers. Most mid-level leaders struggle with the tradition of defining leadership in terms of individualistic values and mythologies of seeing the leader in terms of the individualistic, heroic cowboy of the Western film and novel. Then I examine the position of institutional president. Here too some leaders aim to be heroic figures, like the fabled cowboy. Almost inevitably, their behaviors …

Hearing Their Voices: Lessons From The Breast And Cervical Cancer Prevention And Treatment Act (Bccpta), Kyle Kenney, Sarah C. Blake, Kathleen A. Maloy, Usha Ranji, Alina Salganicoff

This brief provides: 1) an overview of California breast and cervical cancer screening programs for low-income women, 2) description of California's implementation of the BCCPTA and state-funded treatment coverage, and 3) findings from a series of 15 focus groups with low-income women in San Diego and San Francisco discussions conducted to learn more about BCCPTA coverage and its implementation in California. The purpose of the study was to hear directly from women in California about their experiences, knowledge, and opinions of breast and cervical cancer screening and treatment services after the implementation of the BCCPTA.

Clinical Presentation Of Thyroid Cancer Patients In Pakistan--Akuh Experience, L M. Zuberi, A Yawar, N Islam, A Jabbar

Section of Diabetes, Endocrinology and Metabolism

Objective: To asses the clinical presentation of patients with thyroid cancer, their preferred diagnostic work-up and preferred surgical procedure.

Methods: A retrospective chart review of patients that underwent partial or total thyroidectomy for thyroid cancer at AKUH between 1989 and 2002. SPSS was used to analyze data. Pearson's chi square and likelihood ratios used to calculate tests of significance.

Results: A total of 97 patients were included in this review. Solitary thyroid nodule was the initial presentation in three. Majority (58.7%) presented with "neck swelling" or enlarging goiter. One out of every 3 patients showed evidence of lymph …

Humanitarian Impact From Mines Other Than Anti-Personnel Mines, Gichd

This report summarises the capacity of the landmine clearance sector to respond to mines other than anti-personnel mines (MOTAPM), specifically anti-vehicle mines. It then looks at the humanitarian impact of MOTAPM contamination in a specific environment. A case study illustrates the efforts of humanitarian organisations to address problems faced by rural communities in Angola . These problems persist and are made worse because MOTAPM on roads prevent humanitarian organisations from gaining access to the population. MOTAPM are also seen to increase the cost of humanitarian assistance. The conclusions of the report complement evidence presented by the International Committee of the …

This Article explores pernicious ambiguity, an interpretive problem that is not adequately acknowledged by the legal system. Pernicious ambiguity occurs when the various actors involved in a dispute all believe a text to be clear, but assign different meanings to it. Depending upon how the legal system handles this situation, a case with pernicious ambiguity can easily become a crapshoot. If the judge does not take heed of the competing interpretations as reflecting a lack of clarity, and if that judge happens to understand the document in a way helpful to a particular party, that party wins. Risk assessment is now a common feature of regulatory practice, but fear assessment is not. In particular, environmental, health and safety agencies such as EPA, FDA, OSHA, NHTSA, and CPSC, commonly count death, illness, and injury as costs for purposes of cost-benefit analysis, but almost never incorporate fear, anxiety, or other welfare-reducing mental states into the analysis. This is puzzling, since fear and anxiety are welfare setbacks, and since the very hazards regulated by these agencies-air or water pollutants, toxic waste dumps, food additives and contaminants, workplace toxins and safety threats, automobiles, dangerous consumer products, radiation, and so on-are often …

What's Wrong With Harmless Theories Of Punishment, Kenworthey Bilz, John M. Darley

We maintain that conventional punishment theories obscure what is virtually always at the heart of punishment policy debates: harm. Namely, punishment policy disputes reflect contested views about what the harms inflicted by crime are as an empirical matter, and whether these harms ought to be acknowledged by the criminal justice regime as a normative matter. We argue that in order to know who, what, and how much to punish, one must take a position about what the harms of crime actually are.
