History
This landmark work of Constitutional and legal history is the leading account of the ways in which federal judges, attorneys, and other law officers defined a new era of civil and political rights in the South and implemented the revolutionary 13th, 14th, and 15th Amendments during Reconstruction.

This article accepts the premise of stakeholder theory, which asserts that corporations, like other human-run entities, have obligations to all parties affected by their actions. As such, corporations should be given suitable credit for projects that add value for these stakeholders, as well as held accountable for any damage done. To provide this credit and accountability, measurement is necessary. The methodology of measurement for corporate social value creation is in its infancy. Models are incomplete, measures are not validated, and methods used to estimate net value accumulated from different domains need improvement. This article builds on one model of global …
Nuclear Cleanup: The Standards Conflict, Committee To Bridge The Gap, Daniel Hirsch
Nuclear Cleanup: The Standards Conflict, Committee To Bridge The Gap, Daniel Hirsch
Committee to Bridge the Gap
The U.S. Department of Energy has recently violated a longstanding Joint DOE-EPA Policy which commits DOE to clean up all its nuclear facilities nationwide to the Environmental Protection Agency (EPA) Superfund (CERCLA) standards. The focal point of this conflict between DOE and EPA cleanup standards is the Santa Susana Field Laboratory (SSFL), a 2800- acre facility on the Los Angeles-Ventura County line in Southern California. Ten reactors, a plutonium fuel facility, and a “hot laboratory” for cutting up irradiated nuclear fuel were operated at the facility, which opened in the 1940s when it was remote from populated areas. Now large …

Lu Grad, University Of Michigan Researcher Discusses Role Of Biomolecular “Conversations”, Lawrence University
Press Releases
University of Michigan postdoctoral researcher Rebecca Whelan will discuss the challenges of understanding the biological signals that occur within the human body and how those signals are communicated in a Lawrence University Science Hall Colloquium.
Whelan, a 1996 Lawrence graduate, presents “Eavesdropping on Biomolecular Conversations” Monday, Nov. 15 at 4:15 p.m. in Science Hall, Room 102. The event is free and open to the public.
Whelan will detail two strategies she is utilizing in her research with biological molecules, particularly proteins, to better understand how molecules communicate with each other and how they ultimately process the information that enables people …

Spatially Adaptive Bayesian P-Splines With Heteroscedastic Errors, Ciprian M. Crainiceanu, David Ruppert, Raymond J. Carroll
Johns Hopkins University, Dept. of Biostatistics Working Papers
An increasingly popular tool for nonparametric smoothing are penalized splines (P-splines) which use low-rank spline bases to make computations tractable while maintaining accuracy as good as smoothing splines. This paper extends penalized spline methodology by both modeling the variance function nonparametrically and using a spatially adaptive smoothing parameter. These extensions have been studied before, but never together and never in the multivariate case. This combination is needed for satisfactory inference and can be implemented effectively by Bayesian \mbox{MCMC}. The variance process controlling the spatially-adaptive shrinkage of the mean and the variance of the heteroscedastic error process are modeled as log-penalized …

Variance Stabilizing Power Transformation For Time Series, Victor M. Guerrero, Rafael Perera
Variance Stabilizing Power Transformation For Time Series, Victor M. Guerrero, Rafael Perera
Journal of Modern Applied Statistical Methods
A confidence interval was derived for the index of a power transformation that stabilizes the variance of a time-series. The process starts from a model-independent procedure that minimizes a coefficient of variation to yield a point estimate of the transformation index. The confidence coefficient of the interval is calibrated through a simulation.
Multivariate Contrasts For Repeated Measures Designs Under Assumption Violations, Lisa M. Lix, Aynslie M. Hinds
Multivariate Contrasts For Repeated Measures Designs Under Assumption Violations, Lisa M. Lix, Aynslie M. Hinds
Journal of Modern Applied Statistical Methods
Conventional and approximate degrees of freedom procedures for testing multivariate interaction contrasts in groups by trials repeated measures designs were compared under assumption violation conditions. Procedures were based on either least-squares or robust estimators. Power generally favored test procedures based on robust estimators for non-normal distributions, but was influenced by the degree of departure from non-normality, definition of power, and magnitude of the multivariate effect size.
Pseudo-Random Number Generation In R For Commonly Used Multivariate Distributions, Hakan Demirtas
Pseudo-Random Number Generation In R For Commonly Used Multivariate Distributions, Hakan Demirtas
Journal of Modern Applied Statistical Methods
An increasing number of practitioners and applied statisticians have started using the R programming system in recent years for their computing and data analysis needs. As far as pseudo-random number generation is concerned, the built-in generator in R does not contain multivariate distributions. In this article, R routines for widely used multivariate distributions are presented.

A Modification Of The Em Algorithm To Estimate An Andersen-Gill Gamma Frailty Model For Multivariate Failure Time Data, Maria Antònia Barceló, Marc Saez
Journal of Modern Applied Statistical Methods
A modification of the Andersen-Gill gamma shared frailty model is presented. The variance of the frailty is directly modeled by means of a generalized linear model, the EM algorithm is modified in order to simultaneously estimate a semiparametric model for the failure times and a model for the variance of the frailty. A simulation study is conducted to evaluate the performance of the proposed algorithm (EMB algorithm) and compared with other methods, a marginal model, and a conditional model. Multivariate data from a nosocomial infection study is used to illustrate the methods. The EMB fit turned out to be better …

In 2001, the Maine Department of Human Services received a three year grant from the U.S. Department of Health and Human Service to improve services for people with disabilities. This grant was part of the Real Choice Systems Change Initiative funded by the Centers for Medicare & Medicaid. The grant funded work in four major areas: Person-centered services, Quality, Access, and Data Integration.
