Fee -Based Online Services : Exploring Consumers’ Willingness To Pay, L. Richard Ye, Yue Zhang, Dat-Dao Nguyen, James Chiu

Journal of International Technology and Information Management

Many online service businesses are beginning to charge fees for services that they used to provide for free. It is unclear whether consumers are ready to embrace this practice. This study explores consumer attitudes toward fee-based online services. The results of the study indicate that consumers’ willingness to pay for online services is likely to be influenced by their perceived value of convenience these services provide, and by the extent to which they utilize these services. While consumers appear more willing to pay for services that are qualitatively better than free services, there is also indication that the belief remains …

Electronic commerce (e-commerce) is the fastest growing area in the U.S. economy with electronic procurement (e-procurement) being a major component, and online reverse auctions (ORAs) have emerged as a key e-procurement tool. Since the mid-1990s, ORAs have been gaining in popularity because of their potentially significant positive impact on the profitability of both the buyers and the sellers. Much has been written about the new purchasing paradigm and numerous stories have been reported recently. Prior to the 2001 malarial treatment policy change in Tanzania, we conducted trials to assess the efficacy of sulfadoxine-pyrimethamine (SP) and the usefulness of molecular markers in monitoring resistance. A total of 383 uncomplicated Plasmodium falciparum malaria patients (between 6 and 59 months old) were treated with SP and their responses were assessed. Mutations in the P. falciparum dihydrofolate reductase (pfdhfr) and dihydropteroate synthase (pfdhps) genes in admission day blood samples were analyzed. Results indicated that 85.6% of the patients showed an adequate clinical response, 9.7% an early treatment failure, and 4.7% a late treatment failure. The quintuple mutant genotype …

Under the provisions of the No Child Left Behind Act of 2001 (NCLB) all instructional paraprofessionals working in a program supported under Title I, Part A, are required to meet the federal definition of being highly qualified by the end of the 2005-2006 school year. In meeting the NCLB requirements, the capacity to support teaching and learning activities in the content areas must be demonstrated. As school districts incorporate increasing amounts of technology into their classroom curricula, the role of the paraprofessional must keep pace with new pedagogical methods for using technology to support student learning. For many years local elected officials, the state legislative delegation, and community leaders worked diligently to get Richard Russell Parkway extended to Interstate 75 and provide the Warner Robins area with a second interchange to serve the City and Robins AFB. The project became a reality in the spring of 2002 when the Georgia Department of Transportation awarded a construction contract for the Parkway's extension. During the spring of 2003, with construction work progressing toward an October 31, 2004, completion date, the Mayor and City Council decided to explore alternative development concepts for the Parkway.

The need for improved counseling and mental health services for Native Americans is readily apparent. Several significant mental health concerns exist within the Native American population, including high rates of depression, suicide, substance use, and post-traumatic stress syndrome (Indian Health Services, 2001). In fact, the Indian Health Services (IHS) reports that mental health concerns account for more than one third of the demand for services from IHS facilities. However, there is a serious lack of resources for meeting these needs. We have investigated the detection, confirmation, and metabolism of the beta-adrenergic agonist ractopamine administered as Paylean to the horse. A Testing Components Corporation enzyme-linked imunosorbent assay (ELISA) kit for ractopamine displayed linear response between 1.0 and 100 ng/ml, with an 1-50 of 10 ng/ml, and an effective screening limit of detection of 50 ng/mL. The kit was readily able to detect ractopamine equivalents in unhydrolyzed urine up to 24 h following a 300-mg oral dose. Gas chromatography-mass spectrometry (GC-MS) confirmation comprised glucuronidase treatment, solid-phase extraction, and trimethylsilyl derivatization, with selected-ion monitoring of ractopamine-tris(trimethylsilane) (TMS) m/z 267, 250, 179, and 502 …

The Supreme Court Law Review: Osgoode’s Annual Constitutional Cases Conference

Uncertainty persists regarding the meaning and application of the constitutional right of substantive equality, due in part to the focus on assessing the very nebulous and open-ended concept of human dignity. After reviewing two recent equality rights cases that illustrate the continued unpredictability of outcomes, the author examines constitutional equality from a more macro-historical perspective. In particular, she highlights how conceptions of constitutional equality are integrally connected to changing understandings of the role of the state. Tracing the shift from formal to substantive equality, she suggests that the current formulation of substantive equality resonates best with the ideological and governance …

The Supreme Court Law Review: Osgoode’s Annual Constitutional Cases Conference

In the 2003 term the Supreme Court of Canada pronounced two unanimous judgments finding that section 15 equality rights had been violated. In both cases, the Court applied the Law v. Canada (Minister of Employment and Immigration) analysis and did not retreat from the features of its section 15 jurisprudence which have previously attracted criticism in this and other venues. This paper provides a review of these two recent cases with a view to assessing whether they represent an emerging consensus and, particularly, with a view to where they suggest future controversy.

Government programs have increasingly been challenged under the Charter on the grounds that they are provided inappropriately to a limited number of beneficiaries and that the benefits provided are set at insufficient levels. Courts have thus been asked to determine how governments should allocate finite resources in a world of infinite need. In this paper, the authors explore the question of the place of financial considerations for the purposes of section 1 of the Charter. Hierarchies Of Harm In Canadian Criminal Law: The Marijuana Trilogy And The Forcible “Correction” Of Children, Janine Benedet

The Supreme Court Law Review: Osgoode’s Annual Constitutional Cases Conference

This paper examines the Supreme Court of Canada’s use of the concept of “harm” in its decisions in R. v. Malmo-Levine, which upholds the criminal prohibition on marijuana possession, and Canadian Foundation for Children, Youth and the Law v. Canada (Attorney General), which upholds the reasonable correction defense for parents and teachers charged with assaults against children in their care. The author argues that these decisions employ contradictory characterizations of the role of harm in determining the proper scope of the criminal law. The issue addressed in this paper is whether we have effective remedies for breach of Charter protected rights and freedoms, as well as clear jurisdictional guidelines for granting such remedies. The relationship between the judiciary and the other branches of government provides the context for exploring the jurisprudence on remedies and jurisdiction. The cases that establish the foundational principles regarding the interpretation of section 24(1) and section 52(1), and the relationship between these provisions, are examined. Amitraz (N′-(2,4-dimethylphenyl)-N-[[(2,4-dimethylphenyl)imino] methyl]-N-methyl-methanimidamide) is an alpha-2 adrenergic agonist used in veterinary medicine primarily as a scabicide- or acaricide-type insecticide. As an alpha-2 adrenergic agonist, it also has sedative/tranquilizing properties and is, therefore, listed as an Association of Racing Commissioners International Class 3 Foreign Substance, indicating its potential to influence the outcome of horse races. We identified the principal equine metabolite of amitraz as N-2,4-dimethylphenyl-N′-methylformamidine by electrospray ionization(+)-mass spectrometry and developed a gas chromatographic-mass spectrometric (GC-MS) method for its detection, quantitation, and confirmation in performance horse regulation.
