The Wto’S Gemeinschaft, Sungjoon Cho Feb 2004

The Wto’S Gemeinschaft, Sungjoon Cho

All Faculty Scholarship

This Article focuses on the current development-related problems in the global trading system. A widening income gap and widespread poverty among trading nations denote the WTO’s Gesellschaftian nature—interest and power—resulting in structural distortion and manipulation. This Article maintains that the global trading system can achieve its development agenda and become fair and legitimate only through a critical paradigmatic transformation enabled by the configuration of the “WTO’s Gemeinschaft.” This Article observes that a fundamental legal precept, the “Law of Nations” (jus gentium), plays a critical role in actualizing this communitarian telos. Part II redefines the global trading system through the theoretical …

Effect Of Sucrose Esters On The Crystallization Behavior Of Bulk Oil Systems, Silvana Martini, M. Cerdeira, M. L. Herrera Feb 2004

Effect Of Sucrose Esters On The Crystallization Behavior Of Bulk Oil Systems, Silvana Martini, M. Cerdeira, M. L. Herrera

Nutrition, Dietetics, and Food Sciences Faculty Publications

Sucrose esters (SE) of FA can be used in foods as emulsifiers because they are nontoxic, tasteless, odorless, and are digested to sucrose and FA in the stomach. They can also be used in pharmaceuticals and cosmetics and in other products where a nonionic, nontoxic, biodegradable emulsifier is required. In addition to their major function of producing and stabilizing emulsions, SE have numerous other functional roles as texturizers, film formers, and modifiers of bulk-phase crystallization behavior (with bulk phase meaning a homogeneous oil phase). A few reports have dealt with the effect of SE on the crystallization behavior of fats …

Conceptualizing The Right To Access To Technology, Morton J. Horwitz Feb 2004

Conceptualizing The Right To Access To Technology, Morton J. Horwitz

Washington Law Review

Accepting that a wider distribution of access to technology is, like wider access to education in general, a social good that is usually to be applauded and promoted, my role is not to defend a broader access to technology but rather to suggest the ways in which an advocate might invoke legal categories and concepts in order to advance that goal. By focusing on legal categories, I should emphasize, I wish to slide past any general moral argument about the injustice of the overall distribution of wealth and how a more just distribution could most efficaciously solve many special problems …

Variation In Sulfide Tolerance Of Photosystem Ii In Phylogenetically Diverse Cyanobacteria From Sulfidic Habitats, Scott R. Miller, Brad M. Bebout Feb 2004

Variation In Sulfide Tolerance Of Photosystem Ii In Phylogenetically Diverse Cyanobacteria From Sulfidic Habitats, Scott R. Miller, Brad M. Bebout

Biological Sciences Faculty Publications

Physiological and molecular phylogenetic approaches were used to investigate variation among 12 cyanobacterial strains in their tolerance of sulfide, an inhibitor of oxygenic photosynthesis. Cyanobacteria from sulfidic habitats were found to be phylogenetically diverse and exhibited an approximately 50-fold variation in photosystem II performance in the presence of sulfide. Whereas the degree of tolerance was positively correlated with sulfide levels in the environment, a strain's phenotype could not be predicted from the tolerance of its closest relatives. These observations suggest that sulfide tolerance is a dynamic trait primarily shaped by environmental variation. Despite differences in absolute tolerance, similarities among strains …

Efficiency And Continuity In Public Finance: The Ottoman System Of Taxation, Metin M. Cosgel Feb 2004

Efficiency And Continuity In Public Finance: The Ottoman System Of Taxation, Metin M. Cosgel

Economics Working Papers

Economic historians have recently emphasized the importance of integrating economic and historical approaches in studying institutions. The literature on the Ottoman system of taxation, however, has continued to adopt a primarily historical approach, using ad hoc categories of classification and explaining the system through its continuities with the historical precedent. This paper integrates economic and historical approaches to examine the structure, efficiency, and regional diversity of the tax system. The structure of the system made it possible for the Ottomans to economize on the transaction cost of measuring the tax base. Regional variations resulted from both efficient adaptations and institutional …

The Geographic Distribution Of The Size And Timing Of Monetary Policy Actions, Yongil Jeon, Stephen M. Miller Feb 2004

The Geographic Distribution Of The Size And Timing Of Monetary Policy Actions, Yongil Jeon, Stephen M. Miller

Economics Working Papers

This paper examines the magnitude and timing of the effects of changes in the monetary base on the aggregate and regional changes in bank loans within the United States. We consider both Bureau of Economic Analysis (BEA) regions, and individual states and the District of Columbia for our regional analysis. The empirical analysis provides some insight on the bank-lending channel of monetary policy. We find strong evidence of a 4-quarter lag in the effect of changes in the monetary base on bank loans. That finding proves robust across all regions and nearly all states.

One Family Scholar Project Evaluation: Executive Summary, Michelle Kahan, Jennifer Raymond, Consuela Greene, Donna H. Friedman

Center for Social Policy Publications

The One Family Scholar Project provides resources and financial support to low-income and formerly homeless women who are pursuing educational goals. This unique project faces many challenges as it seeks to strike a balance between serving as a traditional scholarship program, which solely offers financial support, and operating as a supportive educational program designed to help women and families make life and system changes. By design, the Scholar Project is quite different from traditional financial support programs. The mission is to provide the supports necessary for low-income women to achieve academic and personal success. In order to do this, the …

Patterns Of Mtdna Diversity In Northwestern North America, Ripan S. Malhi, Katherine E. Breece, Beth A. Schultz Shook, Frederika A. Kaestle, James C. Chatters, Steven Hackenberger, David Glenn Smith Feb 2004

Patterns Of Mtdna Diversity In Northwestern North America, Ripan S. Malhi, Katherine E. Breece, Beth A. Schultz Shook, Frederika A. Kaestle, James C. Chatters, Steven Hackenberger, David Glenn Smith

All Faculty Scholarship for the College of the Sciences

The mitochondrial DNA (mtDNA) haplogroups of 54 full-blooded modern and 64 ancient Native Americans from northwestern North America were determined. The control regions of 10 modern and 30 ancient individuals were sequenced and compared. Within the Northwest, the frequency distribution for haplogroup A is geographically structured, with haplogroup A decreasing with distance from the Pacific Coast. The haplogroup A distribution suggests that a prehistoric population intrusion from the subarctic and coastal region occurred on the Columbia Plateau in prehistoric times. Overall, the mtDNA pattern in the Northwest suggests significant amounts of gene flow among Northwest Coast, Columbia Plateau, and Great …
