A Critical Assessment Of Protection For Key Wildlife And Salmon Habitats Under The Proposed British Columbia Central Coast Land And Resource Management Plan, Paul C. Paquet, Chris T. Darimont, R. John Nelson, Katrina Bennett

Habitat Assessment and Management Collection

The Central Coast Land and Resource Management Plan (CCLRMP) table recently declared a consensus1 on proposed protected areas for British Columbia’s Central Coast. This region is recognized for its globally rare and largely intact mainland and island ecosystems and land use decisions should reflect this importance. We evaluated the efficacy of this proposal using a spatial assessment of habitat. We focus on protected areas in the context of the overall CCLRMP. We examined the level of protection provided by the CCLRMP in three key coastal habitats: deer winter range, wolf reproductive habitat, and salmon reproductive and rearing habitat. Assessment of …

No Child Left Behind In Foreign Language Education, Lynne Mcclendon Mar 2004

No Child Left Behind In Foreign Language Education, Lynne Mcclendon

Dimensions

The No Child Left Behind (NCLB) Act of 2001, the revised Elementary and Secondary Education Act, is one of the most sweeping educational reform movements in recent times. While there are many subcomponents of this Act, one area specifically touches on foreign language education: “highly qualified teachers.” This article examines the term “highly qualified teacher” as defined by NCLB, as well as effective practices highly qualified foreign language teachers, curriculum program specialists, and college of education instructors can employ to leave no child behind in foreign language education. Using this information, teachers, curriculum program specialists, and college of education instructors …

Assessing Readiness Of Foreign Language Education Majors To Take The Praxis Ii Exam, Carol Wilkerson, Judith H. Schomber, Jana Sandarg

Dimensions

Ten of the 13 states in the Southern Conference on Language Teaching (SCOLT) region require the Praxis II Exam for teacher licensure in French, German, or Spanish. Perceptions of high failure rates on this exam call into question the quality of teacher education programs. Test takers and reviewers find required tasks and performance levels on the Praxis II unaligned with the expectations for beginning teachers established by the American Council on the Teaching of Foreign Languages (ACTFL). After describing the sections of the exam and their limitations, this article offers strategies to prepare students for the tasks required and ways …

Place Of Work And Place Of Residence: Informal Hiring Networks And Labor Market Outcomes, Patrick Bayer, Stephen L. Ross, Giorgio Topa Mar 2004

Place Of Work And Place Of Residence: Informal Hiring Networks And Labor Market Outcomes, Patrick Bayer, Stephen L. Ross, Giorgio Topa

Economics Working Papers

We use a novel dataset and research design to empirically detect the effect of social interactions among neighbors on labor market outcomes. Specifically, using Census data that characterize residential and employment locations down to the city block, we examine whether individuals residing in the same block are more likely to work together than individuals in nearby but not identical blocks. We find significant evidence of social interactions operating at the block level: residing on the same versus nearby blocks increases the probability of working together by over 33 percent. The results also indicate that this referral effect is stronger when …

The Rule Of Law And Human Rights, Berta E. Hernández-Truyol

UF Law Faculty Publications

This Essay engages the idea of the rule of law and its relationship to the human rights ideal. This piece opens by exploring just exactly what is meant by the rule of law. To develop this analysis, this work initially explores the definitions, elements, and theoretical underpinnings of the rule of law. Second, it delves into the cultural particularities of the rule of law; third, it describes numerous structural realities of the rule of law; and then, it sets out several of the critiques directed at a universal rule of law idea.

This essay next makes three key observations concerning …

The Hidden Civic Lessons Of Public And Private Schools, David Sikkink Mar 2004

The Hidden Civic Lessons Of Public And Private Schools, David Sikkink

Journal of Catholic Education

Curriculum theory has long acknowledged the presence of a hidden curriculum in schools. Whereas the formal curriculum is explicit and documented, the hidden curriculum involves those attitudes, experiences, and learnings that are largely implicit and unintended. This article compares the hidden civic lessons found in public and private schools. Catholic and other private schools have measurable organizational strengths that socialize students into participation in public institutions more effectively than public schools.

Next Steps: A School District's Guide To The Essential Elements Of Service-Learning, Maryland Student Service Alliance, Maryland State Department Of Education

School K-12

We are pleased to share a new tool for service-learning. Next Steps: A School District's Guide to the Essential Elements of Service-Learning is an excellent guide for state level or school district administrators as they create or improve their service-learning program, regardless of their previous experience in service-learning. Students make a tremendous difference in their schools and communities when they are given the opportunity to use their enthusiasm, energy and ideas to problem solve and contribute to the common good.

Maryland was the first state to require that all students participate in service-learning to graduate from public high school. Educators …

Science Fiction, Forbidden Planet, And Shakespeare's The Tempest, Simone Caroti Mar 2004

Science Fiction, Forbidden Planet, And Shakespeare's The Tempest, Simone Caroti

CLCWeb: Comparative Literature and Culture

In his paper, "Science Fiction, Forbidden Planet, and Shakespeare's The Tempest," Simone Caroti illustrates the way in which Cyril Hume and Fred Wilcox's 1956 science fiction movie Forbidden Planet -- whose plot is inspired by Shakespeare's Tempest -- reconfigures in Shakespeare's play. Caroti begins by defining the genre of science fiction and explaining its attraction for modern audiences. Following Darko Suvin's notions of science fiction, Caroti highlights the theme of cognitive estrangement and shows how Forbidden Planet offers a cultural translation of this theme in The Tempest. The result of Caroti's analysis is to read Prospero and his magic in …

Surveillance Of The Balto-Finnic Speakers: A Geolinguistic Inquiry, Lindsay E. Gwyther Mar 2004

Surveillance Of The Balto-Finnic Speakers: A Geolinguistic Inquiry, Lindsay E. Gwyther

Honors Theses

The Balto-Finnic languages of northeast Europe are part of the larger Uralic language family. Today, there are seven Balto-Finnic speaking nations, two of which govern their own independent sovereignties (Finland and Estonia). The other five nations lie precariously within the territorial borders of Russia and Latvia for the most part. This paper examines the geographic expanse and status of these languages over time and through space and develops a series of maps to better illustrate these patterns. Historical research demonstrates that their distribution has decreased in area, but strengthened and centralized in certain regions, enabling their presence in a predominantly …

China And North Korea: From Comrades-In-Arms To Allies At Arm's Length, Andrew Scobell Dr.

Books, Monographs & Collaborative Studies

At first, it might not seem surprising to have a formal military alliance that has endured more than 4 decades between two communist neighbors, China and North Korea. After all, their armed forces fought shoulder-to-shoulder in the Korean War 50 years ago. However, Beijing's ties to Pyongyang have weakened considerably over time, and China now has much better and stronger relations with the free market democracy of South Korea than it does with the totalitarian, centrally planned economy of North Korea. In many ways Pyongyang has become a Cold War relic, strategic liability, and monumental headache for Beijing. Nevertheless, the …

Romans, Greeks, And Jews: The World Of Jesus And The Disciples, Sidnie White Crawford Mar 2004

Romans, Greeks, And Jews: The World Of Jesus And The Disciples, Sidnie White Crawford

Department of Classics and Religious Studies: Faculty Publications

From a special issue on Mel Gibson's The Passion of the Christ:

All contemporary moviegoers are aware of the difficulties of adapting a book, the written word, to film, a medium that relies on visual and aural sensations to convey its meaning. How often do we hear the following comments about a film: “the book was different,” or “the book was better,” or, most damning of all, “they changed the book!” When the book is an ancient book, such as a gospel from the New Testament, the problem is compounded by the fact that the book is for us …

From Smokestack To Suv: The Individual As Regulated Entity In The New Era Of Environmental Law, Michael P. Vandenbergh Mar 2004

From Smokestack To Suv: The Individual As Regulated Entity In The New Era Of Environmental Law, Michael P. Vandenbergh

Vanderbilt Law School Faculty Publications

A debate between advocates of command and control regulation and advocates of economic incentives has dominated environmental legal scholarship over the last three decades. Both sides in the debate implicitly embrace the premise that regulatory measures should be directed almost exclusively at large industrial polluters. This Article asserts that for many pollutants the premise is no longer supportable, and that much of the focus of regulation in the future should turn to individuals and households. Examining a wide range of empirical data, the Article presents the first profile of individual behavior as a source of pollution. The profile demonstrates that …
