Indefinite Material Witness Detention Without Probable Cause: Thinking Outside The Fourth Amendment, Michael Greenberger Nov 2004

Indefinite Material Witness Detention Without Probable Cause: Thinking Outside The Fourth Amendment, Michael Greenberger

Faculty Scholarship

A constitutional issue recently addressed by the United States Court of Appeals for the Second Circuit in United States v. Awadallah, 349 F.3d 42 (2003), has not received the widespread attention of high-profile litigation concerning the Justice Department's other controversial counter-terrorism policies. It is equally important. The issue arises out of Attorney General Ashcroft's announcement shortly after the terrorist attacks of September 11, 2001 that the aggressive detention of material witnesses [was] vital to preventing, disrupting or delaying new attacks. Since that time, the Department of Justice has used the federal material witness statute (18 U.S.C. Section 3144) to …

Costs And Benefits Of Strategic Acquisition Of Limited Access Right-Of-Way At Freeway Interchange Areas, Kristine M. Williams, Huaguo Zhou, Larry Hagen Nov 2004

Costs And Benefits Of Strategic Acquisition Of Limited Access Right-Of-Way At Freeway Interchange Areas, Kristine M. Williams, Huaguo Zhou, Larry Hagen

Transportation Planning, Policy, and Processes (TP3) Final Reports

The purpose of this research is to assess the cost effectiveness of purchasing additional limited access rightof- way at the time of construction in lieu of retrofitting interchange areas after functional failure. The findings indicate that the long term safety, operational, and fiscal benefits of purchasing additional limited access ROW at interchange areas, significantly exceed the initial up-front right-of-way costs. This is particularly true for new interchanges in areas where land has not yet been extensively subdivided and developed. Additional research is suggested to further refine and expand upon the results. Nonetheless, the magnitude of these results suggests that state …

Human Fetal, Cord Blood, And Adult Lymphocyte Progenitors Have Similar Potential For Generating B Cells With A Diverse Immunoglobulin Repertoire, Grant R. Kolar, Takafumi Yokota, Maria Isabel D. Rossi, Swapan K. Nath, J. Donald Capra Nov 2004

Human Fetal, Cord Blood, And Adult Lymphocyte Progenitors Have Similar Potential For Generating B Cells With A Diverse Immunoglobulin Repertoire, Grant R. Kolar, Takafumi Yokota, Maria Isabel D. Rossi, Swapan K. Nath, J. Donald Capra

Biological Sciences Faculty Research & Creative Works

Several characteristics of the immunoglobulin (Ig) repertoire in fetuses and adults set them apart from each other. Functionally, this translates into differences in the affinity and effectiveness of the humoral immune response between adults and the very young. At least 2 possibilities could explain these differences: (1) fetal and adult lymphocyte progenitors differ significantly in their potential to form a diverse repertoire, and (2) factors extrinsic to the immunoglobulin locus are more influential to the character of the repertoire. To address this, we used nonobese diabetic-severe combined immunodeficient- β2 microglobulin knockout (NOD/SCID/β2m -/-) mice reconstituted with human B-cell progenitors …

Letter Banks Of The Capitals, Will Nediger Nov 2004

Letter Banks Of The Capitals, Will Nediger

Word Ways

Recently, Darryl Francis found words from the letter banks of the chemical elements and the states of the US. I decided to letter-bank (to coin a verb) the names of the nations of the world, but I found that, on average, their capitals had shorter names that their countries. I used a Scrabble-based (North American vocabulary only) program similar to LeXpert to letter-bank the national capitals.

Elementary Combinations, Darryl Francis Nov 2004

Elementary Combinations, Darryl Francis

Word Ways

In school and college, we learnt that chemical elements combine with each other to form new substances, compounds, in very well-defined ways, obeying certain scientific rules. For example, we learned that two atoms of hydrogen and one atom of oxygen combine to form a molecule of water, and that one atom of sulfur combines with four atoms of oxygen to form a sulphate radical with electrical charge -2. In chemistry these rules of combination were explained in terms of valence and bonds, and in physics the rules were explained in terms of rings of electrons and the numbers of electrons …

"Is Anal Retentive Hyphenated?": Self-Referential Humor, Don Hauptman

Word Ways

You know about self-referential statements. The classic examples are the Greek logical paradoxes. The Epimenides Paradox, in one variant, asserts: "This sentence is false." For millennia, philosophers have struggled to determine what such bafflers mean, if indeed they have any meaning at all.

More Purple Turtles (Part 2), Rex Gooch

Word Ways

I found more than one-half million Purple Turtles, introduced by Dan Tilque in the August 2004 Word Ways. UX produced the fewest substitutions (41), followed by EX (47). Some are interesting, e.g. ANTHEA/VNTHEA (th is a thorn, in a quotation from c.900), while others contain at least one common English word, e.g. AURA/QURQ (Jabal Qurq Sharaf in Syria), ARENA/ZRENZ (Ayn Zrenz in Tunisia) or AERAE/VERVE (as in Aerae Christi = AD).

More Purple Turtles (Part 1), Susan Thorpe

Word Ways

Dan Tilque's The Purple Turtle in the August 2004 issue demonstrated that some of the simplest ideas are often the most appealing. There are 325 possible substitutions (not 375), and Dan listed 224 of these (not 277). Extending the search to include the Oxford English Dictionary, Second Edition (oed), etc., and locations other than US place names, I managed to fill at the gaps.

Super Heavyweights (Part 1), Rex Gooch

Word Ways

In "A Challenge Answered" in the May 1995 Word Ways. Darryl Francis responded to a challenge of Tom Pulliam to assign words to all the numbers from 1 upwards, using the letter sum of words (A=1, B=2, etc.). He reached 250, microminiaturisation, but missed 249. In "Extending Francis" in August 1995, the editor collated responses from various contributors to fill that gap, extending the unbroken run to 354. In the February 1997 Word Ways, I gave words matching numerical palidnromes, adding 3693, 373, 383, 393, 434, 454, 474, and 484. In the august 1998 Word Ways, I gave many dense …

Balanced Word Pairs, Darryl Francis Nov 2004

Balanced Word Pairs, Darryl Francis

Word Ways

Given the 26 letters in the alphabet, the midpoint lies between the 13th and 14th letters, M and N, Imagine a process which can take a word and each of its letters and transform the words into a different string of letters, such that the letter A is changed to a Z, the letter B is changed to a Y, a C to an X, and so on, with M being changed to an N. Here, the midpoint of the alphabet acts like the fulcrum of balance, with the original word and the transformed string of letters pivoted equally. As …
