Measurement And Assessment Of Efficiency And Productivity In Kentucky State Government Services, William H. Hoyt Nov 2004

Measurement And Assessment Of Efficiency And Productivity In Kentucky State Government Services, William H. Hoyt

CBER Research Report

Excerpt from the executive summary:

This report examines the provision of a variety of government services within Kentucky. The provision of these public services, specifically the cost of providing these services is examined for the years 1992, 1997, and 2002. In addition, employment and salaries in government services are also examined. In addition to comparing costs within Kentucky during this period, the costs of providing public services are also compared to costs of the same government services by its neighboring states (Illinois, Indiana, Missouri, Ohio, Tennessee, Virginia, and West Virginia).

Lucky For Life: A More Realistic And Reasonable Estate Tax Valuation For Nontransferable Lottery Winnings, Kyla C.E. Grogan Nov 2004

Lucky For Life: A More Realistic And Reasonable Estate Tax Valuation For Nontransferable Lottery Winnings, Kyla C.E. Grogan

Washington Law Review

When a lottery winner dies after receiving only a few annuity payments from the state, the winner's estate must pay federal estate tax on the balance of the annuity. If the lottery prize is not legally transferable, the winner's estate cannot sell or pledge the right to future payments in order to generate funds to pay the estate tax. The estate tax value of an annuity is generally based on valuation tables that discount the future payments to present value. However, these valuation tables do not control when they produce an unrealistic and unreasonable result. The United States Courts of …

Making Mommies: The Washington State Court Of Appeals Exceeded Its Authority By Creating A Common Law Parentage Action In In Re Parentage Of L.B., Thomas G. Robinson-O'Neill Nov 2004

Making Mommies: The Washington State Court Of Appeals Exceeded Its Authority By Creating A Common Law Parentage Action In In Re Parentage Of L.B., Thomas G. Robinson-O'Neill

Washington Law Review

In In re Parentage of L.B., Division I of the Washington State Court of Appeals created a new common law cause of action that allows a same-sex de facto parent to be declared a legal parent. In the alternative, the court held that a de facto parent has a cause of action under Washington's nonparental visitation statute. This Note argues that the court exceeded its authority in creating a common law cause of action because the Uniform Parentage Act and the statutory scheme preempt the common law. Further, this Note argues that the ability of a de facto parent …

Assessing The Nature Of Science Views Of Singaporean Pre-Service Teachers, Tan L. Thye, Boo H. Kwen Nov 2004

Assessing The Nature Of Science Views Of Singaporean Pre-Service Teachers, Tan L. Thye, Boo H. Kwen

Australian Journal of Teacher Education

Despite the many developments in the teaching of science, an aspect that continues to be neglected appears to be the character and nature of science (NOS). This is becoming especially important in the light of recent developments in pedagogy, as, for example, more teachers adopt constructivist methodologies and computing technology enables simulations that may blur the lines between models and reality. From the literature, it is known that teachers' modern NOS conceptions, though not a sufficient condition for transmission of modern NOS views, is necessary. In this study, pre-service teachers' NOS conceptions are assessed with an adapted Views of the …

Two-Loop Bethe Logarithms For Higher Excited S Levels, Ulrich D. Jentschura Nov 2004

Two-Loop Bethe Logarithms For Higher Excited S Levels, Ulrich D. Jentschura

Physics Faculty Research & Creative Works

Processes mediated by two virtual low-energy photons contribute quite significantly to the energy of hydrogenic S states. The corresponding level shift is of the order of ( α / π )2 ( Z α )6 mec2 and may be ascribed to a two-loop generalization of the Bethe logarithm. For 1 S and 2 S states, the correction has recently been evaluated by Pachucki and Jentschura [Phys. Rev. Lett. 91, 113005 (2003)]. Here, we generalize the approach to higher excited S states, which in contrast to the 1 S and 2 S states can decay to …

A Review Of Eric Till's Film Luther, Edmund J. Campion Nov 2004

A Review Of Eric Till's Film Luther, Edmund J. Campion

Swiss American Historical Society Review

This is a very curious movie about the great German reformer Martin Luther (1483-1546) that pleased neither Protestants nor Catholics. This is not to say that this film by the prolific director Eric Till is without value. The quality of the cinematography is extraordinary. The outside scenes were filmed in well-preserved late medieval churches, monasteries, and castles and this enables viewers to learn about early modem architecture in central Europe. Many scenes were actually filmed in the Czech Republic perhaps because production costs are significantly more expensive in Germany than in the Czech Republic. The major reason for seeing this …

Do Labor Issues Matter In The Determination Of U.S. Trade Policy? An Empirical Reevaluation, Xenia Matschke, Shane M. Sherlund Nov 2004

Do Labor Issues Matter In The Determination Of U.S. Trade Policy? An Empirical Reevaluation, Xenia Matschke, Shane M. Sherlund

Economics Working Papers

Some recent empirical studies, motivated by Grossman and Helpman's (1994) "protection for sale" model, suggest that very few factors (none of them labor-related) determine trade protection. This paper reexamines the roles that labor issues play in the determination of trade policy. We introduce collective bargaining, differences in labor mobility across industries, and trade union lobbying into the protection-for-sale model and show that the equilibrium protection rate in our model depends upon these labor market variables. In particular, our model predicts that trade protection is structurally higher than in the original protection-for-sale model if the trade union of a sector lobbies …

A Simple Theory Of Increasing Penalties For Repeat Offenders, Thomas J. Miceli, Catherine Bucci Nov 2004

A Simple Theory Of Increasing Penalties For Repeat Offenders, Thomas J. Miceli, Catherine Bucci

Economics Working Papers

A feature of many penal codes is that punishments are more severe for repeat offenders, yet economic models have had a hard time providing a theoretical justification for this practice. This paper offers an explanation based on the wage penalty suffered by individuals convicted of crime. While this penalty probably deters some first-timers from committing crimes, it actually hampers deterrence of repeat offenders because of their diminished employments opportunities. We show that in this setting, an escalating penalty scheme is optimal and time consistent.

Glycine N-Methyltransferases: A Comparison Of The Crystal Structures And Kinetic Properties Of Recombinant Human, Mouse And Rat Enzymes, Svetlana Pakhomova, Zigmund Luka, Steffi Grohmann, Conrad Wagner, Marcia E. Newcomer Nov 2004

Glycine N-Methyltransferases: A Comparison Of The Crystal Structures And Kinetic Properties Of Recombinant Human, Mouse And Rat Enzymes, Svetlana Pakhomova, Zigmund Luka, Steffi Grohmann, Conrad Wagner, Marcia E. Newcomer

Faculty Publications

Glycine N-methyltransferases (GNMTs) from three mammalian sources were compared with respect to their crystal structures and kinetic parameters. The crystal structure for the rat enzyme was published previously. Human and mouse GNMT were expressed in Escherichia coli in order to determine their crystal structures. Mouse GNMT was crystallized in two crystal forms, a monoclinic form and a tetragonal form. Comparison of the three structures reveals subtle differences, which may relate to the different kinetic properties of the enzymes. The flexible character of several loops surrounding the active site, along with an analysis of the active site boundaries, indicates that the …

Predicting Electoral College Victory Probabilities From State Probability Data, Ray C. Fair Nov 2004

Predicting Electoral College Victory Probabilities From State Probability Data, Ray C. Fair

Cowles Foundation Discussion Papers

A method is proposed in this paper for predicting Electoral College victory probabilities from state probability data. A “ranking” assumption about dependencies across states is made that greatly simplifies the analysis. The method issued to analyze state probability data from the Intrade political betting market. The Intrade prices of various contracts are quite close to what would be expected under the ranking assumption. Under the joint hypothesis that the Intrade price ranking is correct and the ranking assumption is correct, President Bush should not have won any state ranked below a state that he lost. He did not win any …

Probabilities As Similarity-Weighted Frequencies, Antoine Billot, Itzhak Gilboa, Dov Samet, David Schmeidler

Cowles Foundation Discussion Papers

A decision maker is asked to express her beliefs by assigning probabilities to certain possible states. We focus on the relationship between her database and her beliefs. We show that, if beliefs given a union of two databases are a convex combination of beliefs given each of the databases, the belief formation process follows a simple formula: beliefs are a similarity-weighted average of the beliefs induced by each past case.

Rule-Based And Case-Based Reasoning In Housing Prices, Gabrielle Gayer, Itzhak Gilboa, Offer Lieberman Nov 2004

Rule-Based And Case-Based Reasoning In Housing Prices, Gabrielle Gayer, Itzhak Gilboa, Offer Lieberman

Cowles Foundation Discussion Papers

People reason about real-estate prices both in terms of general rules and in terms of analogies to similar cases. We propose to empirically test which mode of reasoning fits the data better. To this end, we develop the statistical techniques required for the estimation of the case-based model. It is hypothesized that case-based reasoning will have relatively more explanatory power in databases of rental apartments, whereas rule-based reasoning will have a relative advantage in sales data. We motivate this hypothesis on theoretical grounds, and find empirical support for it by comparing the two statistical techniques (rule-based and case-based) on two …

Retrospective On The Postwar Productivity Slowdown, William D. Nordhaus Nov 2004

Retrospective On The Postwar Productivity Slowdown, William D. Nordhaus

Cowles Foundation Discussion Papers

The present study reviews the “productivity slowdown” of the 1970s and 1980s. The study also develops a new data set — industrial data available back to 1948 — as well as a new set of tools for decomposing changes in productivity growth. The major result of this study is that the productivity slowdown of the 1970s has survived three decades of scrutiny, conceptual refinements, and data revisions. The slowdown was primarily centered in those sectors that were most energy-intensive, were hardest hit by the energy shocks of the 1970s, and therefore had large output declines. In a sense, the energy …

Relaxation To Native Conformation Of A Bond-Fluctuating Protein Chain With Hydrophobic And Polar Nodes, Johan Bjursell, Ras B. Pandey Nov 2004

Relaxation To Native Conformation Of A Bond-Fluctuating Protein Chain With Hydrophobic And Polar Nodes, Johan Bjursell, Ras B. Pandey

Faculty Publications

The conformation and dynamics of a protein chain with hydrophobic and polar nodes are examined by the bond-fluctuation model using Monte Carlo simulations on a cubic lattice. The minimal (nearest neighbor) interaction leads to standard (self-avoiding walk) conformation, i.e., the scaling of the radius of gyration Rg with the molecular weight N Rg ∝ Nγ with γ ≃ 3/5/ Specific interactions with longer range and higher strength are needed to approach the native globular conformations with γ < 3/5. Relaxation into the globular ground state shows a weak power-law decay, i.e., Rg ∝ t-α, α ~ 0.06-0.12.

Vortex Lattice Inhomogeneity In Spatially Inhomogeneous Superfluids, Daniel E. Sheehy, Leo Radzihovsky Nov 2004

Vortex Lattice Inhomogeneity In Spatially Inhomogeneous Superfluids, Daniel E. Sheehy, Leo Radzihovsky

Faculty Publications

The inhomogeneity in vortex density in a highly inhomogeneous rotating superfluid was investigated. The vortex lattice inhomogeneity was found to be driven by the discrete way vortices imparting angular momentum to the superfluid. This effect was found to favor the highest vortex density in regions where the superfluid density is most uniform. The results show that the boson velocity deviates from a rigid-body form exhibiting a radial-shear flow past the vortex lattice.

Behavioral And Rt-Level Estimation And Optimization Of Crosstalk In Vlsi Asics, Suvodeep Gupta Nov 2004

Behavioral And Rt-Level Estimation And Optimization Of Crosstalk In Vlsi Asics, Suvodeep Gupta

USF Tampa Graduate Theses and Dissertations

Downscaling of technology causes signal integrity problems due to crosstalk between closely-spaced interconnect lines. Existing crosstalk estimation and optimization techniques operate at the layout-level of circuits and fail to utilize the efficient design-space exploration at the high-level. To address this, we propose word-level statistical techniques which estimate crosstalk between bus lines: (1) Given a data stream, the first technique simply counts the number of crosstalk events on each bus line. The drawback of this technique is that the execution time is proportional to the stream length. This is overcome by the second enumerative technique which is purely statistical in nature. …

Resonance-Enhanced Multiphoton Ionization For Real-Time Monitoring Of Trichloroethylene Formed By Degradation Of Tetrachloroethylene Using Zero-Valent Zinc, Kui Chen, Jack E. Pender, John L. Ferry, S. Michael Angel Nov 2004

Resonance-Enhanced Multiphoton Ionization For Real-Time Monitoring Of Trichloroethylene Formed By Degradation Of Tetrachloroethylene Using Zero-Valent Zinc, Kui Chen, Jack E. Pender, John L. Ferry, S. Michael Angel

Faculty Publications

Resonance-enhanced multiphoton ionization (REMPI) is investigated as a potential technique for real-time monitoring of selected volatile organochloride compounds (VOCs). In a proof-of-concept experiment, the progress of the reductive-degradation of tetrachloroethylene (PCE) to trichloroethylene (TCE) by zero-valent zinc was monitored by REMPI measurements performed in the headspace above the PCE solution. Two-photon resonant REMPI spectra of TCE and PCE were recorded over the wavelength range 305–320 nm. The concentrations of PCE and TCE in the headspace were monitored by measurement of the ionization signal with 315.64- and 310.48-nm excitation for PCE and TCE, respectively. Calibration curves yielded a linear range of …
