Privacy, Free Speech & The Garden Grove Cyber Café Experiment, Brett Stohs Oct 2004

Privacy, Free Speech & The Garden Grove Cyber Café Experiment, Brett Stohs

Duke Law & Technology Review

In response to gang violence at local "cyber cafés," the City Council of Garden Grove, California, passed an ordinance requiring cyber cafés to install video surveillance systems. The constitutionality of the provision was subsequently challenged, and a California Court of Appeal determined that the video surveillance requirement did not violate free speech or privacy protections under either the federal or California Constitutions. This decision was immediately challenged, by commentators and a dissenting judge, as opening the door to Orwellian-type, government intrusions into individuals' personal lives. This iBrief analyzes the appellate court's decision and concludes that not only did the majority …

Rare Earth-Aluminum Oxide Glasses For Optical Applications, Richard Weber, Jean A. Tangeman, Paul C. Nordine, Richard N. Scheunemann, Kirsten J. Hiera, Chandra S. Ray

Materials Science and Engineering Faculty Research & Creative Works

Glasses based on rare earth oxides and aluminum oxide with 0-20 mol% SiO2 provide a combination of optical properties, mechanical and chemical stability, and process characteristics not available in other oxide materials. Properties of the glasses include: refractive index 1.7-1.8, low dispersion (Abbe number ∼40), high solubility of optically active dopants, homogeneous chemical composition, long fluorescence lifetimes at dopant concentrations up to 5 mol%, broad fluorescence bandwidth, and infra-red transmission to ≈5000nm. the glasses are hard, strong and resist chemical attack and they can be cast in sections 5-10mm thick. This paper briefly describes glass processing and presents bulk …

The Effects Of Negotiated Written Feedback Within Formative Assessment On Fourth Grade Students' Motivation And Goal Orientations, Craig Alan Waddell

Dissertations

This research was a field-based investigation into the impact of written feedback on students' perceptions, motivation, and academic performance. Seventy-nine fourth grade students, from five elementary classrooms participated in two studies. Study 1 (n=15) was an ABAB-type, reversal design, intended to provide support for a cause-and-effect relationship between feedback scores (i.e., a rubric-based evaluation of teacher's written feedback) and feedback effectiveness (i.e., a survey-based measure of students' views on the value of written feedback). Study 2 (n=64) was a quasi-experimental study intended to demonstrate: a) the relationship between feedback scores and feedback effectiveness, b) an association between feedback effectiveness and …
