Should Human Resources Managers Utilize Affirmative Action To Give Diversity Programs Legitimacy?, Janet Lynn Morrison Jan 2004

Should Human Resources Managers Utilize Affirmative Action To Give Diversity Programs Legitimacy?, Janet Lynn Morrison

UNLV Retrospective Theses & Dissertations

Since 1987, the valuing and managing of diversity has been on the radar screens of most human resources managers. Specifically, many are wrestling with how to establish the "perfect" diversity program that serves to get the message out to their organizational members that individual differences should be viewed as resources for learning and understanding and not barriers to career success or opportunity. However, for the majority, this has proved a difficult task. Simply, human resources managers are missing the mark when it comes to identifying a solid foundation for diversity management---a foundation that will compel organizational stakeholders to recognize diversity …

Model For Porous Alumina Template Formation, Raghunath Kanakala Jan 2004

Model For Porous Alumina Template Formation, Raghunath Kanakala

UNLV Retrospective Theses & Dissertations

Anodized alumina templates have emerged as an important material system for the low cost fabrication of semiconductor and metal nanostructure arrays. This material system utilizes natural self-organization for the creation of periodic arrays of nanoscale structures. The underlying principle is that when aluminum is anodized in a suitable acidic electrolyte under controlled conditions, it oxidizes to form a hydrated aluminum oxide (alumina) containing a two dimensional hexagonal array of cylindrical pores. Due to the excellent periodicity of the pores, and the ability to control the pore diameters, such anodized alumina films can be used as templates for the fabrication of …

Colin Powell's 2000 Keynote Address: Compassionate Conservatism In An Age Of Cynicism, Kehrin Kercher Thomas Jan 2004

Colin Powell's 2000 Keynote Address: Compassionate Conservatism In An Age Of Cynicism, Kehrin Kercher Thomas

UNLV Retrospective Theses & Dissertations

Colin Powell faced significant rhetorical challenges when he delivered his keynote address at the 2000 Republican National Convention, including the existing political atmosphere and public sentiment, the political implications of a Republican victory, the influence of technology on campaign rhetoric, and audience attitude toward him. Despite rhetorical identification as a significant part of our national conversation and one of the few convention events receiving significant media coverage, little analysis has been generated on the keynote address. This study attempts to fill a gap and influence future research on a communicative act that has undergone, and may continue to undergo, significant …

Children With Disabilities In The Juvenile Justice System, Renetta M Stevens Jan 2004

Children With Disabilities In The Juvenile Justice System, Renetta M Stevens

UNLV Retrospective Theses & Dissertations

Children and youth with disabilities are over represented in the juvenile justice system. Studies show that a lack of compliance, monitoring and enforcement of the mandates of the Individuals with Disabilities Education Act (IDEA) exists. The purpose of this study is to explore the relationship, if any, of the over representation of children and youth in the juvenile justice system and a deficiency in providing special education supports and services as mandated by the IDEA. The files of children and youth presently involved in the juvenile justice system were reviewed for this study and the available educational records, of those …

A Policy Analysis Of Nevada's Middle School Retention Legislation, Julie Ann Abeyta Jan 2004

A Policy Analysis Of Nevada's Middle School Retention Legislation, Julie Ann Abeyta

UNLV Retrospective Theses & Dissertations

In 1997, the Nevada State Legislature passed Assembly Bill 376 permitting the State Board of Education to adopt credit requirements that students must meet prior to being promoted from eighth grade to high school. A resulting State Board of Education regulation requires that a student earn one-and-one-half credits in language and one-and-one-half credits in mathematics during seventh and eighth grades to merit promotion to high school; While much attention has been given to the issue of retention and social promotion in large urban school districts such as Chicago and New York City, little investigation has been directed to smaller, rural …

Using Sem To Develop A Model For Educators Of Children Who Are Exposed To The Trauma Of Violence, Rosalind Duplechain Jan 2004

Using Sem To Develop A Model For Educators Of Children Who Are Exposed To The Trauma Of Violence, Rosalind Duplechain

Mid-Western Educational Researcher

This study used Structural Equation Modeling (SEM) to develop a teacher-friendly model for understanding the relationship between children’s exposure to traumatic events, such as violence exposure, and their school achievement. With a sample of 146 urban elementary (grades 2-5) children, three variables (mental health behaviors, performance-related behaviors, and standardized achievement) were examined. The model suggested that children who are exposed to violence in Year I were more delinquent and ultimately underachieved in reading in Year II. This model should help teachers identify students exposed to violence and address their social and academic needs.

Creating The Rosetta Stone: Deciphering The Language Of Accountability To Improve Student Performance, Donna Snodgrass Jan 2004

Creating The Rosetta Stone: Deciphering The Language Of Accountability To Improve Student Performance, Donna Snodgrass

Mid-Western Educational Researcher

The objectives of this paper are three-fold. First, a model is proposed for unifying massive amounts of conceptual and numerical information flowing from the measures of the accountability movement in Ohio and the materials that are publicly available to educators. Second, this model is translated into useable forms of information that help teachers drive instructional practices in their classrooms. Third, the efficacy of this model to improve state-mandated proficiency scores at the district level is discussed. Ultimately the authors attempt to provide the readers with a rudimentary model of an educational Rosetta Stone to helps educators decipher the contents of …

Two Methods Of Estimating A Study's Replicability, Isadore Newman, Keith Mcneil, John Fraas Jan 2004

Two Methods Of Estimating A Study's Replicability, Isadore Newman, Keith Mcneil, John Fraas

Mid-Western Educational Researcher

This article presents two methods of estimating a study’s replicability that researchers should consider reporting along with their statistical significant and effect size findings. One method of estimating the replicability of the findings deals with replication in the exact same system. The second method, which may contain subjective probability values, is used to estimate the replicability of a study’s findings in a system that may differ from the initial system with respect to salient variables. The incorporation of the replicability estimates delineated in this paper would provide critical information to decision makers about the likelihood that the implementation of a …

Applying U.S. Employment Discrimination Laws To International Employers, Richard A. Posthuma, Mark V. Roehling, Michael A. Campion

Purdue CIBER Working Papers

The question of whether U.S. employment discrimination laws apply to international employers is complex and involves multiple sources of legal authority including U.S. statutes, international treaties, and the laws of non-American host countries. This article provides detailed, simplifying guidance to assist employers in working through that complexity. Based on an examination of 98 federal courts cases, this article identifies and explains eight general guidelines for determining when U.S. laws apply to international employers (e.g., U.S. employees working abroad or “foreign” employees working in the U.S.). These guidelines are incorporated into an organizing framework or “decision tree” that leads employers through …
