In this paper, I am providing a descriptive analysis of the children on the rolls of the West Virginia Children’s Health Insurance Program (WV CHIP). The research was guided by four questions: (1) Who are the children from West Virginia that are on the rolls of WV CHIP? (2) What are the reasons why children disenroll from the program? The Influence Of Legal Language Upon Supreme Court Voting In Civil Liberties Cases., Sean Wilson

Scholars such as Jeffrey Segal and Harold Spaeth contend that U.S. Supreme Court decisions are based primarily upon the ideological beliefs of the justices. However, in this work I show that this conclusion is exaggerated. The aggregation of votes into a summary statistic (the percent liberal rating) and its use by Segal and Spaeth in a regression having only 21 cases creates misleading results. The truth is that political ideology is a fluctuating influence upon the Court. In some areas of civil liberties voting, ideology is a poor explanation of how cases are decided (e.g., core political speech). But in …

Surveys have found that employers want today's community college graduates to be able to work in teams, make decisions, and critically assess job situations. In short they want the students to think critically. Due to the changing demographics, web-based education has become a larger part of college curriculum in the past several years. The politics of local economic development in the Brazilian favela (urban slums) are contentious. This dissertation examines the politics of economic development in the urban slum of Sao Pedro, which is located in the city of Vitoria, Brazil. Space and scale are central to understanding the politics of economic development in this favela, and this research will make use of both concepts to shed light on this local struggle. This dissertation examines Kenyan peri-urbanization using a GIS and Society conceptual framework. The study integrates historical and cultural peri-urban experiences of local communities into a conventional GIS to enhance an analysis of uneven development of residential space in Athi River town, Kenya. The research is guided by three broad objectives: (1) understanding how GIS is impacting Kenyan urban geographic research; (2) building a GIS to study uneven development of residential space, and; (3) integrating community local knowledge into a GIS-based analysis of uneven residential development in a peri-urban setting. The Meanings Of Underpants And Old Photographs: Notions Of Personhood And Pollution In The Estate Sale, Donna Foulk

In the estate sale, actors (shoppers and estate sale workers) form notions ofpersonhood and pollution through objects such as half-used bottles of perfume, floral dishes, and family photographs. Actors use these objects to create the gender, personality, religion, hobbies, and occupation of the objects' former owners. The context of the estate sale contributes to these notions of personhood. Estate sales usually occur after a death, almost everything this person has owned is priced for sale, and the estate sale is held within the house of the deceased.This study draws on Mary Douglas' work on pollution as "matter out of place." …

During the 1990s, standards-based reform became the predominant education reform inthe country. However, neither federal legislation nor state standards-based reform programshave focused much on addressing the needs of special groups. While, the explicit goal ofstandards-based reform was to raise academic achievement of all students, the implicit goal wasto change beliefs about specific groups of students, particularly students who traditionally havebeen perceived as "disadvantaged." Monogamy's Law: Compulsory Monogamy And Polyamorous Existence, Elizabeth F. Emens

Right now, marriage and monogamy feature prominently on the public stage. Efforts to lift prohibitions on same-sex marriage in this country and abroad have inspired people on all sides of the political spectrum to speak about the virtues of monogamy's core institution and to express views on who should be included within it. The focus of this article is different. Like an "unmannerly wedding guest," this article invites the reader to pause amidst the whirlwind of marriage talk and to think critically about monogamy and its alternatives.

A Case Study Of Senior Students' Perceptions Of Factors That Shape Aspirations In One Low-Income Rural Iowa High School, Louise Elizabeth Esveld

Rural Iowa high school graduates from districts enrolling fewer than 600 students are more likely than their more urban peers to be economically disadvantaged as measured by eligibility for free and reduced cost meals. They are also less likely to aspire to high levels of educational attainment. Over the last decade, the percentage of graduates from small, rural schools intending to pursue any postsecondary education or training has approached or exceeded the percentage in more urban districts. However, among rural graduates with postsecondary intentions, the ranks of those students planning to pursue a four-year degree or higher remain disproportionately thin. …

As a result of the growing concern about environmental issues, many countries have developed mechanisms and regulations directed at protection and conservation of the environment. As a part of this movement, many governmental and nongovernmental organizations (NGO) have launched a variety of environmental education programs, in an attempt to promote awareness of environmental issues. Fashioning Afrocuba: Fernando Ortiz And The Advent Of Afrocuban Studies, 1906-1957, Jeremy Leeds Cass

This study attempts to organize the conglomerate of writing on Africans within Republican Cuba. Starting with an examination of the scientific stages of such writing, we will trace the assorted work of Fernando Ortiz (1881-1969), whose anthropological study of Afrocuba produced myriad readings of the heritage. The multiplicity of renderings of Cuba s Africans from the scientific arena including condemning, racially charged treatises and spiritual conceptualizations of the richness of Cuba s African heritage generated an air of inconstancy. Global Change, Domestic Policy, And Life Course Influences On Perceptions Of Health Equity Among Older Cubans, James Lester Schwar

Cubas provision of free health services to the entire population via neighborhood-based family doctors produced dramatic health gains and achieved a relative state of health equality. Since 1989, however, the termination of Soviet trade, a grave economic crisis, intensification of the US embargo, welfare reductions, and population aging have placed Cubas health successes and elder care services in jeopardy. Little independent research, though, has focused on the influence of post-Cold War circumstances on citizen attitudes about health programs and resources targeting Cubas older population. The purpose of this quantitative research was to examine the ways that the parent-child bond influences affectual solidarity between college-aged adults and their grandparents. This study sought to overcome flaws of prior research in this area by further exploring how several dimensions of intergenerational solidarity between young adults and each of their parents (i.e., joint activities, global relationship quality, and probability of discussing problems) affect grandchildren's feelings of closeness to each of their living grandparents. Social Ethics: Sociology and the Future of Society provides a complex yet accessible statement of Charlotte Perkins Gilman's mature sociological theory of ethical life. Her perspective is welded intellectually to sociology and evolutionary thought and concretely to the well-being of children throughout the world. We have failed, writes Gilman in Social Ethics, to teach even "a simple, child-convincing ethics based on social interactions, because we have not understood sociology" (emphasis added). For Gilman, a world in which children are not loved, well fed, properly clothed, thoughtfully educated, and humanely disciplined is a world ethically at odds with logic and itself. …

Targeting Workplace Harassment In Quebec: On Exporting A New Legislative Agenda, Debra Parkes

For over twenty-five years, Canadian law has prohibited sexual harassment and other forms of discriminatory harassment (meaning harassment that relates to the target's race, disability, sexual orientation, or other similar characteristic). Recent amendments to the Quebec Labour Standards Act aim to fill a gap in the law that currently provides a remedy (under human rights legislation) for discriminatory harassment, but not for harassment that is not obviously linked to the target's membership in a protected class such as that based on race, sex, religion, disability or sexual orientation. From the standpoint of traditional legal thought, metaphor is at best a dash of poetry adorning lawyerly analysis, and at worst an unjustifiable distraction from what is actually at stake in a legal contest. By contrast, in the eyes of those who view law as a close relative of ordinary language, metaphor is a basic building block of human understanding. This article accepts that metaphor helps us to comprehend a court's decision. At the same time, it argues that metaphor plays a special role in the realm of constitutional discourse. This Essay suggests we bifurcate our thinking. Conventional copyright rules by money, so let it rule the money-bound. Let a different set of rules evolve for more complex uses, particularly when the users have a personal relationship with the utilized text. Much recent scholarship contains dramatic suggestions to secure a freedom to be creative, rewrite, and be imaginative. My work has long sought to defend such freedoms, but I believe we understand imagination and its conditions too little to employ it as a starting point. The essay strives for a better understanding of the myths, symbols, categories of power, and images deployed by the Supreme Court to signal how we ought to think about its authority. Taking examples from free speech jurisprudence, the essay proceeds in three steps. First, I argue that the First Amendment constitutes a deep source of cultural authority for the Court. As a result, linguistic and doctrinal innovation in the free speech area have been at least as bold and imaginative as that in areas like the Commerce Clause.
