Part II describes the WTO's practices regarding openness and public participation, and then criticizes the current limitations. Part III proposes several new steps for the WTO to take to promote transparency and participation. …

Restraint And Responsibility: Judicial Review Of Campaign Reform, Spencer A. Overton Jan 2004

Restraint And Responsibility: Judicial Review Of Campaign Reform, Spencer A. Overton

GW Law Faculty Publications & Other Works

The First Amendment doctrine governing campaign finance law allows judicial outcomes to turn on often unstated political assumptions about the appropriate role of money in campaigns. As illustrated by the conflicting opinions of different U.S. Supreme Court Justices in McConnell v. FEC, current narrow tailoring and substantial overbreadth tests provide inadequate guidance and compel judges to rely on their own political assumptions in balancing the need for regulation against the right of free speech. Judges skeptical of campaign reform err on the side of protecting speech, while judges supportive of reform lean toward tolerating regulations said to prevent corruption. To …

Graphical Modeling And Simulation Of A Hybrid Heterogeneous And Dynamic Single-Chip Multiprocessor Architecture, Chunfang Zheng Jan 2004

Graphical Modeling And Simulation Of A Hybrid Heterogeneous And Dynamic Single-Chip Multiprocessor Architecture, Chunfang Zheng

University of Kentucky Master's Theses

A single-chip, hybrid, heterogeneous, and dynamic shared memory multiprocessor architecture is being developed which may be used for real-time and non-real-time applications. This architecture can execute any application described by a dataflow (process flow) graph of any topology; it can also dynamically reconfigure its structure at the node and processor architecture levels and reallocate its resources to maximize performance and to increase reliability and fault tolerance. Dynamic change in the architecture is triggered by changes in parameters such as application input data rates, process execution times, and process request rates. The architecture is a Hybrid Data/Command Driven Architecture (HDCA). It …

Development Of A Human Visual System With The Ability To Detect Inconsistent Events, Jeremiah D. Brazeau Jan 2004

Development Of A Human Visual System With The Ability To Detect Inconsistent Events, Jeremiah D. Brazeau

Theses

Current research has shown that it is possible to create a general purpose learning system that models the first few layers of the human visual system. The goal of this thesis is to build upon that idea and produce a computational model capable of learning different aspects of visual information. Simulations show that the system is capable of learning and distinguishing different types of motion. Results also give one explanation, consistent with current experiments, explaining how the human visual system learns information and as such may produce the capability to predict behavior in future experiments.

The Transport And Modulation Of Hiv Protease Inhibitors Into The Rat Central Nervous System And Milk, Jeffrey Earl Edwards Jan 2004

The Transport And Modulation Of Hiv Protease Inhibitors Into The Rat Central Nervous System And Milk, Jeffrey Earl Edwards

University of Kentucky Doctoral Dissertations

The objective of this dissertation is to study the mechanism by which HIV protease inhibitors enter into the central nervous system (CNS) and breast milk of rats, and what effects MDR modulators have on the distribution and metabolism of HIV protease inhibitors. The transporter P-glycoprotein (P-gp) has been shown to limit the distribution of HIV protease inhibitors into the CNS of rodents. This thesis examined the effects of GF120918, an MDR modulator, on the CNS distribution of amprenavir, an HIV protease inhibitor, in rats. GF120918 significantly increased the unbound CNS concentrations of amprenavir without altering the unbound blood concentrations of …

An Investigation On The Effects Of Influenza Virus Infection As It Pertains To The Initiation Of Translation, Morgan Hager Mccoy Jan 2004

An Investigation On The Effects Of Influenza Virus Infection As It Pertains To The Initiation Of Translation, Morgan Hager Mccoy

University of Kentucky Doctoral Dissertations

Like the majority of host cell mRNAs, the mRNAs of influenza virus are capped and polyadenylated. The NS1 protein of influenza has been implicated as a translational activator for both influenza and reporter gene mRNAs. Data is presented showing that influenza A virus infection resulted in an increased ratio of cap-dependent to cap-independent translation. This ratio increase was largely due to an increase in cap-dependent translation. These experiments employed a bicistronic reporter construct measuring cap-dependent and cap-independent translation in a single sample. Expression of NS1 alone resulted in a small, but reproducible increase in the ratio of cap-dependent to cap-independent …

Environmental Ethics From The Perspective Of Nepa And Catholic Social Teaching: Ecological Guidance For The 21st Century, Lucia A. Silecchia Jan 2004

Environmental Ethics From The Perspective Of Nepa And Catholic Social Teaching: Ecological Guidance For The 21st Century, Lucia A. Silecchia

Scholarly Articles

Over the years, a substantial body of Catholic social teaching has arisen to offer guidance as to the obligations that humanity has as stewards of creation. With ancient roots in Biblical text, and modern exploration in more recent texts, the connection between religious obligation and ecological responsibility has garnered much attention among Catholic thinkers - as well as among religious leaders of other faiths. This article explores the principles of Catholic social thought with respect to the environment and traces the development of those principles from their Biblical origins through the papacy of Pope John Paul II. In tandem with …

Why Teach Environmental Ethics? Because We Already Do, Raymond Benton Jr. Jan 2004

Why Teach Environmental Ethics? Because We Already Do, Raymond Benton Jr.

School of Business: Faculty Publications and Other Works

In this paper we argue for the importance of the formal teaching of environmental ethics. This is, we argue, both because environmental ethics is needed to respond to the environmental issues generated by the neoliberal movement in politics and economics, and because a form of environmental ethics is implicit, but unexamined, in that which is currently taught. We maintain that students need to become aware of the latent ethical dimension in what they are taught. To help them, we think that they need to understand how models and metaphors structure and impact their worldviews. We describe how a simple in-class …

An Overview Of The Demise Of Nasa’S High Speed Research Program, Randolph S. Reynolds Jan 2004

An Overview Of The Demise Of Nasa’S High Speed Research Program, Randolph S. Reynolds

Journal of Aviation/Aerospace Education & Research

In February 1998 NASA's High Speed Research Program (HSR) was cancelled without fan fare or press announcement. The principal effect of this announcement was to immediately end the research and development that was in progress on the revised supersonic transport or High Speed Civil Transport (HCST) project. This research was to lead to a prototype supersonic transport that would begin flying by the end of the first decade of the 2 1 Century. The factors for the cancellation of this program were never made clear other than the competing funding of the International Space Station. NASA's budgetary squeeze from the …

Arsenic In The Pak Pa-Nang River Basin, Thailand, Saravuth Rattanachongkiat Jan 2004

Arsenic In The Pak Pa-Nang River Basin, Thailand, Saravuth Rattanachongkiat

School of Geography, Earth and Environmental Sciences Theses

The Pak Pa-Nang River Basin is located in southern Thailand. Its environmental degradation has been arising because its catchment is mineralized with substantial deposits of tin forming part of the SE Asian Tin Belt, with the presence of arsenopyrite gives rise to high arsenic concentrations, mobilized during past mining activity. Suitable techniques have been developed, for the extraction of arsenic species in a variety of environmental and biological samples. Trypsin and cellulase enzymatic extraction procedures were used to extract arsenic species from fish and plant samples, respectively. Arsenic species in sediments were determined following 1 M H3P04 extraction in an …

New Strategies To Determine The Distribution Of Trace Elements In Soils And Sediments, Rebeca Santamaria-Fernandez Jan 2004

New Strategies To Determine The Distribution Of Trace Elements In Soils And Sediments, Rebeca Santamaria-Fernandez

School of Geography, Earth and Environmental Sciences Theses

Sequential chemical extraction to fractionate metals in soils and sediments into different groups reflecting their "leachability" has been widely employed to determine distribution of metals in different physico-chemical phases. A large number of sequential extraction schemes have been reported, most of them modifications of Tessier's extraction protocol. Although this method has been widely accepted, it is important to highlight that sequential extraction procedures are often tedious and time consuming and that they also suffer from a number of limitations, such as the problem of achieving selective dissolution and the re-adsorption of trace metals during extraction. The objective of this study …

Amino Acids As Diagnostics Of Soil And Soil Water Quality, Jane Madge Bobart Hawkins Jan 2004

Amino Acids As Diagnostics Of Soil And Soil Water Quality, Jane Madge Bobart Hawkins

School of Geography, Earth and Environmental Sciences Theses

Information on the contribution of amino acids to dissolved organic nitrogen and carbon exported from grassland soil is scarce. Evidence from the literature for other environments, suggests that determination of amino acid patterns of distribution may be a useful method for improved understanding of the interaction of microbial synthesis and degradation of organic N in conjunction with soil physical states. A sample pre-concentration technique and an HPLC methodology were developed that enabled the determination of dissolved free (DFAA) and combined (DCAA) amino acids in natural waters at picomolar concentration. These methods were used to examine the content of amino acids …

The Mobility And Speciation Of Antimony In Contaminated Soils And Waters, Martin James Nash Jan 2004

The Mobility And Speciation Of Antimony In Contaminated Soils And Waters, Martin James Nash

School of Geography, Earth and Environmental Sciences Theses

Total element concentrations, solid state partitioning and leaching characteristics of antimony are examined in surface soils at two contrasting field sites contaminated by former mining activities. These parameters are compared in each soil and related to selected soil properties and leachant solution pH to identify factors that influence the mobilisation of antimony in soils. Total element concentrations are determined in soils using an evaluated Mg(N03)2 ashing technique and highly elevated concentrations (up to 8202 mg kgˉ¹ antimony) are measured in soils formed on the surface of spoil heaps at these sites. A stream system bisects a spoil heap at one …

Specification Development For The Use Of Devon Cob In Earthen Construction, Kathryn Anne Coventry Jan 2004

Specification Development For The Use Of Devon Cob In Earthen Construction, Kathryn Anne Coventry

School of Geography, Earth and Environmental Sciences Theses

The traditional earthen building practice of cob construction has been historically linked to Devon for many centuries. However no standards or specifications exist to facilitate a technical appraisal of the material. This thesis sets out to develop an appropriate test methodology for the classification and compressive strength determination of Devon cob. The absence of appropriate standards for cob construction is shown as a function of neglect for Devon cob as a potential construction material. National and international events that have re-kindled interest in earth as a building material are discussed, with particular reference to cob construction. A rationale is presented …

The Interference Free Determination Of Selenium In Environmental And Clinical Samples By Icp-Ms, Justine Clare Turner Jan 2004

The Interference Free Determination Of Selenium In Environmental And Clinical Samples By Icp-Ms, Justine Clare Turner

School of Geography, Earth and Environmental Sciences Theses

The determination of selenium in environmental and clinical samples by ICP-MS is complicated by both poor sensitivity and severe interferences resulting from both the sample matrix and the argon plasma. The purpose of this study was to investigate ways of overcoming these problems thus enabling Se to be determined both accurately and precisely. A novel procedure for the accurate determination of selenium in serum using electrothermal vaporisation inductively coupled plasma mass spectrometry (ETV-ICP-MS) has been developed. A simple 1:20 dilution of the serum with 1% nitric acid negates the need for a lengthy sample digestion procedure. Several of the interferences …

Biodegradation, Water Solubility And Characterisation Studies Of Unresolved Complex Mixtures (Ucms) Of Aromatic Hydrocarbons, Andrew Michael Booth Jan 2004

Biodegradation, Water Solubility And Characterisation Studies Of Unresolved Complex Mixtures (Ucms) Of Aromatic Hydrocarbons, Andrew Michael Booth

School of Geography, Earth and Environmental Sciences Theses

Following release to the environment, crude oil becomes subject to weathering processes which remove the simple, volatile hydrocarbons leaving an unresolved complex mixture (UCM) comprising the more environmentally persistent components. Aromatic UCMs have been reported in a wide variety of environmental matrices. Recent studies indicate such material, particularly monoaromatic hydrocarbons, is sufficiently bioavailable to marine organisms (e. g. mussels) to elicit toxicological responses. However, little else is known about the environmental fate and composition of petroleum-derived aromatic UCMs. The overall aim of this work was to investigate aromatic UCMs with particular emphasis on their biodegradability, water solubility and composition. To …

Moving Image - Still Life, Kiki Petratou Jan 2004

Moving Image - Still Life, Kiki Petratou

Other Faculty of Arts, Humanities and Business Theses

MOVEMENT AND TIME "Stasis was defined according to Schrader as the form that links the everyday in something unified and permanent".' Central to my research is the aim to create a still-life image from filmed scenes documenting the everyday actions in my living environment. In some cases however the scenes being staged function as allegories of the states and situations of daily life. I decided to mix staged and 'real' scenes because I did not want to create a documentary about the activities in my environment but to transform everydayness, as I perceive it, into the permanent and unified quality …

Points On My Curve To Find: A Journey Around The Self To Find The World, Morgaine Gaye

Other Faculty of Arts, Humanities and Business Theses

My creative practice has undergone a chronological series of transformations that has entailed experiments in several modes of self-expression. This has included the writing of prose-text, lyrics, song-writing, musical performance as a vocalist, work in film-making and visual documentation and work as a visual artist. In a life that has so far spanned living for substantial periods in different countries and cultures, my creative practice has been strongly influenced by that international and inter-cultural existence. Whilst on the one hand, different cultures nevertheless manifest 'languages' of communality with each other (especially in non-verbal communication, global 'signs, signals' and 'symbols'), on …

The Dark Side Of Grutter, Girardeau A. Spann Jan 2004

The Dark Side Of Grutter, Girardeau A. Spann

Georgetown Law Faculty Publications and Other Works

Liberals have generally cheered the Supreme Court's decision in Grutter v. Bollinger as validating the continued use of affirmative action in the struggle against racial injustice. But the Supreme Court's modern race cases rest on a misunderstanding of the nature of contemporary racial discrimination. From Brown, to Bakke, to Grutter, the Court has advanced a colorblind conception of racial equality that treats race-conscious affirmative action as constitutionally suspect, because it deviates from an aspirational baseline of race neutrality that lies at the core of the equal protection clause. However, race neutrality is a hopelessly artificial concept in …
