Law & Economics Working Papers Archive: 2003-2009

This essay explores the policy bases for, and the political economy of, the law's long-standing regulation of corporate political speech. The essay has three parts. First, it contends that the conventional justifications for regulating corporate interventions in politics -- that corporate donations unnaturally skew the political discourse (bad politics) and that corporate political donations harm shareholders (agency costs) -- assume irrational investors and substantial capital market inefficiency. Drawing on public choice theory, the essay also explores the aim of retarding rent-seeking as an alternative justification for regulating corporate interventions in politics. Anomaly In Conformal Quantum Mechanics: From Molecular Physics To Black Holes, Horacio E. Camblong

Physics and Astronomy

A number of physical systems exhibit a particular form of asymptotic conformal invariance: within a particular domain of distances, they are characterized by a long-range conformal interaction (inverse square potential), the apparent absence of dimensional scales, and an SO(2,1) symmetry algebra. Examples from molecular physics to black holes are provided and discussed within a unified treatment. When such systems are physically realized in the appropriate strong-coupling regime, the occurrence of quantum symmetry breaking is possible. This anomaly is revealed by the failure of the symmetry generators to close the algebra in a manner shown to be independent of the renormalization …

PREP Reports & Publications

With support from the NH Estuaries Project (NHEP), the Exeter River Local Advisory Committee (ERLAC) held the 3rd Annual Exeter River Alewife Festival on May 31, 2003 in downtown Exeter. NHEP funding enabled ERLAC and the Festival Planning Committee to print and distribute posters and cards advertising the Festival, purchase newspaper advertisements and arrange opportunities for the press to learn more about the event. In addition, ERLAC members worked with area newspapers to write and print eleven articles highlighting aspects of the river and the watershed.

A cell and substrate system and nerve regeneration implant are disclosed including a carbon nanotube and a neuron growing on the carbon nanotube. Both unfunctionalized carbon nanotubes and carbon nanotubes functionalized with a neuronal growth promoting agent may be utilized in the invention. A method is also disclosed for promoting neuronal growth.

This report presents the findings of a site and equipment feasibility study, as well as, a permit overview for the installation of a vessel sewage pumpout system for servicing commercial and recreational vessels in the City of Boston. As part of the analysis, we reviewed a number of sites located within the City of Boston’s jurisdiction in Boston Harbor. We contacted facilities that have made recent investments in commercial grade pumpouts to learn more about the available technology. In analyzing the permit process, we reviewed local zoning requirements and had conversations with relevant City and state officials.

Last year the FTC and the Department of Justice jointly held hearings focused on the current balance of competition and patent law and policy. (See our December, 2001 Antitrust and Trade Regulation Bulletin at www.haledorr.com/antitrust.) The hearings spanned more than 24 days, involving more than 300 panelists and 100 separate written submissions. The first tangible by-product of those sessions came on October 28, 2003, with the release of a 266-page FTC report containing specific recommendations for changes in the existing patent system (the Patent Report)(http://www.ftc.gov/opa/2003/10/creport .htm). Thermocatalytic Co2-Free Production Of Hydrogen And Carbon From Hydrocarbon Fuels, Nazim Muradov

This invention relates to a novel process for sustainable CO.sub.2 -free production of hydrogen and carbon by thermocatalytic decomposition (or dissociation, pyrolysis, cracking) of hydrocarbon fuels over carbon-based catalysts in the absence of air and/or water. The process is applicable to any hydrocarbon fuel, including sulfurous fuels. Combination of a catalytic reactor with a gas separation unit allows to produce high purity hydrogen (at least, 99.0 v %) completely free of carbon oxides. In a preferred embodiment, sustainable continuous production of hydrogen and carbon is achieved by both internal and external activation of carbon catalysts. Internal activation of carbon catalyst …

Photonic arbitrary waveform methods and generation by manipulating the phase-locked longitudinal modes of an approximately 12.4 GHz fundamentally modelocked external-cavity semiconductor laser are demonstrated. Photonically synthesized sine waves (center frequency of approximately 37.2 GHz, linewidth less than approximately 100 Hz, dynamic range approximately 50 dB at approximately 100 Hz resolution bandwidth) and complex, arbitrarily shaped optical/microwave frequency waveforms with instantaneous bandwidths up to approximately 75 GHz are shown. A WDM filter can be used to separate individual longitudinal modes of a modelocked laser. Photonic arbitrary generation occurs through the modulation of individual channels before recombining the channels, followed by amplifying …

Yeast flavocytochrome b2 catalyzes the oxidation of lactate to pyruvate; because of the wealth of structural and mechanistic information available, this enzyme has served as the model for the family of flavoproteins catalyzing oxidation of α-hydroxy acids. Primary deuterium and solvent isotope effects have now been used to analyze the effects of mutating the active site residue Tyr254 to phenylalanine. Both the Vmax and the V/Klactate values decrease about 40-fold in the mutant enzyme. The primary deuterium isotope effects on the Vmax and the V/K lactate values increase to 5.0, equivalent to the intrinsic isotope effect for the wild-type enzyme. …

Macrocyclic antibiotics having ring structures with at least 10 members act as separation agents in crystallization, precipitation, filtration, electrophoresis, and chromatography. The macrocyclic antibiotics include ansamacrolides, macrolides, macrocyclic peptides, polyenes and derivatives thereof. The process has been found to be especially advantageous for separation of optical isomers by electrophoresis and chromatography.
