A Meta-Analysis Of Government-Sponsored Training Programs, David H. Greenberg, Charles Michalopoulos, Philip K. Robins

Economics Articles and Papers

This study uses meta-analysis to synthesize findings from 31 evaluations of 15 voluntary government-funded training programs for the disadvantaged that operated between 1964 and 1998. On average, the earnings effects of the evaluated programs seem to have been largest for women, quite modest for men, and negligible for youths. For men and women, the earnings effects of training appear to have persisted for at least several years after the training was complete. Classroom skills training was apparently effective in increasing earnings, but basic education was not. The Slow Pace Of Disbursement Of The Small And Medium Industries Equity Investment Scheme (Smieis) Fund And The Need For Remedial Measures, C. M. Anyanwu, B. S. Adebusuyi, B. O. Okafor

The objectives of this paper are to investigate the reasons for the slow pace of investment under the scheme and proffer measures that would address the identified problems. The paper is organized into seven sections to achieve these objectives. Following this introduction, an overview of SMIEIS is done in section 2, while section 3 contains the operations of the Scheme to date. The empirical investigation is discussed in section 4 and the constraints on the implementation of SMIEIS are highlighted in section 5. The objectives of this study include: examining the banking network and rural financing intermediation in an effort to unveil factors that sustain and fuel informal credit market; understanding the nature, structure and size of the informal credit markets in Nigeria; evaluating the extent of the operations of informal market with respect to sources and application of funds as well as interest rate determination; examining the impact of informal credit institutions on the efficacy of monetary management in Nigeria; and based on the findings, make appropriate policy recommendations that would minimize the distortions of informal credit market activities on monetary management …

Labor Disputes In Contract Law: The Past And Present Of Alaska Packers’ Ass’N V. Domenico, Debora L. Threedy

In Part II, I will give a brief recapitulation of the facts and background of Alaska Packers' as revealed by my digging into the case. In Part III, I will briefly discuss the doctrinal evolution of duress and the pre-existing duty rule before and after Alaska Packers' and conclude that this evolution complicates, but does not negate, Professor Snyder's insight into the "pernicious effect" of labor disputes on the development of contract doctrine. The Slipperiness Of Stability: Contracting For Flexible And Triangular Employment Relationships In The New Economy, Orly Lobel

This Article argues for the need for new laws and adequate guidelines for today's flexible staffing arrangements. Flexible employment arrangements in the new market are simultaneously efficiency-driven and developed through continuous political and legal action. While the employment agency industry is potentially a welfare-enhancing sector in certain environments, it also produces new forms of mistreatment of workers in the absence of adequate regulatory incentives. These new economic structures necessitate the development of a new normative model that allows certain forms of market flexibility yet maintains the social norms that continue to inform fair employment policies. What follows is a reflection on the history and the validity of restraint of trade clauses as contractual terms in South African employment contracts. The Article is divided into seven parts. Part I deals with the general meaning of restraint of trade clauses and the reasons for including these clauses in employment contracts. This Note begins by examining the facts of Republican Party of Minnesota v. White.Il Second, it examines the history of the judicial election system in Texas. Third, it examines the development of the Texas Code of Judicial Conduct and compares the American Bar Association's (ABA) past and current judicial codes with the Texas counterparts.
