The confused state of most state corporate merger statutes allows many intellectual property licenses to find their way into unintended hands by way of corporate merger, in spite of non-assignment clauses. Clearly a detriment to licensors, corporate licensees too should be wary of depending upon the merger statute; a court ruling may not go their way. The states must clean up their collective act and bring some much needed certainty to a highly unpredictable intersection of corporate and intellectual property law.

Building Evaluation Capacity For Gender-Specific Programming, N. E. Schafer, André B. Rosay

This report provides a basis for future evaluations of gender-specific caseloads in Alaska and provides materials which to help in formulating future programs and evaluations. Three tasks were involved in setting a base for future evaluations of the program: reviewing recent literature on female delinquency and gender-specific programming; developing a local resource manual of services for girls and young women in the Anchorage area; and establishing baseline data on female delinquency in Alaska, with particular focus on female delinquency in Anchorage.

Descriptive Analysis Of Sexual Assaults In Anchorage, Alaska, André B. Rosay, Robert H. Langworthy

It has long been known that forcible rapes and sexual assaults occur at a higher rate in Anchorage and in Alaska than in the U.S. as a whole. The Justice Center, in collaboration with the Anchorage Police Department, conducted an epidemiological study aimed at providing a better understanding of the parameters of the rape and sexual assault problem in Anchorage. Researchers looked at case data drawn from the 541 sexual assaults reported to the Anchorage Police Department in 2000 and 2001. A Role For Yip1p In Copii Vesicle Biogenesis, Matthew Heidtman, Catherine Z. Chen, Ruth N. Collins, Charles Barlowe

Yeast Ypt1p-interacting protein (Yip1p) belongs to a conserved family of transmembrane proteins that interact with Rab GTPases. We encountered Yip1p as a constituent of ER-derived transport vesicles, leading us to hypothesize a direct role for this protein in transport through the early secretory pathway. Using a cell-free assay that recapitulates protein transport from the ER to the Golgi complex, we find that affinity-purified antibodies directed against the hydrophilic amino terminus of Yip1p potently inhibit transport. Surprisingly, inhibition is specific to the COPII-dependent budding stage. In support of this in vitro observation, strains bearing the temperature-sensitive yip1-4 allele accumulate ER membranes …

Detection Of Weak Transitions In Signal Dynamics Using Recurrence Time Statistics, J. B. Gao, Yinhe Cao, Lingyun Gu, J. G. Harris, J. C. Principe

Electrical and Computer Engineering Faculty Research & Creative Works

Signal detection in noisy and nonstationary environments is very challenging. In this Letter, we study why the two types of recurrence times [Phys. Rev. Lett. 83 (1999) 3178] may be very useful for detecting weak transitions in signal dynamics. We particularly emphasize that the recurrence times of the second type may be more powerful in detecting transitions with very low energy. These features are illustrated by studying a number of speech signals with fricatives and plosives. We have also shown that the recurrence times of the first type, nevertheless, has the distinguished feature of being more robust to the noise …
