Option Value And Dynamic Programming Model Estimates Of Social Security Disability Insurance Application Timing, Rickard V. Burkhauser, J. S. Butler, Gulcin Gumus Nov 2003

Option Value And Dynamic Programming Model Estimates Of Social Security Disability Insurance Application Timing, Rickard V. Burkhauser, J. S. Butler, Gulcin Gumus

Economics - All Scholarship

This paper develops dynamic structural models - an option value model and a dynamic programming model - of the Social Security Disability Insurance (SSDI) application timing decision. We estimate the time to application from the point at which a health condition first begins to affect the kind or amount of work that a currently employed person can do. We use Health and Retirement Study (HRS) and restricted access Social Security earnings data for estimation. Based on tests of both in-sample and out-of-sample predictive accuracy, our option value model performs better than both our dynamic programming model and our reduced form …

Crossing Disciplinary Borders: Re-Examining Latino/A Studies And Latin American Studies In The 1990s, Anna Sampaio Nov 2003

Crossing Disciplinary Borders: Re-Examining Latino/A Studies And Latin American Studies In The 1990s, Anna Sampaio

Ethnic Studies

Over the 30 years of their existence, studies of Latinos/as in the U.S. and the field of Latin American Studies have emerged largely as divided disciplines. That is, despite what would appear to be similar sensibilities including comparable criticisms of Western hegemony and the neocolonial practices of the U.S., as well as the political, economic, and cultural displacement of similar populations, the two areas of study have more often regarded each other as competitive colleagues rather than complimentary practices. In the following study, I examine the nature of the two disciplines paying particular attention to the political context surrounding their …

Medical Necessity In Private Health Plans: Implications For Behavioral Health Care, Sara J. Rosenbaum, Brian Kamoie, D. Richard Mauery, Brian Walitt Nov 2003

Medical Necessity In Private Health Plans: Implications For Behavioral Health Care, Sara J. Rosenbaum, Brian Kamoie, D. Richard Mauery, Brian Walitt

Health Policy and Management Faculty Publications

This report addresses how the term "medical necessity" is defined in private health insurance coverage decisions. It summarizes a review of the literature, an extensive review of legal cases that challenge insurer decisions, materials prepared by the insurance industry, consultation with experts in the field, a review of investigations conducted by State departments of insurance and attorneys general, and interviews with health care executives regarding the decision-making process itself. The report does not explore factors that can affect access to care that might be considered clinically necessary by treating professionals or the effects of medical necessity decisions on therapeutic outcomes.

College of Natural and Applied Sciences

We present results from a multisite ('Whole Earth Telescope') photometric campaign on PG 1336-018, the close eclipsing binary system containing a pulsating subdwarf B (sdB) star. The main part of the campaign (1999 April) resulted in ∼172 h of observations, representing a coverage of about 47 per cent, and additional data were obtained outside the core campaign. Periodogram analysis shows that the light variations are dominated by three frequencies near 5757, 5585 and 5369 μHz (∼174, 179 and 186 s, respectively), although many frequencies are present, particularly in the range 5000-6000 μHz (∼200-170 s). We identify, with some confidence, 28 …

The Expectations Of Consumers, Douglas A. Kysar Nov 2003

The Expectations Of Consumers, Douglas A. Kysar

Cornell Law Faculty Publications

In the few years following promulgation of the Restatement (Third) of Torts: Products Liability, several courts have reaffirmed their allegiance to the consumer expectations test for product design defect liability, while rejecting the Restatement's contrary recommendation to adopt a design defect test that focuses primarily on technical features regarding the risk and utility of alternative product designs. In this Article, Professor Kysar reviews the post-Third Restatement decisions, identifying within them a common failure to articulate a coherent, independent doctrinal role for the consumer expectations test, despite the courts' clearly expressed desire to do so. In Kysar's view, courts adhering to …

The Balancing Act Of Copyright: The Copyright Laws Of Australia And The United States In The Digital Era, Dilan J. Thampapillai Nov 2003

The Balancing Act Of Copyright: The Copyright Laws Of Australia And The United States In The Digital Era, Dilan J. Thampapillai

Cornell Law School J.D. Student Research Papers

The digital era has posed a unique challenge to copyright law. The emergence of the information technology revolution and the internet has increased the ability and the willingness of copyright users to copy and distribute protected material. In response to this phenomenon copyright owners have pushed for stronger laws to protect their content from infringement. Their success has prompted a strong counter reaction from copyright users and consumer groups.

This paper seeks to examine how changes to Australian and US copyright law have resulted in an imbalance between owners and users and whether the traditional safeguards of fair dealing and …

Review Essay: Jeremy Dupertuis Bangs, Editor And Translator, Swiss Sisters Separated. Pioneer Life In Kansas, Oklahoma, And Washington 1889-1914. From The Letters Of Louise Guillermin Dupertuis To Her Sister Elise Guillermin, The Painter, Leo Schelbert

Swiss American Historical Society Review

This work of nearly 500 pages presents a rich harvest of documents, data, and insights, derived from Jeremy Dupertuis Bangs' painstaking and expert effort as editor, translator, and interpreter. He first offers a concise introduction concerning the letters which had been exchanged mainly between Louise Guillermin Dupertuis (1848-1914), an 1889 immigrant to Kansas, and also some of her children, with Elise ( 1851-1931) and Isa line (b. 1841) Guillermin, the sisters of the book's title. Despite Louise's frequent entreaties, Elise stayed in Crettaz-Tavex sur Ollon in the Swiss canton of Vaud in whose studio the editor discovered their copious correspondence …

Model Comparisons Using Information Measures, C. Mitchell Dayton Nov 2003

Model Comparisons Using Information Measures, C. Mitchell Dayton

Journal of Modern Applied Statistical Methods

Methodologists have criticized the use of significance tests in the behavioral sciences but have failed to provide alternative data analysis strategies that appeal to applied researchers. For purposes of comparing alternate models for data, information-theoretic measures such as Akaike AIC have advantages in comparison with significance tests. Model-selection procedures based on a min(AIC) strategy, for example, are holistic rather than dependent upon a series of sometimes contradictory binary (accept/reject) decisions.
