Bridging Silos, Part I: Linkages Among The Di, Ssi, Medicare, And Medicaid Programs, Karen Matherlee

This paper, the first of two on the general topic of public disability and health benefits, centers on the fundamentals of the Disability Insurance and Supplemental Security Income programs and their relationships with Medicare and Medicaid. In addition to looking at the programs’ definitions, distinctions, and overlaps, it reviews the effects on them of the Ticket to Work and Work Incentives Improvement Act of 1999 and, to a lesser extent, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.

Does Your Website Put You At Risk?—Liability Issues In Using Third Party Content: Global Perspectives, James Maxeiner

This presentation examines some of the new laws that affect the liability risks faced by online service providers that rely in part or in whole on information posted or otherwise provided by third parties, both with respect to issues associated with liability for defamatory information and to infringement issues.
In this presentation we are going to consider first the most important areas of liability for distribution of third party content. These laws pre-date the Internet and continue in force. We will then consider liability for third party content under the most important of those laws. Finally, we will consider how …

Characterization And Generation Of Streaming Video Traces, John N. Shahbazian

This thesis describes two methods collectively called Time Series Generation (TSG) that can be used to generate time series inputs modeling packet loss to test IP-based streaming video software. The TSG methods create packet loss models that recreate the mean, variance, and autocorrelation signatures of an actual trace. The synthetic packet loss traces can have their inherent statistics altered, thus allowing for thorough testing of video software in ways that could not be done on actual networks. The two methods comprising TSG, which are individually called the primary and secondary method, use the principle of iterated uniformity to create a …

Researchers Show Progress Toward Shrinking Radar Units, Staff Report

University of Mississippi engineers present three years of research in their government-funded mission to shrink the size of radar systems on Tuesday, Nov. 18 in a day of public demonstrations and displays. The UM Radar Power Technology group assists the U.S. Army Space and Missile Defense Command in looking for new ways to make radar systems - such as the mobile units that support the Patriot missile defense system - smaller, lighter and more efficient.

Friendly, Alfred "Al" Oral History Interview, Don Nicoll

Alfred “Al” Friendly was born on May 17, 1938 in Washington, D.C. His parents were Alfred, Sr. and Jean Friendly and he was the eldest of five children. His father was a journalist with the Washington Post and his mother was a homemaker and involved in the Foreign Student Service Council. Alfred graduated from Harvard and later joined the Army. He became a journalist in 1962 for Newsweek and in 1966 moved over to the New York Times, until 1971. He worked for Senator Muskie as a speech writer and as a member of the Intergovernmental Relations Subcommittee. From …

A Model For The Benefits Of Electronic Toll Collection System, Rajesh H. Chaudhary

Due to the degree of complexity related to measuring the advantage of establishing Electronic Toll Collection (ETC) systems, literature generally stops short of modeling an all-inclusive set of benefits of the system. In this research, a model that incorporates the impact on both the users and the society as a whole and evaluates the financial benefits over the lifespan of the ETC investment is developed.
Most of the values for the parameters used for calculating the benefits are taken from Federal Highway Administration (FHWA) and from similar studies conducted by transportation agencies, which is the setting that has motivated the …
