This report, focusing on the national relationship to local organizations, local and regional coalitions, and the forging of complementary relationships, shows that the work of advocates based in Washington can be bolstered by a renewed immersion in the day-to-day challenges of "local" groups. The frustrations of the "local" groups can be mitigated with a deeper appreciation of the constrained realities of federal advocacy in a period of devolution, retrenchment in social services and relentless assault on the role of government in providing basic supports for people and their communities. A Modeling Experiment On The Grounding Of An Ice Shelf In The Central Arctic Ocean During Mis 6, Martin Jakobsson, M Siegert, Mark Paton

High-resolution chirp sonar subbottom profiles from the Lomonosov Ridge in the central Arctic Ocean, acquired from the Swedish icebreaker Oden in 1996, revealed large-scale erosion of the ridge crest down to depths of 1000 m below present sea level [Jakobsson, 1999]. Subsequent acoustic mapping during the SCICEX nuclear submarine expedition in 1999 showed glacial fluting at the deepest eroded areas and subparallel ice scours from 950 m water depth to the shallowest parts of the ridge crest [Polyak et al., 2001]. Guidelines For Reaching Out And Counseling Low Income Monolingual Latino Clients, Lucy Delgadillo

In light of the growth of the U.S. Latino population, a model to outreach, serve, and counsel low income, monolingual immigrant Latino clients is proposed. It is suggested that the marketing strategy of educational programs for this particular group is different than for higher income, bilingual Latino groups or other ethnic groups. Traditional market strategies must be combined with less traditional approaches. Guidance and recommendations to help financial counselors maintain a culturally attuned position with their clients while guiding them toward their financial goals are provided.

Community-based assessments can be strategies that aim to work in partnership with individuals and organizations to empower communities. Often identified as a comparable alternative to needs assessments, Community YouthMapping has been developed to include youth in the community youth development process. However, the authors note significant gaps in Community YouthMapping and offer a new assessment technique that includes an adapted youth mapping process, Comprehensive Assessment of Youth Development Opportunities (CAYDO). This article takes an investigative look at the relevance of including this procedure as a needs assessment tool in the program planning and community development process.

This article describes a programming possibility for Extension agricultural agents working in cotton production. It describes methods by which scientific estimates of cotton yields may be performed by agents in the field and educational opportunities that may arise as a result of the estimation process. An Extension program uses four worksheets to take data from beginning and end-of-year balance sheets, Schedule F, and, if needed, a Form 4797 and prepares an accrual-adjusted income statement. That information is then used to calculate the financial ratios recommended by the Farm Financial Standards Council. The worksheets enable Extension clientele and borrowers to analyze their agricultural businesses and lenders to evaluate loan requests.

The South Carolina ROPS Program was developed to increase awareness of safety issues associated with tractor rollovers and tractor-vehicle collisions, provide education on the safe operation of tractors, and determine if the program developed at the University of Kentucky could be adapted to other states. The project used and evaluated agricultural safety programming material that was developed by the University of Kentucky's Community Partners for Healthy Farming ROPS Project. The project had an impact on the participants in that many adopted safer working practices.

During the past decade organizational scientists have devoted considerable research attention to the topic of workplace affect. Despite important advances, continued progress depends on a better understanding of the structure of affective experience. The goal of this paper is to review progress to date. In particular, we review evidence pertaining to four constructs that have been widely used to organize research on affect: positive affectivity, negative affectivity, hedonic tone, and affect intensity. The marketing literature has long acknowledged the importance of a customer’s lifetime value in customer relationship management. More recently, researchers have turned their attention to the links between satisfaction and both customer acquisition and retention strategies. In this paper, we are interested in understanding the impact of communication frequency on customer retention and ultimately on lifetime value. We develop a theoretical framework for managing a customer database and addressing the tradeoffs between value extraction and customer retention. The Performance Implications Of Ownership Driven Governance Reform, Toru Yoshikawa, Phillip H. Phan

This paper explores the performance impact of recent changes in foreign shareholdings and boardroom reforms in Japan. Empirical research on the impact of reform on the Japanese corporate governance system could provide useful lessons for their European counterparts who are themselves facing similar pressures to reform. We found that although participation of outside directors in strategic decision-making was associated with positive stock returns, the increase in the ratio of outside directors, the separation of the board members and executive officers, and the reduction of board size were not related to firm performance.

Assessing The Relative Informativeness And Permanence Of Pro Forma Earnings And Gaap Operating Earnings, Nilabhra Bhattacharya, Erv Black, Ted Christensen, Chad Larson

Research Collection School Of Accountancy

This study investigates whether market participants perceive pro forma earnings to be more informative and more persistent than GAAP operating income by analyzing a sample of 1,149 actual pro forma press releases. We find that pro forma announcers report frequent GAAP losses and are mostly concentrated in the service and high-tech industries. Our analyses of short-window abnormal returns and revisions in analysts’ one-quarter-ahead earnings forecasts indicate that pro forma earnings are more informative and more permanent than GAAP operating earnings. Our evidence suggests that market participants believe pro forma earnings are more representative of “core earnings” than GAAP operating income.

As perhaps the highest profile group of management speakers in the world, so-called management gurus use their appearances on the international management lecture circuit todisseminate their ideas and to build their personal reputations with audiences of managers. This article examines the use of humour by management gurus during these public performances. Focusing on video recordings of lectures conducted by four leading management gurus (Tom Peters, Rosabeth Moss Kanter, Peter Senge and Gary Hamel), the article explicates the verbal and nonverbal practices that the gurus use when they evoke audience laughter. To understand better the process by which P-12 teachers come to integrate technology into their instructional practices, the researcher undertook a yearlong investigation into technology use at two different school sites in northern Louisiana. Teachers’ stages of concern about technology, levels of technology use, perceptions about coursework impact on technology use and integration, and practices and perceptions about teaching and learning with technology were analyzed. Although all teachers perceived the coursework to be effective in facilitating their utilization and integration of technology, they perceived no single best way to integrate technology. Traffic policing/shaping has been employed at the edge of networks to ensure proper provisioning of network resources and Quality of Service (QoS) guarantees. As shown in this thesis, however, network flows that have been regulated at the network edge based on traffic descriptors, e.g., GCRA, may still become non-conforming in the network core, depending on the packet scheduling algorithm used. Two supplemental schemes to scheduling algorithms are proposed and analyzed in this thesis to ensure conformance for GCRA regulated flows. Wireless micro-sensors introduce a new frontier in sensing devices and data acquisition capabilities. These sensors, capable of sensing, processing data, and short-range communication, can be spread over regions to form ad hoc wireless sensor networks (WSN) so as to deliver aggregate information from geographically diverse areas. Traditionally, results from caloric testing and optokinetic nystagmus (OKN) testing are analyzed separately because caloric testing is a measure of peripheral function and OKN testing is considered to be a measure of central function. However, there is a connection between the visual system and the vestibular system in the vestibular nucleus of the brainstem. The purpose of this paper was to determine whether a relationship exists between optokinetic nystagmus results and unilateral caloric weakness results. A Comparative Simulation Of Type I Error And Power Of Four Tests Of Homogeneity Of Effects For Random- And Fixed-Effects Models Of Meta-Analysis, Lisa Therese Aaron

In a Monte Carlo analysis of meta-analytic data, Type I and Type II error rates were compared for four homogeneity tests. The study controlled for violations of normality and homogeneity of variance. This study was modeled after Harwell (1997) and Kromrey and Hogarty's (1998) experimental design. Specifically, it entailed a 2x3x3x3x3x3x2 factorial design. The study also controlled for between-studies variance, as suggested by Hedges and Vevea's (1998) study.
