There is a noticeable lack of production of indigenously engineered and manufactured products in Less Developed Countries (LDC's). Few products developed in these LDC's could be viable in competitive markets or even sold as components and supplies to other manufacturers of competitive goods. Assumintg that these less developed countries do not innovate and manufacture because they cannot, the next logical question to ask is why can they not?

Multicolour Observations Of V404 Cyg With Ultracam, T. Shahbaz, V. S. Dhillon, T. R. Marsh, C. Zurita, C. A. Haswell, P. A. Charles, R. I. Hynes, J. Casares

We present high-time-resolution multicolour observations of the quiescent soft X-ray transient V404 Cyg obtained with ULTRACAM. Superimposed on the ellipsoidal modulation of the secondary star are large flares on time-scales of a few hours, as well as several distinct rapid flares on time-scales of tens of minutes. The rapid flares, most of which show further variability and unresolved peaks, cover shorter time-scales than those reported in previous observations. The power density spectrum of the 5-s time-resolution data shows a quasi-periodic oscillation (QPO) feature at 0.78 mHz (= 21.5 min). Abstract: This study examines the effectiveness of international marine environment law in controlling and abating contamination of the marine environment in the Wider Caribbean Region. The main international agreement covering the region is the Cartagena Convention which came into force in 1983. This convention, initiated by the UNEP under its Regional Seas Program, is considered one of the most successful of the programs. The study examines that claim in light of events since the adoption of the Cartagena Convention by the majority of nations bordering on the region. Search For High-Energy Gamma Rays From An X-Ray-Selected Blazar Sample, P. T. Reynolds, Et. Al.

Our understanding of blazars has been greatly increased in recent years by extensive multiwavelength observations, particularly in the radio, X-ray, and gamma-ray regions. Over the past decade the Whipple 10 m telescope has contributed to this with the detection of five BL Lacertae objects at very high gamma-ray energies. The combination of multiwavelength data has shown that blazars follow a well-defined sequence in terms of their broadband spectral properties. Together with providing constraints on emission models, this information has yielded a means by which potential sources of TeV emission may be identified and predictions made as to their possible gamma-ray …

Intracellular transport and egress of alphaherpesviruses require the coordinate function of multiple proteins and glycoproteins. Recently, we showed that gK is expressed on infected cell surfaces and that gK cell-surface expression required the presence of the UL20 protein [J. Virol. 77 (2003), 499]. Overexpression of gK by gK-transformed cells blocked transport of enveloped virions from perinuclear spaces and inhibited virus-induced cell fusion caused by gK syncytial mutants [J. Virol. 69 (1995), 5401]. Therefore, we investigated whether altered synthesis and transport of gK was responsible for the observed gK-mediated interference phenomena. Ion Cyclotron Waves In The High Altitude Cusp: Cluster Observations At Varying Spacecraft Separations, K. Nykyri, P. J. Cargill, E. A. Lucek, T. S. Horbury, A. Balogh, B. Lavraud, I. Dandouras, H. Reme

We have analysed high-resolution Cluster magnetic field data during three high-altitude cusp crossings in 2001 and 2002. The Cluster separations for these crossings varied between 100 and 600 km and therefore provided an unique opportunity to study wave properties at different length scales. In the cusp Cluster sees frequent intervals of magnetic field fluctuations with clear peaks in power close to the local ion cyclotron frequency, and both left- and right-handed polarisations. At large separations the power seen at different spacecraft can differ by orders of magnitude. For smaller separations, the power seen at the four spacecraft agrees better but …

Marginal Modeling Of Multilevel Binary Data With Time-Varying Covariates, Diana Miglioretti, Patrick Heagerty

UW Biostatistics Working Paper Series

We propose and compare two approaches for regression analysis of multilevel binary data when clusters are not necessarily nested: a GEE method that relies on a working independence assumption coupled with a three-step method for obtaining empirical standard errors; and a likelihood-based method implemented using Bayesian computational techniques. Implications of time-varying endogenous covariates are addressed. The methods are illustrated using data from the Breast Cancer Surveillance Consortium to estimate mammography accuracy from a repeatedly screened population.
