Conventional economic and political theory predicts that the states will underregulate the degradation or destruction of natural resources within their borders when some or all of the resulting adverse effects fall outside their borders, that is, upon out-of-staters. Academic critics of the federalization of environmental law agree with this conventional view at an abstract level, but, in their view, only the physical effects of the destruction of a natural resource on out-of-staters should count as an interstate externality that can justify federal intervention. Conversion of former agricultural land to grassland and forest ecosystems is a suggested option for mitigation of increased atmospheric CO₂. A Sharpsburg prairie loess soil (fine, smectitic, mesic Typic Argiudoll) provided treatments to study the impact of long-term land use on soil organic carbon (SOC) content and composition for a 130-year-old cropped, pasture and forest comparison. The forest and pasture land use significantly retained more SOC, 46% and 25%, respectively, compared with cropped land use, and forest land use increased soil C content by 29% compared with the pasture. Wind Scatterometry With Improved Ambiguity Selection And Rain Modeling, David W. Draper

Although generally accurate, the quality of SeaWinds on QuikSCAT scatterometer ocean vector winds is compromised by certain natural phenomena and retrieval algorithm limitations. This dissertation addresses three main contributers to scatterometer estimate error: poor ambiguity selection, estimate uncertainty at low wind speeds, and rain corruption. A quality assurance (QA) analysis performed on SeaWinds data suggests that about 5% of SeaWinds data contain ambiguity selection errors and that scatterometer estimation error is correlated with low wind speeds and rain events.

Ambiguity selection errors are partly due to the "nudging" step (initialization from outside data). A sophisticated new non-nudging ambiguity selection approach …

Background

Riboflavin synthase catalyzes the transformation of 6,7-dimethyl-8-ribityllumazine into riboflavin in the last step of the riboflavin biosynthetic pathway. Gram-negative bacteria and certain yeasts are unable to incorporate riboflavin from the environment and are therefore absolutely dependent on endogenous synthesis of the vitamin. Riboflavin synthase is therefore a potential target for the development of antiinfective drugs.

Results

A cDNA sequence from Schizosaccharomyces pombe comprising a hypothetical open reading frame with similarity to riboflavin synthase of Escherichia coli was expressed in a recombinant E. coli strain. The recombinant protein is a homotrimer of 23 kDa subunits as shown by sedimentation equilibrium …

Resonant Emergence Of Global And Local Spatiotemporal Order In A Nonlinear Field Model, Marcelo Gleiser, Rafael C. Howell

We investigate the nonequilibrium evolution of a scalar field in (2+1) dimensions. The field is set in a double-well potential in contact (open) or not (closed) with a heat bath. For closed systems, we observe the synchronized emergence of coherent spatiotemporal configurations, identified with oscillons. This initial global ordering degenerates into localized order until all oscillons disappear. We show that the synchronization is driven by resonant parametric oscillations of the field’s zero mode and that local ordering is only possible outside equipartition. None of these orderings occur for open systems.

The Recording Industry Association of America ("RIAA"), the music industry's trade and lobbying group, recently initiated a controversial tactic to bring to surface previously anonymous digital pirates of the Internet. This aggressive tactic aims to make safe the digital oceans for copyright and involves identifying and bringing claims against infringing individuals who download, swap, and/or post copyrighted music illegally via the Internet. The RIAA cares not who the infringers are or whether the infringers know the illegality of their actions. Nor does the music industry concern itself with the inevitable storm of backlash bound to fall upon them for suing …

Mechanical and Aerospace Engineering Faculty Research & Creative Works

This process is unique in photosynthetic carbon sequestration. An on-site biological sequestration system directly decreases the concentration of carbon-containing compounds in the emissions of fossil generation units. In this process, photosynthetic microbes are attached to a growth surface arranged in a containment chamber that is lit by solar photons. A harvesting system ensures maximum organism growth and rate of CO₂ uptake. Soluble carbon and nitrogen concentrations delivered to the cyanobacteria are enhanced, further increasing growth rate and carbon utilization.

In clinical decision making, it is common to ask whether, and how much, a diagnostic procedure is contributing to subsequent treatment decisions. Statistically, quantification of the value of the information provided by a diagnostic procedure can be carried out using decision trees with multiple decision points, representing both the diagnostic test and the subsequent treatments that may depend on the test's results. This article investigates probabilistic sensitivity analysis approaches for exploring and communicating parameter uncertainty in such decision trees. Complexities arise because uncertainty about a model's inputs determines uncertainty about optimal decisions at all decision nodes of a tree. We …

Marginalized Transition Models For Longitudinal Binary Data With Ignorable And Nonignorable Dropout, Brenda F. Kurland, Patrick J. Heagerty

We extend the marginalized transition model of Heagerty (2002) to accommodate nonignorable monotone dropout. Using a selection model, weakly identified dropout parameters are held constant and their effects evaluated through sensitivity analysis. For data missing at random (MAR), efficiency of inverse probability of censoring weighted generalized estimating equations (IPCW-GEE) is as low as 40% compared to a likelihood-based marginalized transition model (MTM) with comparable modeling burden. MTM and IPCW-GEE regression parameters both display misspecification bias for MAR and nonignorable missing data, and both reduce bias noticeably by improving model fit

A strong earthquake of magnitude 6.5 ( M_w) struck the Central Coast of California at 11:15:56 AM PST (19:15:56 UTC) on Monday, December 22, 2003. The epicenter (Figure 1) was 11 km (7 mile) NE of San Simeon, at a depth of about 8 km (5 mile). Two people were killed and about 40 buildings collapsed or severely damaged at Paso Robles which is located about 39 km (24 mile) from the epicenter.
