The Prospect Of Multi-Level Voting In Post-Peace Accord Northern Ireland, Roger Mac Ginty

Peace and Conflict Studies

This article reviews the possibility of multi-level voting in Northern Ireland in the wake of the 1998 peace accord. Post-peace accord elections can act as powerful indicators of the fate of a peace. Using Reif and Schmitt’s framework of second-order elections, it finds some evidence of varying electoral behaviour according to the electoral arena. The article also uses original data from a major opinion survey to assess public attitudes towards the suite of governing institutions with powers in or over a devolved Northern Ireland. Professors Hopkins and Hopkins review the impact of 9/11 as a symbol in American politics. Following the terrorist attacks, "9/11" became a simple reference condensing wide-ranging events and emotions. Various interpretations emerged about what caused "9/11" and enabled the attacks. The authors claim that 9/11 allowed US leaders to pursue certain policy prescriptions that otherwise would have been blocked. Among four possible prescriptions for responding to the attacks, the Bush administration chose a "praetorian" policy of preventive war, with Iraq as its first example. In their introduction to a fine new edition of Alexis de Tocqueville's Democracy in America, Harvey C. Mansfield and Delba Winthrop claim that "[i]f the twentieth century has been an American century, it is because the work of America... has been to keep democracy strong where it is alive and to promote it where it is weak or nonexistent." By "democracy" they doubtless intend something akin to "constitutional democracy," "liberal democracy," or "republican government." This paper explores the role of identity-based, or discriminatory, policy in facilitating the outbreak of ethnopolitical violence in India. A discriminatory policy is the merging of communal group identity with the state apparatus. It is argued that as the Indian government enacts policies beneficial or discriminatory to particular identity groups within the country, other groups feel threatened. Groups who feel disadvantaged by the policy may begin to fear for their own security and political interests motivating them to rebel. When focusing on Indian policy and ethnopolitical violence during the period 1945 to 2000, the authors find that, although there are …

In the spring of 1626 John Milton was temporarily expelled from Cambridge University, perhaps over a quarrel with his tutor William Chappell, and sent home to London, where he remained for at least several weeks. There, the seventeen-year-old poet composed his first elegy, a Latin verse-letter to his closest friend, Charles Diodati. In it, Milton claims to be enjoying his unexpected holiday by reading, girl watching, and attending the theater. Milton scholars have never reached consensus about his alleged playgoing, for while the young man speaks as a spectator, the plots and characters he mentions-these include comic types such as …

A sediment geoacoustic parameter estimation technique is described which compares bottom returns, measured by a calibrated monostatic sonar oriented within 15° of vertical and having a 10°–21° beamwidth, with an echo envelope model based on high-frequency (10–100 kHz) incoherent backscattertheory and sediment properties such as: mean grain size, strength, and exponent of the power law characterizing the interface roughness energy density spectrum, and volume scattering coefficient. An average echo envelope matching procedure iterates on the reflection coefficient to match the peak echo amplitude and separate coarse from fine-grain sediments, followed by a global optimization using a combination of simulated annealing …
