Drums have been a vital part of African traditions and celebrations for thousands of years. They play an immense role in Africa's rich oral history. Through the drum, the joys sorrows and every day passages of an entire people are documented, celebrated and mourned. The Djembe is a Guinean drum that is played throughout Africa. The Djembe along with other instruments are used to play Drum-dance songs during festivals and seasonal celebrations. Unfortunately, women are seldom included in these events. The case of United States v. Miller, 307 U.S. 174 (1939), is often cited in gun-control arguments and arguments over the meaning of the Second Amendment. In this Article, we take a close look at Miller, and the arguments made before the Supreme Court. When the decision is read closely and the arguments available (and not available) to the Court are taken into account, the decision is best understood as leaving open the opportunity for courts to adopt the Standard Model reading of the Second Amendment. Collaborative Agent Design (CAD) Research Center

This report describes work performed by the Collaborative Agent Design Research Center (CADRC) over the past several years in the design and implementation of collaborative, computer-based, decision-support systems, mostly for military applications. In these systems multiple components, either program modules or separate processes (i.e., software agents), cooperate with each other and human decision makers to solve complex problems. The components are essentially of two types: knowledge-based narrow domain experts that provide services to other agents (i.e., service-agents); and, more autonomous agents (i.e., object-agents) that represent the interests of selected objects in high level information representation schemas.

The last century witnessed the purported use of glanders by the Germans in World War I and the use of dysentery, plague, and typhus by the Japanese in World War II. Chicago Journal of International Law

This Article sets forth some of the issues that arise in assessing compliance in the arms control field, but with primary emphasis on multilateral arms control. It then poses hypotheses concerning compliance with multilateral arms control measures that seem to be suggested by the compliance record, and which may merit further investigation. Finally, it concludes with some preliminary observations on what arms control compliance may suggest for international law and international relations theory.

Today the United States is undergoing a great transformation in national security thinking and priorities. Between the end of the Cold War in 1989 and the collapse of the Soviet Union in 1991, the country began to abandon the policy of containment and the strategy of deterrence that had governed American relations with the rest of the world for over four decades. Forcible Arms Control: Preemptive Attacks On Nuclear Facilities, David Sloss

This Article is divided into four parts. Part I briefly describes the technology for production of weapons-grade nuclear material and the radiological effects of military attacks on nuclear production facilities. Part II offers a policy justification for using military force to prevent states from constructing plutonium production reactors, reprocessing plants, or uranium enrichment facilities. Part II also discusses the case of North Korea to illustrate the application of the proposed policy framework. Part III contends that targeted conventional strikes against nuclear production facilities, absent Security Council authorization, would violate the UN Charter. The first "purpose" of the United Nations set forth in Article 1(1) of its Charter is "[tio maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace." Article 2(4) outlaws all aggressive uses of force. This reflects a radical departure from the prevailing legal regime of earlier centuries, which recognized a sovereign state's inherent legal right to resort to force and imposed a duty of neutrality on all states not involved in a conflict. Theodore Binnema's engaging ethnohistorical account of the peoples who once lived upon the Northwestern Plains is an excellent study in human relationships. Organized in a straightforward manner, its first two chapters explore the ecosystems of the Northwestern Plains and how hunters developed their techniques over thousands of years. Next, Binnema recreates the trade systems and routes in the protohistorical period and offers a sensitive analysis of the evidence for warfare on the Plains prior to the appearance of horses.
