This paper addresses the human aspects of change at a time when the rapid wide-spread implementation of a new infostructure has become the cornerstone of national security policies. The author explores the behavioral characteristics of human beings from a point of view that is not based on inter-human comparisons, but on an examination of the innate physical, biological, intellectual, emotional, and social characteristics of our species. It is argued that the experience-based nature of the human cognitive system greatly reduces our ability to adapt to changes in our environment, exploit opportunities, and create new knowledge. Reviving Informed Consent: Using Risk Perception In Clinical Trials, Dana Ziker

Duke Law & Technology Review

The current doctrine of informed consent falls far short of its potential to serve as a valuable safeguard for human research subjects. Instead of providing a channel of communication between physician and subject, informed consent is a lifeless entity responsible for a large portion of the misunderstanding existing between these parties. Acknowledging risk perception principles may help transform the informed consent process into an effective communication of health risks.

This year’s topic, "The 'New' American Way of War," was particularly relevant because it occurred during the height of Operation IRAQI FREEDOM (OIF). Over 130 national security strategists, including ten flag officers, from the Department of Defense, civilian universities, and other policy-related institutions participated in the conference, held April 8-10, 2003. As OIF demonstrated, the U.S. military is in the midst of changing the way it fights wars. With such a backdrop unfolding, the speakers and panelists used very clear topical examples to make their points.

Accounts Of Fighting And Cannibalism In Eastern New Guinea During The Missionary Contact Period, 1877-1888, As Told To Charles Abel, David Wetherell

Field notes by missionary Charles W. Abel of the London Missionary Society, contained in two little-known handwritten documents, describe traditional warfare customs, including treatment of captives and cannibalism among the peoples of the Milne Bay/China Strait region of southeastern New Guinea, as told to him by Paulo Dilomi and other informants. The editor transcribes these notes here and theorizes that Abel's knowledge of these activities provides context for the missionary's derogatory attitude toward the "savage" Papuan, in contrast to the perspectives of later observers including other missionaries and anthropologist Bronislaw Malinowski.

This Strategic Forum paper analyzes the challenges of reconstructing Iraq’s armed forces following the fall of Saddam Hussein’s regime. The author argues that rebuilding Iraq’s military must prioritize constitutional civilian control, professional military education, ethnic and sectarian inclusivity, and a defensively oriented force posture over rapid modernization or adoption of U.S. military models. Drawing on Iraq’s history of politicized civil-military relations and internal repression, the paper emphasizes the need to reform officer selection, integrate or demobilize militias, and establish parliamentary oversight mechanisms to prevent the armed forces from reemerging as instruments of domestic control or regional aggression.
