In the first moth after arriving in Iraq, the dolphin teams achieved a number of successes, including unofficial clearance of 913 nautical miles of water, investigation of 237 objects, and recovery and/or destruction of over 100 mines.

Aiding the successful transition of Russia to a free-market, democratic society was one of the key goals of the Clinton Administration's foreign policy. This study looks at U.S. policy toward Russia during the period of 1993 to 1998 and examines the effectiveness ofthat policy. A number of primary sources, such as speeches and U.S. Department of State dispatches, were used as well as a variety of secondary sources. Through the examination of these sources the conclusion was reached that U.S. policy toward Russia during this time frame was not effective. The global arms trade should be understood not as a market but as a network, one that shares some important properties with networked forms of organization studied by sociologists. I make this argument and then employ quantitative methods developed for social network analysis in an effort to describe the evolving structure of the arms trade network since the end of World War II. That structure has changed significantly over the past fifty years. It became less dense in the early years of the cold war as newly independent states joined the society of states, but had yet to develop many …

The author writes a comprehensive history of the Balkan wars which were provoked by the collapse of the Yugoslav Federation in 1991. These wars, and the instability that they have provoked, became preoccupations for international security management through the 1990s. After an initial phase of distancing and hesitation, Balkan conflict drew the United States and its most important European allies into an open-ended commitment to peace enforcement, conflict management, and peace-building in the region, importantly supported by the U.S. Army. In Johnson v. McIntosh and its progeny, the United States Supreme Court established the principle that aboriginal title allows Indian tribes to exclusively use and occupy their territories after they come under United States sovereignty. In Native Village of Eyak v. Trawler Diane Marie, Inc., five Alaska Native villages asserted aboriginal title to areas of the seabed and ocean off Alaska. The villages argued that federal fisheries regulations violate their aboriginal title by allowing non-Natives to fish within those areas, while excluding most of the villagers. This thesis sets out to further reveal the technology and time interrelationship in human society. It is through an investigation of an array of sociological, theoretical, philosophical, historical and artistic responses to modernity that this relationship is explored. Primary analytic focus is placed on two contemporary authors who have addressed the technology and time relationship. These authors are Manuel Castells and Paul Virilio. Castells and Virilio offer two distinct portraits of the modem-technological world. By contrasting these authors' projects, methods and intellectual heritage, the question of technology and time is further scrutinized. Advanced here is an argument that time is …

This Strategic Forum paper examines growing debates within NATO over the viability of the Alliance’s long-standing consensus rule for decisionmaking, particularly in light of enlargement and disagreements surrounding the Iraq War. The author analyzes how the consensus principle has shaped NATO’s political cohesion, operational planning, and crisis response, drawing on case studies including Kosovo, post–September 11 actions, and the February 2003 dispute over defensive planning for Turkey. While acknowledging frustrations with consensus procedures, the paper argues that the rule reflects NATO’s character as an alliance of sovereign states and remains central to its legitimacy and cohesion. By focusing on the status and state of women as represented in selected supernatural fiction by Edith Wharton, we explore the socio-gender relationships, as well as the gender roles of women in general as they existed in the early part of the twentieth century. These associations are discussed, as is the influence Henry James may have had on Wharton’s writing style within the genre of the ghostly tale.

While deterrence is as old as human conflict itself, it became particularly important with the advent of nuclear weapons when armed conflict between the superpowers had the potential to end civilization. Today there is a sense that terrorism has rendered deterrence obsolete and forced the United States to substitute preemption for it. The author illustrates that strategic reality is not simple. Instead, the two are inextricable. He provides both a conceptual framework for understanding deterrence or, more accurately, the psychology of deterrence and policy guidance on how the United States can most effectively use it. A number of churches today are utilizing the vehicle of a local church theological institute to equip lay people. The purpose of this project is to evaluate one such institute that operates in conjunction with the Campbell Baptist Church in Windsor, Ontario, Canada. The project first examines other lay institute programs as well as current literature that can aid in developing a school of this nature. This helps provide a standard for comparison. After delineating seven essential ingredients for lay institutes the evaluation is made. This study can serve to help other churches develop a quality lay institute program.

Application Adaptive Bandwidth Management Using Real-Time Network Monitoring., Amit Grover

Application adaptive bandwidth management is a strategy for ensuring secure and reliable network operation in the presence of undesirable applications competing for a network’s crucial bandwidth, covert channels of communication via non-standard traffic on well-known ports, and coordinated Denial of Service attacks. The study undertaken here explored the classification, analysis and management of the network traffic on the basis of ports and protocols used, type of applications, traffic direction and flow rates on the East Tennessee State University’s campus-wide network. Bandwidth measurements over a nine-month period indicated bandwidth abuse of less than 0.0001% of total network bandwidth. The conclusion suggests …
