Critics of choice argue that it will allow alert and aggressive parents to get the best of everything for their children, leaving poor and minority children concentrated in the worst schools. But choice is not the only mechanism whereby this occurs. Alert and aggressive parents work the bureaucracy to get the best for their children. Thus, choice programs should be compared against the real performance of the current public education system, not its idealized aspirations.

Clustering Of Galaxies At Z ∼ 3 Around The Probable Damped Lyα Absorber Toward Qso Apm 08279+5255, Nicolas Bouché, James D. Lowenthal
Astronomy: Faculty Publications
We present results on the clustering of Lyman break galaxies (LBGs) around a probable damped Lyα absorption line cloud (DLA) at z = 2.974 from deep UBVI images of the field containing the quasar APM 08279+5255 (z = 3.91). The large area covered by our images, 0.31 deg or ∼40 × 40 Mpc comoving at redshift z = 3, and their depth, μ (sky) ≃ 27.6 mag arcsec , allow us to identify ∼450 LBG candidates brighter than I = 24.80 at 2. 75 < z < 3.25 both close (50 kpc) to the DLA line of sight and up to 20 Mpc (comoving) from the DLA, i.e., physically unrelated. LBG candidates were identified using photometric redshift techniques that include the I magnitude as a prior estimate in addition to the colors. The two are combined using Bayes's theorem. This helps to break the degeneracies that occur in a pure spectral template fitting scheme. The overall rms is σ ≃ 0.15 at z ∼ 3 based on our analysis of photometric redshifts in the HDF-N. From the redshift likelihood distributions, we selected LBG galaxies within a redshift slice of width W = 0.15(≃ σ ) centered on the redshift of the DLA z . Within that redshift slice, we find an enhancement of galaxies near the DLA using both the surface density (Σ/Σ ≃ 3) and an estimator of the three-dimensional spatial overdensity (n/n̄ ∼ 5 ± 3). The surface overdensity Σ/Σ is significant at the more than 95% significance level on scales 2.5 < r < 5 Mpc comoving. The overdensity cannot be related to the QSO environment since the QSO is at z = 3.91. These results imply that some DLA could reside in high-density regions. We search within 45″ from the line of sight for galaxies responsible for the DLA and find one candidate with Z = 3.03 that is 26″ (145 kpc physical) away. From its magnitude I = 24.65 ± 0.2, its luminosity is M = -21.35. Due to its large impact parameter, however, this galaxy is not a likely candidate for the absorber. abs em I,AB AB z z z abs g g g θ em phot I,AB 2 -2

Laplace And Segal-Bargmann Transforms On Hermitian Symmetric Spaces And Orthogonal Polynomials, Mark Davidson, Gestur Ólafsson, Genkai Zhang

Let D = G/K be a complex bounded symmetric domain of tube type in a complex Jordan algebra V and let Dℝ = J ∩ D ⊂ D be its real form in a formally real Euclidean Jordan algebra J ⊂ V; Dℝ = H/L is a bounded realization of the symmetric cone in J. We consider representations of H that are gotten by the generalized Segal-Bargmann transform from a unitary G-space of holomorphic functions on D to an L2-space on DR. We prove that in the unbounded realization the inverse of the unitary part of the restriction map is …

An Analysis Of Improving Teacher Efficacy To Enhance Student Learning By Developing An Evaluation Instrument For Special Education Teachers, Sollie J. Pinkston-Miles
An Analysis Of Improving Teacher Efficacy To Enhance Student Learning By Developing An Evaluation Instrument For Special Education Teachers, Sollie J. Pinkston-Miles
Theses and Dissertations
The purpose of the study is to design an evaluation instrument to reflect state standards and implementation of instructional performance criteria for special education teachers. It was designed to evaluate the performance of the specific job duties and instructional responsibilities required of special educators to determine if the instrument indicates teacher efficacy and provides adequate opportunities for feedback to improve performance. A total of 30 special education teachers from 4 different schools within the same school district participated in the study to evaluate the instrument. The respondents were categorized according to tenured or non-tenured status, and either co-teaching or self-contained …

The optical studies on epitaxial anatase phase Ti Co O films, grown by pulsed-laser deposition, were presented. Raman and photoluminescence spectrum was used for the study. It was found that the anatase phase was confirmed by the Raman spectra from the doped and undoped films whereas the photoluminescence spectra was characterized by a broad emission from self-trapped excitons. 1-x x 2

Using The Intensity Modulation Index To Test Pulsar Radio Emission Models, Fredrick A. Jenet, Janusz Gil
Using The Intensity Modulation Index To Test Pulsar Radio Emission Models, Fredrick A. Jenet, Janusz Gil
Physics & Astronomy Faculty Publications
This Letter explores the possibility of testing pulsar radio emission models by observing pulse-to-pulse intensity modulation. It is shown that a relationship between a pulsar's period, period derivative, and intensity modulation is a natural consequence of at least one theoretical model of radio pulsar emission. It is proposed that other models may also predict a similar correlation. The exact form of the relationship will depend on the model in question. Hence, observations of intensity modulation should be able to determine the validity of the various emission models. In an attempt to search for the predicted dependencies, the modulation properties of …

Rotating white dwarfs undergoing quasi-radial oscillations can emit gravitational radiation in a frequency range from 0.1 to 0.3 Hz. Assuming that the energy source for the gravitational radiation comes from the oblateness of the white dwarf induced by the rotation, the strain amplitude is found to be ∼10-27 for a white dwarf at ∼50 pc. The Galactic population of these sources is estimated to be ∼107 and may produce a confusion-limited foreground for proposed advanced detectors in the frequency band between space-based and ground-based interferometers. Nearby oscillating white dwarfs may provide a clear enough signal to investigate white dwarf interiors …

Assisted Living: Internal Communication To Align Identity And Image, Katherine Pittman Govito
Assisted Living: Internal Communication To Align Identity And Image, Katherine Pittman Govito
Theses and Dissertations
Accomplishment of the mission of any organization relies on relationships developed. Key to these relationships is an internal communication program. As a function of public relations, the value of an internal communication program must be recognized as a requirement and implemented to achieve objectives set forth in an organization's mission statement.
This case study established the core elements of the mission statement of Meadow Glen, an assisted-living facility. The researcher evaluated its internal communication program by conducting surveys of Meadow Glen's three central internal relationships to measure alignment of its identity with its image. The three groups surveyed were: employees, …

The Allures And Illusions Of Modernity: Technology And Educational Reform In Egypt, Mark Warschauer
The Allures And Illusions Of Modernity: Technology And Educational Reform In Egypt, Mark Warschauer
Education Policy Analysis Archives (EPAA)
Much of the research to date on educational technology has focused on its implementation in wealthy countries. Yet instructional technology has a special allure in the developing world, where it holds the promise not just of improving schools but also of hastening modernization. This article examines a national educational technology effort in Egypt, illuminating the contradictions between the rhetoric of reform and the reality of school practices. The analysis points to underlying political, cultural, and economic factors that constrain attempts to improve Egyptian schooling with technology.
