Collegiate Aviation And Faa Air Traffic Control Training Partnerships: A Review Of Literature, Jose R. Ruiz, Lorelei E. Ruiz

Journal of Aviation/Aerospace Education & Research

The U.S. Air Traffic Control (ATC) system is one of the most complex structures in the world. The mission of the ATC system is to the safe, orderly, and expeditious flow of air traffic in the U.S. National Airspace System (NAS). The ATC system is composed of a vast network of surveillance systems, automated data processing systems, communications equipment, navigation systems, and ATC facilities (Government Accounting Office [GAO], 1998).

The Invention Of Health Law, Maxwell Gregg Bloche Jan 2003

The Invention Of Health Law, Maxwell Gregg Bloche

Georgetown Law Faculty Publications and Other Works

By default, the courts are inventing health law. The law governing the American health system arises from an unruly mix of statutes, regulations, and judge-crafted doctrines conceived, in the main, without medical care in mind. Courts are ill-equipped to put order to this chaos, and until recently they have been disinclined to try. But political gridlock and popular ire over managed care have pushed them into the breach, and the Supreme Court has become a proactive health policy player. How might judges make sense of health law's disparate doctrinal strands? Scholars from diverse ideological starting points have converged toward a …

Taking Out The Adversary: The Assault On Progressive Public Interest Lawyers, David Luban Jan 2003

Taking Out The Adversary: The Assault On Progressive Public Interest Lawyers, David Luban

Georgetown Law Faculty Publications and Other Works

This Essay concerns laws and doctrines, some very recent, that undermine the capacity of progressive public-interest lawyers to bring cases. It asks a simple-sounding question: how just is the adversary system if one side is not adequately represented in it? And it defends a simple-sounding answer: It is not just at all. As we shall see, however, neither the question nor the answer is quite as simple as it sounds.

Alarmism Versus Moderation In Responding To The Rehnquist Court, Mark V. Tushnet Jan 2003

Alarmism Versus Moderation In Responding To The Rehnquist Court, Mark V. Tushnet

Georgetown Law Faculty Publications and Other Works

I begin in Part I by offering a description of the Supreme Court's recent decisions as a less substantial repudiation of prior principles than many think them to be, and as leaving Congress with the means to achieve a quite substantial proportion of the policy goals it pursued in the statutes the Court invalidated. Part II explains why Congress is unlikely to do so, in light of our apparent commitment to divided government, and parties that are organized around distinctive ideologies because of divided government. Part III turns to the prospect for continued policy transformation, identifying the conditions under which …

Rex E. Lee Conference On The Office Of The Solicitor General Of The United States: Clinton Ii Panel, Seth P. Waxman, Walter E. Dellinger Iii, Barbara D. Underwood, Michael R. Dreeben

Georgetown Law Faculty Publications and Other Works

I will say a few words about Dickerson, both because Michael has made it impossible not to and also because in some ways it represents the very best about how all of the wonderful, tried-and-true processes of the SG's Office ought to work. Dickerson was very much like the other case that Michael talked about (which is one of, I think, two significant privilege controversies which the Independent Counsel laid on our doorstep). These cases may have appeared to the outside world as paradigmatically cases in which we would be hearing from the White House, or talking to the White …

Clothes Talk: Youth Modernities And Commodity Consumption In Dakar, Senegal, Suzanne Scheld Jan 2003

Clothes Talk: Youth Modernities And Commodity Consumption In Dakar, Senegal, Suzanne Scheld

Dissertations, Theses, and Capstone Projects

Based on twelve months of fieldwork in Dakar, Senegal and funded by the Wenner Gren Foundation, this thesis examines how in the context of contemporary globalization, increased volumes of luxury commodities shape the modern consciousness of individuals in a developing African city. This project specifically examines this phenomenon through a study of youth clothing consumption. Dakar is a consumer society with particular consumer dynamics. In addition to class, patron-clientage and kinship are central to understanding contemporary patterns of consumption in Dakar. Clothing is a commodity that has been radically altered by urbanization and the globalization of manufacturing processes and advertising. …

Dynamics Of Bulk And Adsorbed Poly(Vinyl Acetate), Frank D. Blum, Robert D. O'Connor Jan 2003

Dynamics Of Bulk And Adsorbed Poly(Vinyl Acetate), Frank D. Blum, Robert D. O'Connor

Materials Science and Engineering Faculty Research & Creative Works

We have recently completed a series of experiments on methyl-labeled poly(vinyl acetate)-d3, (PVAc-d3)1 and poly(methyl acrylate)-d3 (PMA-d3).234 the systems have been studied as a function of the adsorbed amount, molecular weight, and presence of a protonated overlayer. Using deuterium line shape analysis, we have found that around the glass transition temperature, the adsorbed polymers show the presence of a motional gradient. Polymer segments near the silica-polymer interface have less mobility than the bulk polymer and those near the polymer-air interface are more mobile than those of the bulk polymer. A schematic representation of the motional gradient is shown in Figure …

Disasters First: Rethinking Environmental Law After September 11, Michael B. Gerrard Jan 2003

Disasters First: Rethinking Environmental Law After September 11, Michael B. Gerrard

Faculty Scholarship

Many environmental statutes were enacted, or at least spurred along, in direct response to disasters. The Federal Water Pollution Control Act of 1972 followed from the Santa Barbara Oil Spill; the Emergency Planning and Community Right-to-Know Act (EPCRA) resulted from the chemical gas disaster in Bhopal, India; the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) was sparked by the Love Canal incident; and the Oil Pollution Acte was a reaction to the Exxon Valdez oil spill.

The terrorist attacks of September 11, 2001 have led to the Homeland Security Act and to several other enactments. The collapse of the …

Evaluating Conflict Resolution Efforts In Darlington County, William Mccall Jan 2003

Evaluating Conflict Resolution Efforts In Darlington County, William Mccall

Abraham S. Fischler College of Education ETD Archive

Eliminating violence in the school setting is essential in order to ensure each student a meaningful educational experience that will lead to a productive life. Is a conflict resolution program a viable means of eliminating or decreasing school violence and thus improving school environment? This study analyzed the effects of a conflict resolution program at the 4 high schools in South Carolina’s Darlington County. Changes in students and teachers as a result of said program were documented.

The 4 high schools in the Darlington County School District serve all students in Grades 9 through 12 (approximately 3,400) in this predominantly …

Increasing The Information Problem-Solving Skills Of Physical Therapist And Occupational Therapy Assistant Students And The Extent Of Transfer Of The Students’ Information Problem-Solving Skills To The Clinical Environment, Nelson J. Marquez Jan 2003

Increasing The Information Problem-Solving Skills Of Physical Therapist And Occupational Therapy Assistant Students And The Extent Of Transfer Of The Students’ Information Problem-Solving Skills To The Clinical Environment, Nelson J. Marquez

Abraham S. Fischler College of Education ETD Archive

This applied dissertation describes how the researcher identified, developed, and implemented strategies to facilitate the acquisition and mastery of information problem-solving skills among Physical Therapist Assistant (PTA) and Occupational Therapy Assistant (OTA) students, and the investigation of the extent of transfer of these skills to the clinical environment. The deficits that the students demonstrated were affecting their overall performance in the programs. In general, these students did not demonstrate the ability to use resources beyond books and lecture notes or the Internet, extract relevant information from their selected sources, organize and sequence the information that they presented in their research …

Implementing A Preschool Program In A Rural School District, Elden Daniel Jan 2003

Implementing A Preschool Program In A Rural School District, Elden Daniel

Abraham S. Fischler College of Education ETD Archive

This dissertation describes the challenges of the implementation of the Miami/Yoder Preschool in a small rural school district. The lack of reading skills as reflected in Colorado state testing was a concern. Inadequate reading readiness among students entering Kindergarten was identified as a factor. There were no preschool education opportunities available in the community.

The implementation of a preschool was achieved through financial resources from a Human Services Family Literacy Grant, the Colorado Preschool Program, District funds and tuition. The human resources include school staff, parents and community members.

The preschool was successfully implemented in September. The program had an …

The cross section for the reaction ep→ e'pπ+π- was measured in the resonance region for 1.4 2 < 1.5 GeV2/c2using the CLAS detector at Jefferson Laboratory. The data show resonant structures not visible in previous experiments. The comparison of our data to a phenomenological prediction using available information on N* and Δ states shows an evident discrepancy. A better description of the data is obtained either by a sizable change of the properties of the P13(1720) resonance or by introducing a new baryon state, not reported in published analyses.

Profit Efficiency Among Bangladeshi Rice Farmers, S Rahman Jan 2003

Profit Efficiency Among Bangladeshi Rice Farmers, S Rahman

School of Geography, Earth and Environmental Sciences

Production inefficiency is usually analyzed by its three components-technical, allocative, and scale efficiency. In this study, we provide a direct measure of production efficiency of the Bangladeshi rice farmers using a stochastic profit frontier and inefficiency effects model. The data, which are for 1996, include seven conventional inputs and several other background factors affecting production of modern or high yielding varieties (HYVs) of rice spread across 21 villages in three agro-ecological regions of Bangladesh. The results show that there are high levels of inefficiency in modern rice cultivation. The mean level of profit efficiency is 77% suggesting that an estimated …

Farm-Level Pesticide Use In Bangladesh: Determinants And Awareness, S Rahman Jan 2003

Farm-Level Pesticide Use In Bangladesh: Determinants And Awareness, S Rahman

School of Geography, Earth and Environmental Sciences

Farmers' awareness of beneficial and harmful effects of pesticides and factors determining use of pesticides were analyzed using survey data from 21 villages in three agro-ecological regions of Bangladesh. Pesticide cost accounts for about 7.7% of the gross value of output in cotton, 3.6% in vegetables, 2.5% in potato, 1.8% in modern rice, 1.6% in spices and less than 1% in other cereal and non-cereal crops. About 77% of farmers (highest 94% in Comilla) used pesticides at least once (37% applied once and 31% applied twice, and the rest applied for 3-5 times) in a crop season. Cultivation of traditional …

A Stochastic Frontier Approach To Total Factor Productivity Measurement In Bangladesh Crop Agriculture, 1961–1992, T Coelli, S Rahman, C Thirtle Jan 2003

A Stochastic Frontier Approach To Total Factor Productivity Measurement In Bangladesh Crop Agriculture, 1961–1992, T Coelli, S Rahman, C Thirtle

School of Geography, Earth and Environmental Sciences

This paper applies a stochastic production frontier model to measure total factor productivity growth, technical efficiency change and technological change in Bangladesh crop agriculture for the 31 observations from 1960/61 to 1991/92, using data for 16 regions. The results reveal that technical change followed a U‐shaped pattern, rising from the early 1970s, when the green revolution varieties were adopted, giving an overall rate of technical progress at 0.27 per cent per year. However, technical efficiency declined throughout, at an estimated annual rate of 0.47 per cent. The combined effect of slow technical progress, dominated by the fall in technical efficiency …
