Impact fees are widely accepted and utilized across the United States as a technique to generate revenue for capital infrastructure improvements necessitated by new development. This article looks at the origination of impact fees, their legal framework, the extension of the concept towards environmental protection, and an alternative economic approach in environmental protection, “market based regulation.” Based upon techniques utilized primarily in the arenas of wetlands and air quality regulation, a concept of utilizing economic incentives for broader environmental protection is explored. Baby Girls From China In New York: A Thrice-Told Tale, Barbara Stark

Every year, almost one million baby girls are “missing” in China. These are the babies predicted to be girls who never appear in national registries. In 2000, more than 5000 baby girls born in China were adopted by U.S. parents and emigrated to the United States. This Article examines the forces that drive adoptions of children from the world's most populous country to its richest from the perspectives of the participants. It analyzes the Chinese, United States, and international laws -- and the violation of these laws -- that make this migration possible.

Twenty-three mathematics activities that use environmental print materials are presented, along with two activities that focus on music education, one that highlights history concepts, and five science activities. The environmental print materials are words and images cut from food or other product packaging and mounted on mat board cards. Instructions for teachers regarding material preparation are given, along with directions for students to engage in each activity. Example layouts and labels for materials boxes are given for each activity. This manuscript contains 13 curriculum units designed to enhance differentiated instruction for learners with special needs from grades 1-12, including gifted students. It integrates Benjamin S. Bloom's levels of cognitive understanding with Howard Gardner's eight domains of intelligence to provide a framework for individualized instruction. Each unit has activities for the eight multiple intelligences (logical-mathematical intelligence, linguistic intelligence, bodily-kinesthetic intelligence, spatial intelligence, musical intelligence, interpersonal intelligence, intrapersonal intelligence, and naturalistic intelligence) at each of Bloom's taxonomic levels: knowledge, comprehension, application, analysis, synthesis, and evaluation. The frequent and heavy use of pesticides in agriculture has led to the contamination of surface and ground waters worldwide. Many questions have arisen about the human health effects of exposure to these pesticides and their mixtures. Most of the information about the adverse human health effects due to environmental contaminants comes from studies that focus on exposure to single rather than multiple contaminants since many of the environmental regulations regarding levels of xenobiotic contamination refer only to individual compounds. In the Western Pacific there remains, both spatially and temporally, a sparse record of surface ocean conditions and very few long paleoclimate records able to extend our understanding of this important region. The coral genus Porites is the common coral currently used for Pacific paleoclimate studies and has proven to be very useful. The massive coral Diploastrea, due to its slow growth rate and dense structure, may preserve temporally longer geochemical proxy records than Porites colonies of the same length. Its long lifespan and fossil history give this genus great potential; however no assessment has been made of the paleoclimatic …
