A Comparative History Of Aids In Latin America: Brazil And Cuba, Shawn Smallman Mar 2003

A Comparative History Of Aids In Latin America: Brazil And Cuba, Shawn Smallman

International & Global Studies Faculty Publications and Presentations

According to a joint report of the World Health Organization and the Pan American Health Organization in September 2002 there were approximately 1.4 million HIV+ people in Latin America, and a further 420,000 HIV+ people in the Caribbean. The number of infections had increased by nearly 10% from the previous year in Latin America, and 16% in the Caribbean. While striking, these figures may obscure the diversity of the HIV epidemic in the region. Latin America has a varied pattern of infections, which means that the experience of Bolivia, Ecuador and Mexico is quite different from that of Honduras, Haiti …

The Experimental Use Exception In Japan: A Model For U.S. Patent Law?, Jennifer A. Johnson Mar 2003

The Experimental Use Exception In Japan: A Model For U.S. Patent Law?, Jennifer A. Johnson

Washington International Law Journal

The patent laws of the United States and Japan contain provisions that permit the experimental use of patented inventions. In the United States, the common law experimental use exception has been utilized to permit the use of a patented invention to satisfy intellectual curiosity, as long as the use is not commercial. In 1984, the Hatch-Waxman Act provided a statutory experimental use exception in 35 U.S.C. § 271(e)(1). It amended the Patent Act to allow a generic drug company to experiment with a pioneer drug during the pioneer drug's patent term to generate data for obtaining regulatory approval. In contrast, …

Faculty Publications

Aim: To study the preparation and cleavage activity of anti-transforming growth factor (TGF)β1 U1 small nuclear (sn) RNA chimeric hammerhead ribozymes in vitro. Methods: TGFβ1 partial gene fragment was cloned into T-vector at the downstream of T7 promoter. 32p-labeled TGFβ1 partial transcripts as target RNA were transcribed in vitro and purified by denaturing polyacrylamide gel electrophoresis (PAGE). Anti-TGFβ1 ribozymes were designed by computer, then synthetic ribozyme fragments were cloned into the U1 ribozyme vector pZeoU1EcoSpe containing U1 snRNA promoter/enhancer and terminator. 32p-labeled U1 snRNA chimeric ribozyme transcripts were gel-purified, incubated with target-RNAs at different conditions and autoradiographed after running denaturing …

Environmental Science and Management Faculty Publications and Presentations

We investigated the effects of removing near-stream Rhododendron and of the natural blowdown of canopy trees on nutrient export to streams in the southern Appalachians. Transects were instrumented on adjacent hillslopes in a first-order watershed at the Coweeta Hydrologic Laboratory (35°03′N, 83°25′W). Dissolved organic carbon (DOC), K+, Na+, Ca2+, Mg2+, NO3-- -N, NH4+ -N, PO43---P, and SO42- were measured for 2 years prior to disturbance. In August 1995, riparian Rhododendron on one hillslope was cut, removing 30% of total woody biomass. In October …

A review of Alexander Tsesis's Destructive Messages: How Hate Speech Paves the Way for Harmful Social Movements, New York University Press, 2002. At one level, Alexander Tsesis's thesis is simply one in a long line of arguments about the need to regulate racist speech. Yet on another level, it is fundamentally different from much American literature on "hate speech" because Tsesis draws on a broad historical swath, and because he contends that the United States …

Biology And The Battlefield, Robert E. Armstrong, Jerry B. Warner Mar 2003

Biology And The Battlefield, Robert E. Armstrong, Jerry B. Warner

Defense Horizons

The military and the life sciences have been intertwined throughout history. Biology has often been a source of offensive weapons, ranging from the hurling of plague victims over the walls of Kaffa (which probably started the 14th-century Black Death) to the anthrax attacks of fall 2001.

The military-biology relationship also has a humane side. Over the years, medical advances have saved countless soldiers and contributed to the overall well being of society. From the smallpox inoculation of Continental Army recruits in 1777—nearly 20 years before Edward Jenner’s smallpox vaccination—to the development of modern vaccines, military physicians have a lengthy and …

Ecology Of The Missouri River: Missouri River Creel Survey, Bellevue Bridge To Camp Creek, 30 March Through 11 October 2002. Supplement I, Gerald Mestl

Nebraska Game and Parks Commission: White Papers, Conference Presentations, and Manuscripts

This report describes Missouri River activities and results related to a channelized Missouri River creel survey conducted from 30 March through 11 October 2002. This is the third of a planned annual creel survey to be conducted on alternating sections of the channelized Missouri River to measure changes in recreational fishing activity, especially those changes due to large scale habitat restoration efforts. Future reports will contain additional analyses of these data. Anglers spent over 42,000 hours fishing the Missouri River from Bellevue (rkm 967.7) to Camp Creek (rkm 883.5) during the survey period. Effort was steady from late spring (4/27 …

Blue Crab Larval Dispersion And Retention In The Mississippi Bight: Testing The Hypothesis, Harriet M. Perry, Donald R. Johnson, Kirsten M. Larsen, Christine Trigg, Fred Vukovich

Faculty Publications

An hypothesis relating physical forcing to dispersion and retention of blue crab larvae was tested in the area of the Mississippi Bight. Seasonal circulation patterns derived from a 3-dimensional, primitive equation, sigma-coordinate model of the Gulf of Mexico (GOM) indicate favorable conditions for offshore dispersal of larvae and their return to nearshore waters as megalopae occur between April and October. Large basin-scale events, such as Loop Current intrusions into the GOM with spin-off eddy generation and anomalies in average wind stress may interrupt this circulation pattern and change the settlement success rate. Meteorological and hydrological factors thought to influence settlement …

Cyberspace, Y2k: Giant Robots, Asian Punks, Rachel Rubin Mar 2003

Cyberspace, Y2k: Giant Robots, Asian Punks, Rachel Rubin

Institute for Asian American Studies Publications

On the eve of the 21st century, a group of young Asian American writers bravely announced—tongue partially in cheek, in keeping with the aesthetic of sincere irony that characterizes the so-called Generation X—their recreation of “a monster.” This announcement, posted on the internet (at www.gidra.net), was drafted by the “editorial recollective” of Gidra, a samizdat (self-published) monthly newsletter launched thirty years earlier by a group of UCLA students who wanted a forum where they could address the particular concerns and issues facing Asian Pacific Americans in the Vietnam War era. Writers and editors of a new Gidra declared in …

Nonlinear Elastic Material Property Estimation Of Lower Extremity Residual Limb Tissues, Ergin TöNüK, M. Barbara Silver-Thorn Mar 2003

Nonlinear Elastic Material Property Estimation Of Lower Extremity Residual Limb Tissues, Ergin TöNüK, M. Barbara Silver-Thorn

Biomedical Engineering Faculty Research and Publications

The interface stresses between the residual limb and prosthetic socket have been studied to investigate prosthetic fit. Finite-element models of the residual limb-prosthetic socket interface facilitate investigation of the mechanical interface and may serve as a potential tool for future prosthetic socket design. However, the success of such residual limb models to date has been limited, in large part due to inadequate material formulations used to approximate the mechanical behavior of residual limb soft tissues. Nonlinear finite-element analysis was used to simulate force-displacement data obtained during in vivo rate-controlled (1, 5, and 10 mm/s) cyclic indentation of the residual limb …

Religious Naturalism And Naturalizing Morality, Ursula Goodenough Mar 2003

Religious Naturalism And Naturalizing Morality, Ursula Goodenough

Biology Faculty Research

I first offer some reflections on the term religious naturalism. I then outline how moral thought might be configured in the context of religious naturalism. It is proposed that the goal of morality is to generate a flourishing community and that humans negotiate their social interactions using moral capacities that are cultivated in the context of culture. Six such capacities are considered: strategic reciprocity, humaneness, fair–mindedness, courage, reverence, and mindfulness. Moral capacities are contrasted with moral susceptibilities, fueled by self–interest, and brought to the fore in times of stress and humiliation. The essay is in two parts. I first respond …

Pc–Based Data Acquisition For A Solid Substrate Cultivation Deep Bed Reactor, Mari S. Chinn, Sue E. Nokes, Richard S. Gates

Biosystems and Agricultural Engineering Faculty Publications

This work describes an instrumentation and data acquisition system designed for a deep bed reactor used to cultivate Trichoderma longibrachiatum on wheat bran. The system allowed on–line measurements of substrate temperature, oxygen concentration within the reactor headspace, relative humidity and temperature of the inlet air, and inlet airflow rates while maintaining aseptic conditions and without disturbing the cultivation process. An error analysis for the instrumentation and data acquisition equipment was completed and provided insight into the reliability of the sensor readings. The collected data provided quantitative information about the reactor system dynamics which can be used to evaluate and apply …

Vocal Development In American Kestrel (Falco Sparverius) Nestlings, John A. Smallwood, Valerie Dudajek, Sivajini Gilchrist, Mary Anne Smallwood

Department of Biology Faculty Scholarship and Creative Works

We studied the acoustical characteristics of calls made by nestling American Kestrels (Falco sparverius). A total of 563 vocal samples was obtained from 88 chicks (49 males and 39 females) from 20 broods. Thirteen frequency, three numerical, and two temporal characteristics were measured using audio spectrography. Discriminant function analysis failed to distinguish the calls of male and female chicks, but univariate and principal component analyses suggest that vocal ontogeny proceeds more rapidly in males than in females. The acoustical characteristics of call notes changed in a consistent manner as nestlings matured, and by day 16 chicks produced calls similar to …

The Justice Of War On Iraq, Brian Stiltner Mar 2003

The Justice Of War On Iraq, Brian Stiltner

Philosophy, Theology and Religious Studies Faculty Publications

The author argues that the U.S. and its partners have rightly arrived at war on Iraq as a just and necessary last resort. The potential problems with the just-war case are notable, particularly concerning the after-effects of the war, but they do not incurably undermine the case for going to war. Instead, both supporters and critics of the war around the world should strive to keep their governments committed to post-war reconstruction and a transition to a free and stable government in Iraq. Several just war criteria, particularly as these are articulated in the Catholic tradition, are used to assess …
