In the event of a terrorist attack causing mass casualties or nuclear, biological, or chemical contamination, emergency responders easily can be overwhelmed by demands for their services. Advance planning by organizations with the advice of emergency responders to safeguard people from becoming victims, to care for victims before emergency responders arrive, and to render assistance to emergency responders once they arrive is critical to mitigating damage.

This is the curriculum for a program known as "REAL MEN," an acronym for "Returning Educated African American and Latino Men to Enriched Neighborhoods." A collaborative effort, the REAL MEN program was a public health intervention based at Rikers Island and at a community-based organization, Friends of Island Academy, for young men, ages 15-19, who were leaving jail and returning to their home communities. The curriculum for this program was designed to reduce drug use, HIV risk, and rearrest by helping participants examine alternative paths to manhood and consider racial/ethnic pride as a source of strength.

A Novel Behavior Observed In Humpback Whales On Wintering Grounds At Abrolhos Bank (Brazil), Maria Morete, Ana Freitas, Marcia Engel, Richard M. Pace Iii, Phillip Clapham

United States Department of Commerce: Staff Publications

We describe a novel behavior, termed “tail-up,” observed in humpback whales (Megaptera novaeangliae) on wintering grounds on Abrolhos Bank, Brazil. The behavior involves the whale positioned vertically in the water column with its tail in the air. Wirh the exception of calves, tail-up was observed in all social classes, and its frequency increased through the end of the season. Tail-ups were recorded in 144 (5.8%) of 2,465 groups of whales observed from a shore station, and in 297 (14.9%) of 1,996 groups observed from vessel surveys; biases in each method suggest that the true frequency lies between these …

A Survey-Based Model For Collecting Stakeholder Input At A Land-Grant University, Kathleen Dodge Kelsey, S Christian Mariger

Journal of Extension

The 1998 Farm Bill (AREERA) called for greater engagement of land-grant universities with the public by mandating stakeholder input when setting priorities. The study described here developed a model for collecting and implementing input from stakeholders. The researchers collaborated with the Cooperative Extension Service (CES). Data was collected from a randomly selected group of producers. Findings include data regarding producers' needs for services and preferred information sources. The model gives the CES a methodology for gathering input and stakeholders a voice at the program-planning table, increasing the likelihood that they will use research findings to improve practice.

Concordance Among Extension Workers, Researchers, And Professional Arborists In Rating Landscape Trees, Alfredo B. Lorenzo, Catalino A. Blanche, James F. Henson

Journal of Extension

Formulas developed to determine the monetary value of landscape trees require a species rating value. Polling Extension professionals, researchers, and arborists is a common procedure to derive species rating value. Due to differences in professional training and background, and the variability of landscapes in any given area, professional agreement on the rating of a species is difficult to reach but is necessary to be useful. The Delphi method and W criterion were used to determine the strength of concordance among extension professionals. We hope that other Extension professionals can use this method in developing species rating in their respective areas.

Byatt's short fiction, from her first collection Sugar and Other Stories (1987) to Elementals (1998) is marked by a continuous preoccupation with the body: the body as the product of social signifying practices, the body as the site of desires, fears, and anxieties, the body as the source of experience, the body as creator and created. In brief, the body is treated as the centre of existence, consciousness and identity. Yet, these are constantly called into doubt in Byatt's stories, which depict heroines trapped between asserting their identity and submitting to cultural dictates of beauty and behavior. In …

Electrical and Computer Engineering Faculty Research & Creative Works

A fully integrated pH sensor with a built-in reference electrode is proposed. An iridium oxide microelectrode and a pH-insensitive field-effect transistor are used as a pH sensor and a reference electrode, respectively. The sensitivity of the proposed device matches well with the estimated value to within 0.3 mV/pH deviation.

The author describes the review process preceding the 2003 CNSOPB decision which permitted seismic activities offshore of Cape Breton. The process included a public review conducted by Commissioner Dr. Teresa MacNeil and the subsequent establishment of an Ad Hoc Working Group (part of the CNSOPB's existing Fisheries and Environment Advisory Committee (FEAC)) and a Science Working Group reporting to the Ad Hoc Working Group. In the author's view, the Ad Hoc Working Group arrived at the anticipated result; that is, continued disagreement among the opposing parties on the fundamental issues.
