Organized crime and corruption are shaped by the lack of strength of the control mechanisms of the State and civil society. The results presented in the present article attest to the links between the growth of organized crime and that of corruption in the public sector in a large number of countries. The two types of complex crime reinforce each other. Over the last several years there have been a number of calls for the development of a new theoretical doctrine to govern the force structure of the United States military. The last big change in doctrine occurred in the post-Vietnam era. It involved not simply the change to the all-volunteer force, but an abandonment of escalation brinkmanship and open-ended missions. The subsequent Powell Doctrine demanded the use of overwhelming force and clear objectives and boundaries for military intervention. The author writes a comprehensive history of the Balkan wars which were provoked by the collapse of the Yugoslav Federation in 1991. These wars, and the instability that they have provoked, became preoccupations for international security management through the 1990s. After an initial phase of distancing and hesitation, Balkan conflict drew the United States and its most important European allies into an open-ended commitment to peace enforcement, conflict management, and peace-building in the region, importantly supported by the U.S. Army. Trafficking is a hot issue, and as such, there have been a number of articles written on the issue. My article, however, is unique in many respects.

There is a lack of a common view regarding precisely "What is a threat?" and "What is security?" which is the heart of the stability problem in Latin America. These authors acknowledge that the traditional definition of security and threat is no longer completely valid. They understand that a more realistic concept includes the protection of national sovereignty against unconventional internal causes and attackers. The mapping of Colombian national territory, however, is fundamental to the problem of control of national territory. As a threshold matter, policy, strategy, and military asset management in contemporary conflict in virtually any unstable part of the world must deal with the problem of governance in "lawless areas." Over the past two decades an enormous increase in intercountry adoptions has prompted international concern over the victimization of children, birth parents, and adoptive families. Recently, the United States has closely scrutinized babytrafficking in Cambodia. Reports of widespread buying, selling, and stealing of Cambodian infants for international adoption prompted the United States to place a moratorium on adoptions from Cambodia on December 21, 2001. Trade in endangered wildlife has been a concern in the global community since the dawn of international environmental law. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), one of the most successful international environmental treaties established, addresses the issue through regulation of international trade in certain wildlife species. Transparency International consistently rates the levels of corruption in Nigeria among the highest in the world. Pervasive corruption appears to permeate many levels of Nigerian society. The current Nigerian government, however, has taken great steps to combat this problem through cooperation with the U.N. Global Programme.

This Note examines the structure and goals of the Global Programme and evaluates Nigeria's participation in the project.
