Good Helping Relationships In Child Welfare: Co-Authored Stories Of Success (Full Report), Catherine De Boer, Nick Coady Oct 2003

Good Helping Relationships In Child Welfare: Co-Authored Stories Of Success (Full Report), Catherine De Boer, Nick Coady

Partnerships for Children and Families Project

This project involved multiple, in-depth interviews with six worker-client dyads from child welfare. The dyads were selected on the basis of workers and clients agreeing that they had worked through some degree of negative interpersonal process toward the achievement of a good working relationship. For each dyad, two individual interviews with the worker and the client were followed by a joint interview. These interviews produced stories that described from workers' and clients' perspectives how the relationship developed over time, how difficulties were dealt with, and what impact the relationship had on the participants. Although these stories were written by the …

Etsu Today - Fall 2003, University Marketing And Communication, East Tennessee State University

ETSU Today [magazine]

I wish to tell you about organizational growth, as we experience it on the campus of ETSU. Although much institutional energy was expended this year in recovering from the government shutdown at the conclusion of the previous fiscal year and in re-orienting the university to manage the massive budget cuts that followed, many significant achievements took place during 2002-2003, due in large part to the strong partnerships that we have forged over the years and the attitude of the fine faculty, staff, and students at ETSU. It took creativity, unconventional thinking, and cooperation to reach closure on the 2003- 2004 …

Proximal Factors Predicting Student Performance In A Self-Paced College Psychology Course, Ronald L. Skidmore Oct 2003

Proximal Factors Predicting Student Performance In A Self-Paced College Psychology Course, Ronald L. Skidmore

Faculty Research at Morehead State University

This study examined the effectiveness of using selected self-report measures assessing motivational orientation, learning strategies, procrastination, and perceptions of daily hassles to facilitate the prediction of student engagement in a self-paced introductory psychology course. Research has shown these factors to be associated with academic success, and of concern to instructors and students alike. Surveys that economically and effectively assess these factors would be invaluable for the instructor attempting to predict student engagement and determining possible interventions to promote academic success. Four surveys purporting to measure the constructs were chosen. A demographic survey was also administered.

Introduction To The Jury At A Crossroad: The American Experience, Nancy S. Marder Oct 2003

Introduction To The Jury At A Crossroad: The American Experience, Nancy S. Marder

Chicago-Kent Law Review

The jury is integral to the American experience of democracy and yet it appears to be under attack. With negative press attention focused on the jury in recent years and calls for imposing limits on the jury gaining support in state and national legislatures, the jury is at a crossroad. Will reforms be made that weaken the jury's roles and power simply to provide a quick fix for an institution that is mischaracterized as broken? This symposium provides a multi-faceted and sustained examination of the roles of the jury past, present, and future. It explores not only the broad roles …

When All Of Us Are Victims: Juror Prejudice And "Terrorist" Trials, Neil Vidmar Oct 2003

When All Of Us Are Victims: Juror Prejudice And "Terrorist" Trials, Neil Vidmar

Chicago-Kent Law Review

On September 11, 2001 all Americans became victims. The threat of terrorism at home and abroad, now and for the indefinite future, is not only to their physical safety and economic well-being, but also to their deeply held social and political values. The terrorists have been identified as members of the Muslim faith and most are of Middle Eastern ethnic descent. This Article discusses the problem of persons accused of being terrorists, or aiding terrorists, obtaining a fair trial in the light of this national victimization. Research conducted for the "American Taliban" case of John Walker Lindh, reported in the …

Nullification At Work? A Glimpse From The National Center For State Courts Study Of Hung Juries, Paula L. Hannaford-Agor, Valerie P. Hans Oct 2003

Nullification At Work? A Glimpse From The National Center For State Courts Study Of Hung Juries, Paula L. Hannaford-Agor, Valerie P. Hans

Chicago-Kent Law Review

In recent years, the criminal justice community has become increasingly concerned about the possibility that jury nullification is the underlying motivation for increasing numbers of acquittals and mistrials due to jury deadlock in felony jury trials. In this Article, the authors discuss the inherent difficulty in defining jury nullification and identifying its occurrence in actual trials. They review the evolution in public and legal opinion about the legitimacy of jury nullification and contemporary judicial responses to perceived instances of jury nullification. Finally, the authors examine the possible presence of jury nullification through empirical analysis of data collected from 372 felony …

A Voir Dire Of Voir Dire: Listening To Jurors' Views Regarding The Peremptory Challenge, Mary R. Rose Oct 2003

A Voir Dire Of Voir Dire: Listening To Jurors' Views Regarding The Peremptory Challenge, Mary R. Rose

Chicago-Kent Law Review

The use of the peremptory challenge during jury selection continues to be a source of controversy, in part because critics are concerned about the attitudes and reactions of those allegedly excused on the basis of stereotypes, i.e., "for no reason." In the present research, a sample of people excused from criminal juries via the peremptory were followed-up and asked to speculate on why they were excused, as well as to rate their experience with jury selection on a number of dimensions. I hypothesized that even if all rationales involved some amount of "stereotyping," people's views about being excused should vary …

Accountability And Ethics: Reconsidering The Relationships, Melvin J. Dubnick Oct 2003

Accountability And Ethics: Reconsidering The Relationships, Melvin J. Dubnick

Political Science

ABSTRACT

While a relationship between accountability and ethics has long been assumed and debated in Public Administration, the nature of that relationship has not been examined or clearly articulated. This article makes such an effort by positing four major forms of accountability (answerability, blameworthiness, liability and attributability) and focusing on the ethical strategies developed in response to each of these forms.

Remember the story of the blind men and the elephant? Each man touches a different part of the animal (its side, trunk, tusk, leg, ear, and tail) and pronounces his find a wall, a snake, a spear, a tree, a fan, or a rope. As the poet Godfrey Saxe (1816-1997) wrote of the blind men in his retelling of this ancient Indian parable, “Though each was partly in the right, they all were in the wrong” (Galdone, 1973). This allegory quickly encapsulates the benefits, and the challenges, of seeing, or not seeing, something through multiple perspectives—in short, it illuminates the …

Review Of The Failure Of National Rural Policy: Institutions And Interests By William P. Browne, Donna Barnes Oct 2003

Review Of The Failure Of National Rural Policy: Institutions And Interests By William P. Browne, Donna Barnes

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

William Browne argues that there is a distinct bias in US policy, one that privileges farmers and results in the neglect of nonagricultural rural problems. He locates the source of this pro-farm bias in the influential political power block created when farm interests mobilized and successfully pushed for the creation of the Department of Agriculture and other institutions that collectively form the Agricultural Establishment. The farm paradigm for rural development came to dominate policy talk so completely that competing rural policy paradigms were quickly dismissed. Declining rural communities and the growth of rural poverty were dealt with indirectly and ineffectively …

Differential Population And Income Migration In The Great Plains, 1995- 1998, Alexander Vias, Charles Collins Oct 2003

Differential Population And Income Migration In The Great Plains, 1995- 1998, Alexander Vias, Charles Collins

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

The depopulation of the Great Plains continues to draw the attention of rural scholars. However, a number of aspects of migration in the region remain poorly understood. For example, what differences exist among migrants in terms of their economic characteristics? Recent research shows that there is tremendous variability in the amount of income each migrant brings to or takes from a region. Using county-level Internal Revenue Service data for migration flows between 1995 and 1998, we explore the spatial patterns of income and population migration, while contrasting the income flows of in-migrants versus out-migrants. The results show that income flows …

Migration And Counter-Urbanization In The Edwards Plateau Of Texas, 1985-1990, Jason Holcomb Oct 2003

Migration And Counter-Urbanization In The Edwards Plateau Of Texas, 1985-1990, Jason Holcomb

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

Unlike most of the Great Plains, Texas's Edwards Plateau lies near large, rapidly growing metropolitan centers. County-to-county migration data for the period 1985-1990 were used to examine migration patterns in Edwards Plateau counties. Weighted standard distance and stream efficiency values were used to analyze county immigration fields of 28 nonmetropolitan counties. A key finding was that net in-migration to counties closest to metropolitan areas was not mere "urban spillover." There were also indications that counterurban migration extended beyond metropolitan-adjacent counties to more sparsely populated destinations. Counterurbanization was occurring from central counties of the nation's largest metropolitan areas and some Texas …
