Plan It. This strategy includes all of the planning and environmental design for the state's highway projects. It also supports planning for transportation modes such as rail, air, marine, pipeline, bicycle and pedestrian traffic. It includes acquiring right of way for transportation projects and providing relocation expenses when necessary. Funding and management of research programs that help save lives and money are also part of this strategy. Build It. This strategy oversees construction projects that add capacity to the state's transportation system, either through new projects or those which supplement the existing infrastructure. Kentucky Transportation Center Research Report

The Federal Highway Administration (FHWA) requires state transportation agencies to submit a biennial report on local highway finances. The purpose of these reports is to provide FHWA with the data it needs to capture the financing of highway activities at the local level. Based on this information, it can identify trends in revenue, expenditures, investments, and program development, and in turn make decisions about future investments. The report, FHWA-536, asks agencies to report on four areas of local highway finance: 1) disposition of highway-user revenues; 2) revenues used for roads and streets identified by source and funding type; 3) road …

Limiting Rights In Times Of Crisis: Our Civil War Experience-A History Lesson For A Post-9-11 America, Paul Finkelman

Cardozo Public Law, Policy & Ethics Journal

The article examines the tension between national security and civil liberties during crises, using historical examples such as the Civil War and post-9/11 America to argue that while some restrictions on liberties may be necessary, they must be carefully limited to prevent abuse of power and erosion of constitutional rights. The analysis emphasizes the importance of judicial and legislative oversight to ensure that emergency measures do not undermine fundamental freedoms.

Administrative law continues to be a front-burner item in the practice of law because each day more and more activities, businesses, and persons fall under a state or local agency's regulatory sphere of influence. While the number of appellate cases reviewed in this Article has dropped slightly from recent years, reports from several agency heads in state and local governments would lead one to believe that agency workloads only continue to increase. After an attorney's bill of more than $600 for February, the town council passed a law Tuesday that limits the ability of the mayor and city clerk to call the attorney. The mayor and clerk were criticized for contacting the town attorney to answer what one council member called "useless questions . . . ." The solution was a new town law requiring that if the mayor, council member, or clerk need to discuss a town issue with the attorney, the mayor and at least three council members must approve the question before the call.

Santa Cruz is a community of approximately 55,000 residents located on the Central Coast of California. The City is bordered by the Santa Cruz Mountains, the Monterey Bay, and a protected green belt, and is within commuting distance of several major metropolitan centers of the Monterey and greater Bay Areas. The City is known for its strong tourism base, proximity to Silicon Valley, cultural amenities, educational Institutions, natural beauty, and a high quality of life. These amenities distinguish Santa Cruz as one of the most sought-after communities in the Monterey Bay Area.
