Statistically Challenged: The Need For An Electronic Resources Management Standard, Tyler Goldberg, Melissa Laning, Weiling Liu Jan 2003

Statistically Challenged: The Need For An Electronic Resources Management Standard, Tyler Goldberg, Melissa Laning, Weiling Liu

Faculty and Staff Scholarship

The authors review changes in the standards for measuring electronic resources through an examination of the 1990-2000 IPEDS Academic Library Survey forms. During that decade, academic libraries have moved from counting electronic resources by the number of bibliographic and physical units to measuring usage. Local attempts to capture electronic resource usage are described.

Comparison Of Isoflurane And Sevoflurane For Anesthesia In Beaver, Stewart W. Breck, James S. Gaynor Jan 2003

Comparison Of Isoflurane And Sevoflurane For Anesthesia In Beaver, Stewart W. Breck, James S. Gaynor

United States Department of Agriculture Wildlife Services: Staff Publications

We compared the hemodynamic and respiratory effects, recovery time, and cost of two gas inhalants (isoflurane and sevoflurane) for anesthetic induction and maintenance of beaver (Castor canadensis) during surgery to implant radio transmitters in the peritoneal cavity. Heart rate, respiratory rate, relative hemoglobin saturation with oxygen (SpO2), and body temperature were measured every 5 min for the first 45 min, and arterial blood gas was measured once, 25 min into the anesthetic procedure. Induction for either agent was smooth and rapid. Heart rate and respiratory rate both decreased during the procedure though neither was lower than …

Computational Enhancement Of Genetic Algorithm Via Control Device Pre-Selection Mechanism For Power System Reactive Power/Voltage Control, G. Krost, Ganesh K. Venayagamoorthy, G. A. Bakare, U. O. Aliyu Jan 2003

Computational Enhancement Of Genetic Algorithm Via Control Device Pre-Selection Mechanism For Power System Reactive Power/Voltage Control, G. Krost, Ganesh K. Venayagamoorthy, G. A. Bakare, U. O. Aliyu

Electrical and Computer Engineering Faculty Research & Creative Works

In this paper, the application of a novel and computationally enhances genetic algorithm (GA) for solving the reactive power dispatch problem is presented. In order to attain a significant reduction in the computational time of GA, a systematic procedure of reactive power control device pre-selection mechanism is herein proposed to choose a-priori subsets of the available control devices, which maximally influence buses experiencing voltage limit violations. The GA reactive power dispatch module then accesses such judiciously pre-selected control device candidates to determine their optimal settings. A pragmatic scheme aimed at further curtailing the number of the final control actions entertained …

Statistical Simulation Models For Rayleigh And Rician Fading, Chengshan Xiao, Y. Rosa Zheng, N. C. Beaulieu Jan 2003

Statistical Simulation Models For Rayleigh And Rician Fading, Chengshan Xiao, Y. Rosa Zheng, N. C. Beaulieu

Electrical and Computer Engineering Faculty Research & Creative Works

New simulation models are proposed for Rayleigh and Rician fading channels. First, the statistical properties of Clarke's fading model with a finite number of sinusoids are analyzed. An improved Clarke's model is then proposed for the simulation of Rayleigh fading channels. Based on this improved Rayleigh fading model, a novel simulation model is proposed for Rician fading channels. The new Rician fading model employs a zero-mean stochastic sinusoid as the specular (line-of-sight) component, in contrast to all existing Rician fading simulators that utilize a non-zero mean deterministic specular component. The statistical properties of the proposed Rician fading model are analyzed …

Impedance Boundary Conditions In A Hybrid Fem/Mom Formulation, Hao Wang, Minjia Xu, Chen Wang, Todd H. Hubing Jan 2003

Impedance Boundary Conditions In A Hybrid Fem/Mom Formulation, Hao Wang, Minjia Xu, Chen Wang, Todd H. Hubing

Electrical and Computer Engineering Faculty Research & Creative Works

When numerically modeling structures with imperfect conductors or conductors coated with a dielectric material, impedance boundary conditions (IBCs) can substantially reduce the amount of computation required. This paper incorporates the IBC in the finite-element method (FEM) part of a FEM/method of moments (FEM/MoM) modeling code. Properties of the new formulation are investigated and the formulation is used to model three practical electromagnetic problems. Results are compared to either measured data or other numerical results. The effect of the IBC on the condition number of hybrid FEM/MoM matrices is also discussed.

Central Banks’ Role In Bank Supervision In The United States And United Kingdom, Heidi Mandanis Schooner Jan 2003

Central Banks’ Role In Bank Supervision In The United States And United Kingdom, Heidi Mandanis Schooner

Scholarly Articles

Driven in part by the question of bank supervision in euro-area countries, a growing body of literature addresses whether central banking and bank supervision should be combined. This paper address this debate in light of recent legislation in the United Kingdom and the United States. Recent legislation in the United Kingdom stripped the Bank of England of its responsibility for bank supervision and established the Financial Services Authority as an integrated supervisor of financial services. In the United States, the Gramm-Leach-Bliley Act of 1999 expanded the regulatory authority of the Federal Reserve. In light of international trends, I consider how …

Rules Based Modeling Of Discrete Event Systems With Faults And Their Diagnosis, Zhongdong Huang Jan 2003

Rules Based Modeling Of Discrete Event Systems With Faults And Their Diagnosis, Zhongdong Huang

University of Kentucky Doctoral Dissertations

Failure diagnosis in large and complex systems is a critical task. In the realm of discrete event systems, Sampath et al. proposed a language based failure diagnosis approach. They introduced the diagnosability for discrete event systems and gave a method for testing the diagnosability by first constructing a diagnoser for the system. The complexity of this method of testing diagnosability is exponential in the number of states of the system and doubly exponential in the number of failure types. In this thesis, we give an algorithm for testing diagnosability that does not construct a diagnoser for the system, and its …

Preemption’S Market Participant Immunity—A Constitutional Interpretation: Implications For Living Wage And Labor Peace Policies, Roger C. Hartley Jan 2003

Preemption’S Market Participant Immunity—A Constitutional Interpretation: Implications For Living Wage And Labor Peace Policies, Roger C. Hartley

Scholarly Articles

Nationwide, state and local governments are adopting policies that oblige their private-sector business partners to pay employees a "living wage" and/or to agree in various ways not to use public funds to finance anti-union activities. Conventional labor preemption principles would invalidate many of these conditional business arrangements unless they are immunized by preemption's market participant doctrine, first applied in the now decade-old Boston Harbor case. Accordingly, the focus of preemption litigation challenging living wage and labor peace policies ordinarily is the immunity's applicability. Because its reach is subject to widely varying interpretations, there exists a need to fix workable and …

Guidelines With Commentary For The Evaluation Of Legal Externship Programs, J.P. "Sandy" Ogilvy Jan 2003

Guidelines With Commentary For The Evaluation Of Legal Externship Programs, J.P. "Sandy" Ogilvy

Scholarly Articles

This Article is part of a larger project to create a set of guidelines, with commentary, for the evaluation of clinical legal education programs. The Externship Guidelines ("Guidelines") are published here with the hope and expectation that the legal education community will read, analyze, and comment on them. As a result of that input, subsequent drafts of the Guidelines should reflect a broad consensus among legal educators with respect to the standards for good legal externship programs and a methodology for evaluating legal externship programs. It also is anticipated that working on guidelines in the discrete area of legal externships …

In The Wake Of The Gulf War: Assessing Family Spending Of Compensation Money In Sri Lanka, Michele Ruth Gamburd Jan 2003

In The Wake Of The Gulf War: Assessing Family Spending Of Compensation Money In Sri Lanka, Michele Ruth Gamburd

Anthropology Faculty Publications and Presentations

Between 1997 and 2000, the United Nations Compensation Commission delivered US$ 4000 apiece to roughly 87,000 Sri Lankan citizens who suffered displacement and loss of employment due to Iraq’s military actions in Kuwait during the Gulf War. Using qualitative ethnographic data, this essay examines eleven case studies of Kuwait returnees in the village of Naeaegama, in southern Sri Lanka. Like the majority of Sri Lankans caught in the Gulf War, these returnees are women from poor rural families who worked as domestic servants in Kuwait. The essay compares how the eleven households have spent compensation money and migrants’ remittances. Spending …

Evaluation Of Recent Developments In High-Precision Gps Correction Services, Sunil Bisnath, David Dodd, David Wells

Hydrographic Science Research Center

The Global Positioning System (GPS) has been used for marine navigation and hydrographic surveying for the last decade. A number of GPS augmentation systems have been proposed and/or developed for different applications in various regions. Two services, the NavCom Technology Inc. RTG / C&C Technologies Inc. C-Nav and the Fugro Chance StarFix HP, were examined in this study, as they are new, high-accuracy marine products. Our primary goal was to evaluate how each system performs, rather than to compare and contrast them.

Both systems operate in basically the same manner, with a dual-frequency GPS receiver and satellite augmentation signal antenna …

The continuing explosion in communications technologies has impacted the way that formal education can be delivered to students seeking it. One element is the decreasing requirement for students to physically attend classes, exemplified perhaps by university courses delivered using television broadcasts, with the same material being available on videotape. When used their full capability, these technologies lead to more than delivery of the lecturer’s words; they can include video clips and images that richen and broaden the learning experience. Most useful for courses designed to expound and transfer information, they do not meet the needs of participation and interaction traditionally …

Assessment Of Performance Of Ionospheric Delay-Free Gps Carrier Phase Kinematic Relative Positioning With Varying Baseline Lengths, Karen Cove, Marcelo Santos, Llyod Huff, Ben Remondi, David Wells Jan 2003

Assessment Of Performance Of Ionospheric Delay-Free Gps Carrier Phase Kinematic Relative Positioning With Varying Baseline Lengths, Karen Cove, Marcelo Santos, Llyod Huff, Ben Remondi, David Wells

Hydrographic Science Research Center

It has been shown in the past that differential GPS carrier phase kinematic position accuracy tends to degrade as baseline length increases. This position solution degradation is due to several factors, primarily, errors attributed to the spatial variation of atmospheric delays (and secondly, errors in the satellite orbit). This paper endeavours to assess the magnitude of these effects on the position solutions using various base stations located at distances between 1 and 200+ km. away from the vessel. The assessment will be based on data collected on the Chesapeake Bay during July 1999, in three consecutive days. The data were …

The reproductive outcomes of laboratory rats (Rattus norvegicus) housed at different distances (2, 20 and 80 m) from a predator (Lynx lynx) were investigated. Virgin female (n = 120) and m3ie (n = 40) rats of an outbred laboratory population were used for the experiments. Groups of rats (one male and three females) were housed in standard cages in close proximity to the predator Litter size, sex ratio. number of live pups, number of placental scars and corpora lurea were counted; and pre- and post-implantation losses were calculated for each female. The reproductive success …

A Review Of Pathogens Of Agricultural And Human Health Interest Found In Blackbirds, Larry Clark, Robert G. Mclean Jan 2003

A Review Of Pathogens Of Agricultural And Human Health Interest Found In Blackbirds, Larry Clark, Robert G. Mclean

United States Department of Agriculture Wildlife Services: Staff Publications

Because of their numbers and close association with humans and agriculture. the role of blackbirds in disease transmission has been of concern. Unfortunately fear systematic and quantitative studies have been carried out that bear on this issue. We review the extant literature on zoonoses and pathogens of agricultural concern where there is documented evidence for the involvement of blackbirds and starlings. It is clear that blackbirds can exacerbate levels of risk for failures in agricultural biosecurity and human health. To what degree these levels of risk are raised is largely unknown and should be the focus of future studies because …

A Review Of Pathogens Of Agricultural And Human Health Interest Found In Canada Geese, Larry Clark Jan 2003

A Review Of Pathogens Of Agricultural And Human Health Interest Found In Canada Geese, Larry Clark

United States Department of Agriculture Wildlife Services: Staff Publications

The roles that waterfowl in general, and Canada geese in particular, have in the dissemination and transmission of viral and bacterial diseases of human or agricultural importance are covered in this review. In addition to the biological information about the etiology of the disease, economic impacts and zoonotic potential of viral and bacterial pathogens are considered. In most cases existing evidence suggests the importance of waterfowl in disease dissemination and transmission, however, definitive data are often lacking, indicating the need for more directed studies before quantitative risk assessments can be made. Finally, a brief assessment of management options is considered.

Managing Common Nighthawks At Mcconnell Air Force Base, Kansas, To Reduce Aircraft Strikes, John L. Cummings, Patricia A. Pipas, James C. Luchsinger, James E. Davis Jr., Michael J. Pipas, Jean B. Bourassa

United States Department of Agriculture Wildlife Services: Staff Publications

McConnell Air Force Base (AFB) experiences a unique bird/aircraft hazard problem with migrating common nighthawks from August to October. Nighthawks are the most commonly struck species at McConnell AFB, representing about 38% of reported bird/aircraft strikes. During August and September, nighthawks represented 82% of the bird strikes found on the airfield. Approaches for managing nighthawks on and around airfields are limited because of the night environment, logistics and an incomplete understanding of nighthawk behavior. We determined the number of nighthawks using McConnell AFB and associated foraging, loafing and roosting areas, analyzed their food habits, and developed a translocation management strategy …

Potential Chemicals To Manage Llght Goose Populations, John Cummings, Pete Poulos Jan 2003

Potential Chemicals To Manage Llght Goose Populations, John Cummings, Pete Poulos

United States Department of Agriculture Wildlife Services: Staff Publications

Over-abundant light geese are having long-term negative effects on the Arctic tundra ecosystem. Significant damage to native plants, increases in soil degradation and impacts on bird communities are likely to be the main consequences (Batt 1998). The extent of which over-abundant light geese reduce food and cover for other wildlife on wintering grounds and migration routes is not well documented, although anecdotal observations suggest that light geese could compete with wintering waterfowl for food, i.e. Louisiana rice fields (J. L. Curnmings, National Wildlife Research Center, personal observation).

Efficacy Of Zinc Phosphide For Controlling Norway Rats, Roof Rats, House Mice, Peromyscus Spp., Prairie Dogs And Ground Squirrels: A Literature Review (1942-2000), John D. Eisemann, Brett E. Petersen, Kathleen A. Fagerstone Jan 2003

Efficacy Of Zinc Phosphide For Controlling Norway Rats, Roof Rats, House Mice, Peromyscus Spp., Prairie Dogs And Ground Squirrels: A Literature Review (1942-2000), John D. Eisemann, Brett E. Petersen, Kathleen A. Fagerstone

United States Department of Agriculture Wildlife Services: Staff Publications

Zinc phosphide has been used as a control agent for commensal rodents for over 60 years. Studies utilizing zinc phosphide as a population control agent were gathered and summarized to determine its efficacy when baiting the Norway rat, roof rat, house mouse, Peromyscus spp., prairie dog and ground squirrel. Efficacy information was abundant for rats, squirrels, and prairie dogs. However, efficacy data for baiting mice with zinc phosphide was limited. Overall the data show that in both laboratory and field testing, control levels of greater than 70% can be achieved for commensal rodent pests. Bait acceptance appeared to be …
