Progressivist Origins Of The 2003 California Gubernatorial Recall, Kira L. Klatchko Dec 2003

Progressivist Origins Of The 2003 California Gubernatorial Recall, Kira L. Klatchko

ExpressO

Progressivist Origins of the 2003 California Gubernatorial Recall, was written in Sacramento in the midst of the first statewide recall of an elected official in California. The paper explores the nature of the recall procedure and its implementation in the state, and is chiefly an inquiry into the relatedness of the current incarnation and its Progressivist root. It focuses particularly on the recall of Governor Gray Davis, and details how shifting attitudes towards public participation have altered the procedure over time.

The Concept Of Social Exclusion And Rural Development Policy, F. Dale Parent, Bonnie L. Lewis Dec 2003

The Concept Of Social Exclusion And Rural Development Policy, F. Dale Parent, Bonnie L. Lewis

Journal of Rural Social Sciences

Since the early 1970s rural research and public education programs have been intensified in efforts to improve living conditions and strengthen community life in rural America (Southern Perspectives 2000). During much of the 1990s, the nation, including the rural South, experienced a growing economy, a booming stock market, and declining unemployment rates (Gibbs 2001). However, many serious social problems traditionally associated with the rural South remain to this day (Gibbs 2001). This paper introduces the concept of social exclusion, used extensively in European countries and now part of the European Union's official lexicon. Social exclusion is defined as the process …

New Opportunities For Social Research On Forest Landowners In The South, John Schelhas, Robert Zabawa, Joseph J. Molnar Dec 2003

New Opportunities For Social Research On Forest Landowners In The South, John Schelhas, Robert Zabawa, Joseph J. Molnar

Journal of Rural Social Sciences

Many of the issues of importance to forest management and policy have important social components. Yet, in the South, social research on forests has lagged behind economic and biophysical research. In this paper we identify some important new opportunities for social research on forests in the South, focusing on non industrial private forests because they represent the majority of the South's timberland. We identify six important areas for social research. One, research on diversity of forest land owners and how different landowners relate to and use their forests. Two, social relationships of forest landowners, including household and family structure and …

Public Interests In Private Property: Conflicts Over Wood Chip Mills In North Carolina, Sarah T. Warren Dec 2003

Public Interests In Private Property: Conflicts Over Wood Chip Mills In North Carolina, Sarah T. Warren

Journal of Rural Social Sciences

The controversy over chip mills in North Carolina is part of a larger public discussion of forest policy throughout the southern Appalachians, Ozarks, and Ouachitas. Chip mills have become a symbol of forest resource exploitation in the southern Appalachians, and many studies and commissions have been established for analysis of the conflict. In this paper I describe the tensions that have arisen between new public views of appropriate property use and more traditional views of natural resource use. Based on the results of a social impact assessment conducted in the summer of 1999 as part of a broader study on …

Public Perceptions About Biotechnology, Don E. Albrecht Dec 2003

Public Perceptions About Biotechnology, Don E. Albrecht

Journal of Rural Social Sciences

Biotechnology represents a new generation of scientific and technological advancements and has the potential to result in profound changes in twenty-first century agriculture. Since the general public are the consumers of biotechnology products, public acceptance is vital. This article presents the results of a survey of a random sample of Texas residents on two significant issues. First, to what extent is the general public supportive of biotechnology, and second, are there some segments of the population that are more supportive of biotechnology than other segments. Survey results make it apparent that the Texas general public has a clear mandate about …

Prosecuting Martha: Federal Prosecutorial Power And The Need For A Law Of Counts, Michael L. Seigel, Christopher Slobogin Dec 2003

Prosecuting Martha: Federal Prosecutorial Power And The Need For A Law Of Counts, Michael L. Seigel, Christopher Slobogin

UF Law Faculty Publications

Martha Stewart's case illustrates a wide variety of prosecutorial decision-making. We have defended the U.S. Attorney's decision to investigate and prosecute Stewart, but called into question the further decision to charge her with five counts. As a way of curtailing the redundant charging phenomenon, which is widespread, we have suggested that the courts develop a law of counts to cabin prosecutorial charging discretion. Thus, our proposal to create a law of counts would not require prosecutors to act against their short- or long-term interests. Rather, it would be implemented by judges using the interpretive method, without going so far as …

Hdl Implementation Of A Controller Area Network Node, Anthony Richard Marino

Theses and Dissertations

With increasing technology inside automobiles, especially law enforcement vehicles, there is a growing need for centralized wiring and device interconnection methods. Each new technology, such as GPS navigation units and in-vehicle video systems, includes a corresponding wiring harness that needs installation. The summation of all these hardwired technologies leads to large volumes of wire that negatively affect safety, power demands, and future design opportunities. A new trend among automotive manufacturers is to design and implement innovative networks that allow for shared communications between technologies.

This thesis presents the design, development, and implementation of an in-vehicle network that will centralize connections …

In addition, ERLAC members worked with area newspapers to write and print eleven articles highlighting aspects of the river and the watershed.

A Review Of Color Vision In White-Tailed Deer, Kurt C. Vercauteren, Michael J. Pipas Dec 2003

A Review Of Color Vision In White-Tailed Deer, Kurt C. Vercauteren, Michael J. Pipas

United States Department of Agriculture Wildlife Services: Staff Publications

A better understanding of the color vision abilities of white-tailed deer (Odocoileus virginianus) helps to determine how these animals interpret their environment. We review and summarize the literature related to the color vision abilities of white-tailed deer. Physiological measurements using advanced techniques such as molecular genetics, electroretinography, and electron microscopy have demonstrated conclusively that whitetailed deer possess the anatomical requisites for color vision. Operant conditioning techniques employed in pen studies using trained cervids confirm that deer see color. The eyes of white-tailed deer are characterized by 3 classes of photopigments: a short-wavelengthsensitive cone mechanism, a middle-wavelength-sensitive cone mechanism, …

La Segregación Étnica En Contexto: El Caso De La Educación En Vallecas—Puente De Vallecas, David Poveda

Education Policy Analysis Archives (EPAA)

This article presents an ethnographic analysis of the social conditions and ideological processes that help understand how students are distributed unequally between private and public schools on the basis of their ethnicity. To do so, it examines the form these mechanisms adopt in a particular area of Madrid (Spain): Vallecas-Puente de Vallecas. This part of the city has undergone dramatic social changes during the last fifty years and has a very intense social history in Madrid. Currently, it shows a high degree of ethnic segregation between schools depending on their status (public vs. ‘private-concerted’). ...

Wind Scatterometry With Improved Ambiguity Selection And Rain Modeling, David W. Draper Dec 2003

Wind Scatterometry With Improved Ambiguity Selection And Rain Modeling, David W. Draper

Theses and Dissertations

Although generally accurate, the quality of SeaWinds on QuikSCAT scatterometer ocean vector winds is compromised by certain natural phenomena and retrieval algorithm limitations. This dissertation addresses three main contributers to scatterometer estimate error: poor ambiguity selection, estimate uncertainty at low wind speeds, and rain corruption. A quality assurance (QA) analysis performed on SeaWinds data suggests that about 5% of SeaWinds data contain ambiguity selection errors and that scatterometer estimation error is correlated with low wind speeds and rain events.

Ambiguity selection errors are partly due to the "nudging" step (initialization from outside data). A sophisticated new non-nudging ambiguity selection approach …

Background

Riboflavin synthase catalyzes the transformation of 6,7-dimethyl-8-ribityllumazine into riboflavin in the last step of the riboflavin biosynthetic pathway. Gram-negative bacteria and certain yeasts are unable to incorporate riboflavin from the environment and are therefore absolutely dependent on endogenous synthesis of the vitamin. Riboflavin synthase is therefore a potential target for the development of antiinfective drugs.

Results

A cDNA sequence from Schizosaccharomyces pombe comprising a hypothetical open reading frame with similarity to riboflavin synthase of Escherichia coli was expressed in a recombinant E. coli strain. The recombinant protein is a homotrimer of 23 kDa subunits as shown by sedimentation equilibrium …
