The Federal Highway Administration (FHWA) requires state transportation agencies to submit a biennial report on local highway finances. The purpose of these reports is to provide FHWA with the data it needs to capture the financing of highway activities at the local level. Based on this information, it can identify trends in revenue, expenditures, investments, and program development, and in turn make decisions about future investments. The report, FHWA-536, asks agencies to report on four areas of local highway finance: 1) disposition of highway-user revenues; 2) revenues used for roads and streets identified by source and funding type; 3) road …

The U.S. government maintains a vast amount of personally-identifiable information on millions of American citizens. Much of this information is contained in electronic databases maintained by federal agencies. Various Freedom of Information Act (FOIA) requesters, such as journalists, marketers, and union organizers seek this information for different purposes including investigative reporting and targeted solicitations. These kinds of uses are known as "derivative uses" because this government-compiled information is requested for purposes other than the official purposes for which the information was originally gathered. These and other derivative uses of personally-identifiable information often implicate privacy concerns. Conversely, restrictions on public access …

Diversity Matters: Race, Gender And Ethnicity In Legal Education., Nancy E. Dowd, Kenneth B. Nunn, Jane E. Pendergast

This Article presents more evidence of the inequality that persists in legal education for students. Based on a survey of University of Florida law students conducted in 2001, this study reaffirms the existence of differential experience and an inegalitarian culture in legal education. However, it also demonstrates the importance of diversity and the recognition by a significant majority of students of the value of race and gender pluralism. These competing findings provide a clear guide to the future direction of legal education.

The relationship of hardiness to career transition resources was examined. Hardiness scores were obtained through the use of the Cognitive Hardiness Scale (CHS)(Nowack, 1996) and transition resources were measured by the Career Transitions Inventory (CTI) (Heppner, Multon, & Johnston, 1994). The study included 120 male and female adult participants from multiple settings (primarily from a local university, technical college, and job agency) who had a career transition in the last 15 months. Most participants had experienced multiple career-related changes. Coping With Stressful Situations: The Use Of Humor As A Preventative Coping Mechanism For Preceived Stress In Public Speaking, Randall J. Smies

This study attempted to determine the effects of using a humorous intervention as a preventative coping mechanism to lower the perceived stress that can be associated with public speaking. Further, it examined the effects that the humorous intervention would have on both the perceived self-efficacy for the current public speaking and for future public speaking situations. It was hypothesized that a humorous intervention administered before an actual stressful situation in an individual's life would lower stress and also increase their perceived self-efficacy regarding the stressor in the present and in the future.

Ethical Issues In Defending A Terrorism Case: How Secrecy And Security Impair The Defense Of A Terrorism Case, Joshua L. Dratel

The article discusses the unique ethical and legal challenges faced by criminal defense attorneys in terrorism cases, particularly highlighting the impact of Special Administrative Measures (SAMs), the Foreign Intelligence Surveillance Act (FISA), and the Classified Information Procedures Act (CIPA). These laws and regulations, expanded post-September 11, 2001, create significant barriers to effective representation, undermining the attorney-client relationship and constitutional protections. The article emphasizes how these measures not only complicate terrorism cases but also risk bleeding into other areas of criminal law, eroding civil liberties more broadly.

In this 2003 publication, the authors comprehensively review and analyze the telecommunications regulatory structure of five nations that have achieved some success in promoting competition in telecommunications markets. The authors engage in this analysis in order to evaluate the use of telecommunications sector-specific regulation versus more general, economywide antitrust regulation to accomplish specific goals related to promoting competition and efficiency in the provision of telecommunications services. As a result of the recent telecommunications industry slowdown and the rise of globally integrated communications networks, mergers and acquisitions have become a commonplace occurrence throughout the developed world. In this article, Calvin Goldman, Michael Piaskoski and Ilene Gotts review recent merger and acquisition activity and discuss how the decisions to allow or deny “M&A” are viewed by regulatory agencies in the United States, the European Union, and Canada. New technological devices which allow consumers to skip commercials are driving corporations to engage in alternative advertising. The development of more “organic” methods of integrating products into the content of television programs makes those advertisements much more difficult to detect. As it becomes more difficult to divorce the product being sold from the content of the program, it also becomes more difficult to determine whether or not an advertisement actually exists. Hypertension is one of the major contributors to cardiovascular, renal and central nervous system morbidity and mortality. Although it is more prevalent in the adult population, hypertension and its sequelae are being seen in the pediatric population with increasing frequency. Blood pressure (BP) is not a static phenomenon. It is highly variable, changing constantly in response to various activities, stimuli, and stresses. OBJECTIVE: To study the incidence and time trends of gestational trophoblastic disease in the Kingdom of Saudi Arabia (KSA). METHODS: A retrospective study of medical records of 64,762 pregnancies registered and treated at Security Forces Hospital, Riyadh, KSA, from January 1988 through to December 1998. RESULTS: Fifty-nine cases of hydatidiform mole (36 complete hydatidiform mole (CHM) and 23 partial hydatidiform mole (PHM) and 2 cases of choriocarcinoma were observed, out of 64,762 pregnancies registered at Security Forces Hospital, Riyadh, KSA, during an 11 year period. The temporal trends exhibited significant reduction in the incidence of GTD during the study period. …

OBJECTIVE: To identify the cause, methods of diagnosis and management of malignant biliary strictures in our institution and compare with studies from other communities. METHODS: From March 1998 through to August 2002, we reviewed 1000 files of patients who underwent endoscopic retrograde cholangiopancreatography (ERCP) at the Gastroenterology unit, King Khalid University Hospital in Riyadh, Kingdom of Saudi Arabia for malignant biliary strictures (MBS). Clinical, laboratory data, method of diagnosis and management were recorded. RESULTS: Seventy-two patients (72/1000) with MBS were encountered. OBJECTIVE: The objective is to correlate the symptoms of gastroesophageal reflux with the results of esophageal reflux with the results of esophageal pH metry in asthmatic patients. OBJECTIVE: To review clinicopathological features of all cases diagnosed as idiopathic granulomatous lobular mastitis (IGLM) in our hospital and compare them with other data from the Kingdom of Saudi Arabia. METHODS: Reports of all breast specimens received in histopathology laboratory in Qatif Central Hospital, Kingdom of Saudi Arabia over a 14 year period (1988 through to 2002) were collected and those diagnosed as IGLM were selected for analysis of both pathological material and clinical data. The aim of this study was to measure some of the variable parameters of canine pelvic bones and to make a comparision between the sexes. Eighteen variable measurements of pelvic bones from 34 adult dogs (18 female and 16 male) were studied. The results showed that the variable parameters of pelvic bones in the male dogs were higher than those found in females except for four variables which were the conjugate diameter (C), the length of the pubis (LP), the distance between the iliac crests at their most lateral points (IC) and the shortest distance from the middle of the …

A Scanning Electron Microscope Study On Porcine Zona Pellucida Stored In A Salt Solution For Different Periods Of Time, Adisorn Adirekthaworn, Kriengyot Sajjarengpong, Bangon Wattanaaumpi, Wimon Pothiwong, Mongkol Techakumphu
The Thai Journal of Veterinary Medicine
The scanning electron microscope features of the zona pellucida of immature porcine oocytes, preserved in hypertonic salt solution, for 7, 14, 28 and 56 days, were compared with the features of fresh immature oocytes. The outer zona pellucida layer showed two principal patterns. The first showed a network, with a spongy appearance and containing numerous pores, while the other had a more compact and smooth structure, with fewer pores. The diameter and the number of outer pores within a 100 μm2 area was evaluated. The mean diameters were 0.55±0.40, 0.47±0.32, 0.42±0.26, 0.40±0.26 for the 7D, 14D, 28D and 56D salt-stored …
