Cost-Effectiveness Of Targeted Reemployment Bonuses, Christopher J. O'Leary, Paul T. Decker, Stephen A. Wandner Aug 2003

Cost-Effectiveness Of Targeted Reemployment Bonuses, Christopher J. O'Leary, Paul T. Decker, Stephen A. Wandner

Upjohn Institute Working Papers

Targeting reemployment bonus offers to unemployment insurance (UI) claimants identified as most likely to exhaust benefits is estimated to reduce benefit payments. We show that targeting bonus offers with profiling models similar to those in state Worker Profiling and Reemployment Services systems can improve cost effectiveness. Since estimated average benefit payments do not steadily decline as the eligibility screen is gradually tightened, we find that narrow targeting is not optimal. The best candidate is a low bonus amount with a long qualification period, targeted to the half of profiled claimants most likely to exhaust their UI benefit entitlement.

Fall Calving In The Intermountain West, Dale R. Zobell, Craig Burrell, Darrell Rothlisberger, Eleanor Jenson

All Current Publications

Fall calving has been practiced by beef producers for many years, although in small numbers relative to spring calving. The spring calf crop has been a traditional event for most beef producers and probably will continue to be. There are distinct advantages, however, to fall calving which producers could take advantage of. The potential for higher conception and weaning rates, price premiums and the elimination of calf scours are among the reasons some beef producers have switched from spring calving their herd to fall calving.

The case study draws from ethnographic data collected through a range of methods, including personal narratives, focus groups, interviews, household surveys, conversations, and participant observations. Central to this analysis is the role that social change plays in mediating and shaping residents’ worries, and perceived vulnerabilities within this particular economic and cultural context. Furthermore, the …

The Effect Of Alcohol On Women’S Detection Of Risk In A Date Rape Analogue, Marci Marroquin Loiselle

Next, the author confronts the question of why delay occurs, including several contributing factors, such as a lack of specific guidelines based on a child’s sense of …
