Brief Of Ohio School Boards Ass'n Et Al. As Amici Curiae In Support Of Petitioners, Derolph V. State, No. 03-245 (U.S. Filed 2003), Tracy A. Thomas, Stephen W. Funk

Con Law Center Amicus Briefs

This case presents the issue of the Ohio Supreme Court’s violation of the Due Process Clause of the Fourteenth Amendment by denying an adequate remedy to successful plaintiffs in a school funding case. In five decisions in the case of DeRolph v. Ohio from 1997 to the present, the Ohio Supreme Court has declared that Ohio’s school funding system is unconstitutional and ordered the state legislature to fix the funding system pursuant to an affirmative, structural injunction.2 To date, however, the state has continually refused to comply with the Ohio court’s injunction by making the required changes in the school …

A Fully Bayesian Approach For Combining Multilevel Failure Information In Fault Tree Quantification And Corresponding Optimal Resource Allocation, M Hamada, H. F. Martz, C S. Reese, T. Graves, Valen Johnson, A. G. Wilson Sep 2003

A Fully Bayesian Approach For Combining Multilevel Failure Information In Fault Tree Quantification And Corresponding Optimal Resource Allocation, M Hamada, H. F. Martz, C S. Reese, T. Graves, Valen Johnson, A. G. Wilson

The University of Michigan Department of Biostatistics Working Paper Series

This paper presents a fully Bayesian approach that simultaneously combines basic event and statistically independent higher event-level failure data in fault tree quantification. Such higher-level data could correspond to train, sub-system or system failure events. The full Bayesian approach also allows the highest-level data that are usually available for existing facilities to be automatically propagated to lower levels. A simple example illustrates the proposed approach. The optimal allocation of resources for collecting additional data from a choice of different level events is also presented. The optimization is achieved using a genetic algorithm.

Use Of Frightening Devices In Wildlife Damage Management, Jason M. Gilsdorf, Scott E. Hygnstrom, Kurt C. Vercauteren Sep 2003

Use Of Frightening Devices In Wildlife Damage Management, Jason M. Gilsdorf, Scott E. Hygnstrom, Kurt C. Vercauteren

United States Department of Agriculture Wildlife Services: Staff Publications

Wildlife is often responsible for causing extensive damage to personal property, human health and safety concerns, and other nuisance problems because of their feeding, roosting, breeding, and loafing habits. Frightening devices are tools used in integrated wildlife damage management to reduce the impacts of animals, but the effectiveness of such devices is often variable. An animal’s visual and auditory capabilities affect how the animal will respond to a stimulus. Frightening devices include pyrotechnics, gas exploders, effigies, lights, lasers, reflective objects, guard animals, bioacoustics, and ultrasonic devices. We examined scientific literature on the use of frightening devices to reduce bird and …
