Beyond The Property Tax: Local Government Revenue Diversification, John R. Bartle, Carol Ebdon, Dale Krane

Local governments in the U.S. rely less on the property tax than they have historically. This long-term trend has been accompanied by important shifts in the composition of local revenues. While the property tax still serves as one primary source of local government revenue, increasingly other sources are used to pay for local government. This paper first examines that trend, the forces behind it, and its regional impact. We then explore trends in three central states- Iowa, Nebraska, and Arkansas -- that have experienced substantial revenue shifts in recent years. A concluding section discusses the options for the future.

Are states effectively managing contracting and procurement activities? Are they striking the right balance between central administrative control and empowerment through delegation? How effective is training and monitoring? How do these practices compare to the principles of best practice? What role will information technology play in the future for procurement and contracting? As part of the Government Performance Project, budget, procurement, and contracting managers in 48 states were surveyed, providing descriptions of their procurement and contracting practices. This project will help young people to understand the characteristics that make individuals “heroes.” In learning about César E. Chávez’s life and values, students will learn about history, self determination, help for the needy, and actions that promote equity and justice. They will develop a sense of what it means to contribute to society and how they may make a difference. Students will also identify ways in which they can incorporate these characteristics into their own lives and recognize heroes in their community. Participation in the Chávez inspired service-learning project will promote academic learning, civic responsibility, and personal/social development.

With his proclamation in 1998 that "IT is India's tomorrow", Prime Minister Vajpayee captured a vision of a 21st century India substantially different from that of the previous century, with its high levels of poverty, bloated bureaucracies, and protectionist policies. He envisioned the new India as a major IT power, fully integrated with the global economy, bringing about substantial domestic and international benefit. The Internet is a key to this vision, both as an enabler of technology-based change, and as an indicator of the vision's fulfillment.

One of the major challenges facing the pharmaceutical industry is the control of the amount of trace contaminants during the manufacture of organic substances. Lowering the level of contamination improves the quality of the product and reduces possible side effects.

One of the main techniques used to detect trace contaminants is UV-VIS spectroscopy, where the unique absorption fingerprint of a chemical reveals its presence. UV-VIS absorption is based upon the Beer-Lambert Law. This Article focuses upon a persistent problem of the nonprofit sector--its lack of accountability to the public. Director, officer, and organizational responsibilities will be analyzed. Past and current approaches to secure accountability of charitable assets will be discussed, and a proposal for improving charitable accountability will be suggested through the creation of public-private charity commissions at the state level under the aegis of the attorney general.

Objective: The importance of bidirectional cavopulmonary anastomosis for palliation of complex cyanotic con-genital heart disease is widely recognized. This study was conducted to highlight our surgical experience withthis procedure in a developing country.
Methods: A retrospective study was conducted using medical records at the Aga Khan University Hospital,Karachi, Pakistan. Clinical findings at presentation, anatomical defects seen on transthoracic echocardiography,pre-operative McGoon index, cardiopulmonary bypass time, use of cardioplegia,post-procedure oxygen satura-tions and complications were evaluated.
Results: A total of 8 patients underwent bidirectional cavopulmonary anastomosis. There were 6 males (75%)and 2 females (25%). Ages and weights atoperation averaged 5.7 ± 3.7 …

Recently there has been a considerable amount of pressure to accelerate consumer access to generic drugs, which are significantly less expensive than their brand-name counterparts. One way to bring generic drugs on to the market sooner is through revision of the existing law relating to pharmaceutical patents. This iBrief describes recent regulatory changes to the Drug Price Competition and Patent Term Restoration Act (the Hatch-Waxman Act), which governs the patenting process for new drug products, as well as current legislative efforts to speed generic access through Hatch-Waxman reform. Dementia is not a natural and normal part of aging, but rather a symptom of a disease process. Most individuals with dementia experience emotional distress or behavioral problems best summed up by the term agitation. Approximately 90% of individuals with dementing illnesses demonstrate problem behaviors ranging from repetitive verbalizations and wandering to verbal and physical aggression toward self or others. Each evening thousands of older adults in the community and in institutions become agitated, restless, and confused and begin to wander about or scream. The dynamic response of a cracked Jeffcott rotor passing through the critical speed with constant acceleration is investigated analytically and numerically. The nonlinear equations of motion are derived and include a simple hinge model for small cracks and Mayes' modified funciton for deep cracks. The equations of motion are integrated in the rotating coordinate system. The angle between the crack centerline and the shaft vibaiton (whirl) vector is used to determine the clsoing and opening of the crack, allowing one to study the dynamic response with and without the rotor weight dominance. This paper shows that robustness analysis is a technique with a potential for aiding decision makers in choosing transportation investment projects. In this paper, it has been demonstrated that it can be successfully used in urban transportation planning in conjunction with urban travel demand software. The robustness analysis procedure emphasizes the need, under conditions of uncertainty, to make early decisions in a time-phased sequence, while preserving future options that currently seem attractive. The results of the robustness analysis from the case study used in this paper indicate that the method is simple to understand, easy to use, minimizes future surprises …
