The second of two papers on the general topic of public disability and health benefits, this background paper lays out some key issues confronting the Social Security Disability Insurance, Supplemental Security Income, Medicare, and Medicaid programs. It also discusses major initiatives to address those issues, in light of growing administrative, fiscal, and other problems.
Emergency And Medical Services. Funding. Telephone Surcharge. Initiative Constitutional Amendment And Statute.
Initiatives
Provides funding for emergency personnel training and equipment, reimbursement for uncompensated emergency physician care, uncompensated community clinic care, emergency telephone system improvements, and to hospitals for emergency services. Commission to administer physician funding. Funded by: Addition of 3% to surcharge rate on telephone use within California; portions of tobacco taxes; criminal and traffic penalties. Monthly cap of 50 cents on surcharge collected by residential service providers, but not cell phone or business lines. Excludes funding from government appropriations limitations, and telephone surcharge from Proposition 98's school spending requirements. Bridging Silos, Part I: Linkages Among The Di, Ssi, Medicare, And Medicaid Programs, Karen Matherlee

This paper, the first of two on the general topic of public disability and health benefits, centers on the fundamentals of the Disability Insurance and Supplemental Security Income programs and their relationships with Medicare and Medicaid. In addition to looking at the programs’ definitions, distinctions, and overlaps, it reviews the effects on them of the Ticket to Work and Work Incentives Improvement Act of 1999 and, to a lesser extent, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.

A Model For The Benefits Of Electronic Toll Collection System, Rajesh H. Chaudhary

Due to the degree of complexity related to measuring the advantage of establishing Electronic Toll Collection (ETC) systems, literature generally stops short of modeling an all-inclusive set of benefits of the system. In this research, a model that incorporates the impact on both the users and the society as a whole and evaluates the financial benefits over the lifespan of the ETC investment is developed.
Most of the values for the parameters used for calculating the benefits are taken from Federal Highway Administration (FHWA) and from similar studies conducted by transportation agencies, which is the setting that has motivated the …
