This paper is in response to an invitation from the Victorian Department of Education and Training to undertake a targeted review of effective teaching recruitment strategies. The paper provides a ‘snapshot’ of what is happening in other States and Territories and in selected countries overseas. The review is based mainly on information supplied by a small group of stakeholders (See Appendix 1) and derived from relevant printed and online resources. When Valentín de Foronda, Spain's new consul-general for the United States, disembarked in Boston in 1802, he did not linger in New England. Instead, he made his way first to New York and then to Philadelphia, from where he decided to oversee the expanding network of Spanish officials stationed up and down the North American coast. In doing so, Foronda not only followed in the footsteps of Bourbon predecessors, but also tacitly confirmed that U.S. trade with the Spanish Empire remained centered in the Pennsylvania port.

This study focuses on the merger process of Information Technology (IT) departments within local government. The research that exists indicates that local government mergers, in general, have a high rate of failure. In addition, the political, managerial, cultural, and behavioral aspects that impact these mergers are ignored. The importance of computers to the departments/agencies housed within local government has made the IT departments a critical part of the local government structure. The Prospect Of Multi-Level Voting In Post-Peace Accord Northern Ireland, Roger Mac Ginty

Peace and Conflict Studies

This article reviews the possibility of multi-level voting in Northern Ireland in the wake of the 1998 peace accord. Post-peace accord elections can act as powerful indicators of the fate of a peace. Using Reif and Schmitt’s framework of second-order elections, it finds some evidence of varying electoral behaviour according to the electoral arena. The article also uses original data from a major opinion survey to assess public attitudes towards the suite of governing institutions with powers in or over a devolved Northern Ireland. The Los Alamos National Laboratory (LANL) Risk Reduction and Environmental Stewardship Program monitors contaminants migrating off the 40 square mile, Department of Energy (DOE) site. While LANL has reported contaminated storm water running off the site after the wildfires of 2000, LANL has not reported any nuclear waste leaking into the Rio Grande. In Fall 2002 and Spring 2003, The RadioActivist Campaign (TRAC) joined a research team, collaborating with Concerned Citizens for Nuclear Safety (CCNS), to study the LANL bank of the Rio Grande. TRAC checked whether any radioactivity from LANL is already leaking into the Rio Grande at detectable …

In cooperation with the Human Relations Foundation of Chicago (HRF), CURL and the Jane Addams Hull House examined inequalities among racial and ethnic groups in Chicago. Drawing from a broad range of existing data sources, researchers documented areas of reduced inequality as well as other areas of persistent inequality.

Professors Hopkins and Hopkins review the impact of 9/11 as a symbol in American politics. Following the terrorist attacks, "9/11" became a simple reference condensing wide-ranging events and emotions. Various interpretations emerged about what caused "9/11" and enabled the attacks. The authors claim that 9/11 allowed US leaders to pursue certain policy prescriptions that otherwise would have been blocked. Among four possible prescriptions for responding to the attacks, the Bush administration chose a "praetorian" policy of preventive war, with Iraq as its first example. In the authors’ view, by pursuing an expansive but highly militarized response, the US has overlooked …

Removal of vegetation and subsequent erosion in karst regions such as central Kentucky or southeastern Alaska often leads to increased sedimentation in karst features such as caves and dolines. This sedimentation can impact the ground water by altering flow paths and the bio-geochemistry of the karst aquifer itself. Various methodologies have been used to obtain quantitative erosion and sedimentation rates for surface areas in karst and non-karst settings, but few quantitative studies have taken place in caves. Unpacking New Policing: Confessions Of A Former Neighborhood District Attorney, Alafair S. Burke

This Article attempts to reframe a burgeoning scholarly debate about the appropriateness of neighborhood self-governance as both a means to local crime control and a normatively worthy end in itself. On one side of the existing debate stands an emerging and influential group of "new discretion" scholars, who defend the delegation of discretion to police officers attempting to enforce social norms that are often ambiguous. These scholars argue that the support and involvement of so-called "communities" in such law enforcement efforts can be an adequate substitute for traditional judicial scrutiny of police discretion, particularly the prohibition against vague criminal laws. …

Long-distance dispersal (LDD) includes events in which propagules arrive, but do not necessarily establish, at a site far removed from their origin. Although important in a variety of ecological contexts, the system-specific nature of LDD makes "far removed" difficult to quantify, partly, but not exclusively, because of inherent uncertainty typically involved with the highly stochastic LDD processes. We critically review the main methods employed in studies of dispersal, in order to facilitate the evaluation of their pertinence to specific aspects of LDD research. Pelvic Sexual Dimorphism In A Metatherian, Didelphis Virginiana: Implications For Eutherians, Robert G. Tague

Eutherians give birth to relatively large infants. Females have larger pelves than males, though males typically have larger nonpelvic bones. Pelvic dimorphism is an adaptation for parturition. Metatherian females, who give birth to markedly small infants, should not show pelvic adaptations for parturition and should have smaller pelves than males. Adult females and males of the Virginia opossum, Didelphis virginiana, are compared. Males are significantly larger than females in absolute size for 14 of 16 pelvic and 8 nonpelvic measures. Sexes did not differ significantly for lower iliac length and posterior space of midplane. However, relative lengths for females are …

Policy-Making And Connections To Violence: A Case Study Of India, Marie Olson Lounsbery, Frederic S. Pearson

Peace and Conflict Studies

This paper explores the role of identity-based, or discriminatory, policy in facilitating the outbreak of ethnopolitical violence in India. A discriminatory policy is the merging of communal group identity with the state apparatus. It is argued that as the Indian government enacts policies beneficial or discriminatory to particular identity groups within the country, other groups feel threatened. Groups who feel disadvantaged by the policy may begin to fear for their own security and political interests motivating them to rebel. When focusing on Indian policy and ethnopolitical violence during the period 1945 to 2000, the authors find that, although there are …

This Article attempts to re-frame a burgeoning scholarly debate about the appropriateness of neighborhood self-governance as both a means to local crime control and a normatively worthy end in itself. Geosciences and Geological and Petroleum Engineering Faculty Research & Creative Works

Imaging of seismic velocity discontinuities along a 3000 km profile across central South America at 20°S suggests that the depth variations of the 410-km (d410) and 660-km (d660) discontinuities are closely associated with the high-velocity Nazca slab and juxtaposed low-velocity oceanic mantle beneath the slab. The mantle transition zone thickness ranges from 220 km in the oceanic mantle to 270 km in a 600-km-wide area occupied by the deflected Nazca slab. The slab deflection has also been suggested by previous studies of seismic tomography and seismicity. This 50 km difference in the thickness corresponds to a lateral temperature variation of …
