Ranked Set Sampling Based On Binary Water Quality Data With Covariates, Paul Kvam

A ranked set sample (RSS) is composed of independent order statistics, formed by collecting and ordering independent subsamples, then measuring only one item from each subsample. If the cost of sampling is dominated by data measurement rather than collection or ranking, the RSS technique is known to be superior to ordinary sampling. Experiments based on binary data are not designed to exploit the advantages of ranked set sampling because categorical data typically are as easily measured as ranked, making RSS methods impractical. In 1991, after the first Gulf War, the Marsh Arabs of southern Iraq rose up against the Hussein government, with U.S. encouragement. The rebellion failed; in retaliation the government embarked on a massive water diversion project to drain the wetlands. In 1970 the wetlands covered nearly 11,000 square kilometers; today they cover fewer than a thousand. The Marsh Arabs whose ancestors had lived in the wetlands for five thousand years were forced to flee; many died. The drainage of the wetlands was a deliberate and calculated act of genocide and ecocide. At the time, Iraq was a party to several …

Many local officials have the misguided belief that their utilization of land use regulation is greatly impeded by private rights to develop. However, land use regulations have a strong assumption of validity, with courts unlikely to overturn the regulations unless they are clearly erroneous or unreasonable or have no connection to a valid public interest. In addition to explaining development rights, this article provides the reader with insightful information on how local legislatures enact regulations while avoiding regulatory takings challenges.

Laboratory Studies Of Gas Permeability Of Frozen Soil, Qing Lin

A preliminary investigation on the gas permeability of frozen soil was conducted in this study. A unique low-temperature permeability testing system was designed and developed. Widely accepted standard procedures were followed to prepare soil samples. A number of experiments were conducted in a cold chamber with controlled temperature. The impact of several parameters upon the gas permeability of frozen soil was investigated. The experiment results indicated that among the parameters examined, moisture content had the most significant impact on the gas permeability of frozen soil and the effect of temperature was less significant than that of moisture content. Scientific studies and resident testimony suggest that urban residents in low-income and minority communities have been subject to an unequal burden of environmental pollution and inequitable environmental enforcement practices. A key component of the equitable development and implementation of environmental policies is the participation of citizens and community-based organizations in the policy process. Such participation rests upon equitable access to agency-generated environmental information and effective use of that information by citizens. This article focuses on the adoption of Internet technologies by environmental agencies as a mechanism for disseminating information and the implications for low-income and minority residents in urban communities. …
