Environmental Justice And Information Technologies: Overcoming The Information Access Paradox In Urban Communities, Wendy A. Kellogg, Anjali Mathur
All Maxine Goodman Levin School of Urban Affairs Publications
Scientific studies and resident testimony suggest that urban residents in low-income and minority communities have been subject to an unequal burden of environmental pollution and inequitable environmental enforcement practices. A key component of the equitable development and implementation of environmental policies is the participation of citizens and community-based organizations in the policy process. Such participation rests upon equitable access to agency-generated environmental information and effective use of that information by citizens. This article focuses on the adoption of Internet technologies by environmental agencies as a mechanism for disseminating information and the implications for low-income and minority residents in urban communities. …

Concerned Citizens for Nuclear Safety (CCNS)
Concerned Citizens for Nuclear Safety (CCNS) contracted with Bernd Franke, Catherine M. Richards, M.S., Steve Wing, Ph.D., and David Richardson, Ph.D. to investigate the following public health issues concerning LANL emissions:
• Historical and current emissions of radioactive materials from LANL (Los Alamos National Laboratory) operations into the air;

Global Demand For Certified Hardwood Products As Determined From A Survey Of Hardwood Exporters, Ellen E. Hrabovsky
Global Demand For Certified Hardwood Products As Determined From A Survey Of Hardwood Exporters, Ellen E. Hrabovsky
Graduate Theses, Dissertations, and Problem Reports (ETD)
United States hardwood exporters were surveyed to determine the current international markets for certified hardwood products (CHWP) and to document the experiences of hardwood exporters concerning CHWP and certification. There was a 42% response rate to the 265 mailed surveys. Twenty six percent of exporting companies received requests for CHWP. These requests represented <5% of the companies total export business. The experiences of the responding exporters parallels that reported in previously published studies. Willingness to pay a premium is low. Over half of the exporters indicated that customers will not pay any premium. Chain of custody issues are a major problem and the supply of certified hardwood lumber is small. Only large companies owning their own forests have no problem with certification, chain-of-custody documentation or supply. The markets remain predominantly niche markets centered in northern Europe. China is emerging as a major market for primary CHWP.

David, Goliath And The Beach Cleaning Machine: How A Small California Town Fought An Oil Giant—And Won! By Barbara Wolcott, Matt Brown
PEEL Alumni Scholarship
Wolcott’s book focuses on the small town of Avila Beach and how its citizens, upon learning that they were sitting on top of a large oil plume, fought to have Unocal, the company that had supported the town for so long, clean up the mess. At the center of the action are the lawyers and the bureaucrats who go up against the mighty corporation. The book describes how the environmental lawyers, the water experts, county and state politicians, state and county bureaucrats, the U.S. Army Corps of Engineers, the California Attorney General’s Office among others gathered their forces and used …

Water, Climate and Uncertainty: Implications for Western Water Law, Policy, and Management (Summer Conference, June 11-13)
The swollen creeks of Boulder, Colorado provided a fitting backdrop for the “Water, Climate and Uncertainty” conference at the Natural Resources Law Center of the University of Colorado in June 2003. Recognizing the importance of providing a forum for discussions between water managers, lawyers, policy makers, and scientists, Doug Kenney, the conference's organizer, assumed the responsibility of master of ceremonies, providing thoughtful transitions between speakers and sessions while throwing some humor into the mix. Under his direction, luminaries in the fields of science, law and policy engaged a wide range of issues related to the future of water management.

Reframing Involuntary Population Displacement And Resettlement—The Case Of The Palestinian Refugees: Causes, Consequences, And Prospects For An Impoverishment Process Reversal, Ariella Vraneski
Peace and Conflict Studies
The Palestinian refugees issue is at the core of the Arab-Israeli multi-faceted conflict. This paper relies on a study which investigated the multi-level complexity of the Palestinian refugees case to identify the causes and consequences, and some prospects for its resolution. The study analyzed and compared frames and narratives used by the different parties at several stages of the investigated case, and also integrated lessons from two kinds of involuntary migration. During the Israeli/ Arab peace process, a transformation from exclusionary narratives and one dimensional “either/ or” solutions into a multi-optional synergistic environment was evident. The parties’ frames changed again …

Get It Out Of My Backyard! Why We Need To Proactively Plan For “Sensitive” Uses, Tara A. Kelly
Get It Out Of My Backyard! Why We Need To Proactively Plan For “Sensitive” Uses, Tara A. Kelly
Master's Projects
Today’s planning literature is ripe with articles and books proclaiming the value of “Smart Growth” and to a lesser degree New Urbanism. Planning conferences*, magazines and websites repeatedly proclaim the need for planners and municipal leaders to adopt Smart Growth practices and New Urbanist design guidelines as they shape the futures of their regions.
Broadly, Smart Growth is a set of planning principles largely defined and popularized in reaction to what is seen as the failures of sprawling single-family development which has dominated post-World War II housing construction in the United States.
Smart Growth’s counterpart, New Urbanism, was developed primarily …

Making Growth Work For California’S Communities, Kenneth R. Schreiber

If the State of California government is to become a stronger advocate for transportation and land use policies that address growth patterns and related issues associated with community planning and development, it will be helpful for state policymakers, concerned professionals, and others involved in shaping California’s land use policies to have the clearest and most up-to-date understanding of existing efforts by local governments to improve and update planning methods; the status of, and attitude toward, innovation and change in the planning and community development profession; the extent to which local governments are incorporating new ideas and concepts into local plans …
