Book Review: The Many Faces Of Power: An International Law Response To Robert Kagan’S “Of Paradise And Power”, Jason G. Morgan-Foster

After summarizing the main points of Kagan’s book, the review responds to Kagan’s perception of power using the assumptions of international law, contrasting his definition of power to that of several international legal scholars. It then places Kagan’s realist approach in a broader context of international relations and international legal theory, beginning with a discussion of challenges to realism, and concluding with an examination of the growing body of “integrationist” literature which posits that the fields of international law and international relations are merging. In 1930 a young Dutch scholar named W.F. Wertheim published his J.D.-dissertation Aansprakelijkheid voor schade buiten overeenkomst (Extra-contractual liability for damage). This dissertation did not attract much attention, and the author himself hardly did any further research on its topic. Taking in mind the development of law-and-economics some decades later, however, the book is highly remarkable. Long before the modern economic analysis of law was to be developed in the United States, attention was paid to the preventive effects of liability law and its influence on the welfare of society. The present article proposes two step-down multiple testing procedures for asymptotic control of the family-wise error rate (FWER): the first procedure is based on maxima of test statistics (step-down maxT), while the second relies on minima of unadjusted p-values (step-down minP). A key feature of our approach is the test statistics null distribution (rather than data generating null distribution) used to derive cut-offs (i.e., rejection regions) for these test statistics and the resulting adjusted p-values. For general null hypotheses, corresponding to submodels for the data generating distribution, we identify an asymptotic domination condition for a null distribution under which the …

The present study attempts to provide a more thorough understanding of public attitudes toward capital punishment. Two theories are tested toward this end, utilizing a random sample taken from the jury pool in Hillsborough County, Florida.
First, An indirect test of reference group theory demonstrates the degree to which faith group, religiosity, and race affect public attitudes toward the death penalty. Surprisingly, there is little, albeit mixed, support for reference group theory as it attempts to explain attitudes toward capital punishment. Using the relationships between religion and capital punishment attitudes that we presumed would emerge from the test of reference …

A method is disclosed for forming an antenna and a radio frequency transponder. The method comprises the steps of (1) forming a paste comprising metal powder, polymeric material, and solvent; and (2) screening the paste through a screen onto a substrate. Additional steps couple electrical components to the paste and dry the paste.

Watermarking is becoming increasingly important for content control and authentication. Watermarking seamlessly embeds data in media that provide additional information about that media. Unfortunately, watermarking schemes that have been developed for continuous tone images cannot be directly applied to halftone images. Many of the existing watermarking methods require characteristics that are implicit in continuous tone images, but are absent from halftone images. With this in mind, it seems reasonable to develop watermarking techniques specific to halftones that are equipped to work in the binary image domain. Previous heat capacity estimators used in path integral simulations either have large variances that grow to infinity with the number of path variables or require the evaluation of first- and second-order derivatives of the potential. In the present paper, we show that the evaluation of the total energy by the T-method estimator and of the heat capacity by the TT-method estimator can be implemented by a finite difference scheme in a stable fashion. As such, the variances of the resulting estimators are finite and the evaluation of the estimators requires the potential function only. By comparison with the task of …

Most rural homes in South Dakota are served by an on-site, wastewater treatment system or septic system, but many rural residents do not have the basic information they need to properly operate and maintain their septic systems. There is often a sense of "out of sight, out of mind" when dealing with an on-site system. The purpose of this manual to provide the homeowner with that information. If an on-site system is to fulfill its intended function and properly treat wastewater, three items are necessary. A Novel Approach To Determine The Astronomical Vessel Position, Chih-Li Chen, Tien-Pen Hsu, Jiang-Ren Chang

In this paper, a novel approach based on the trigonometric equation solving technique is developed to solve the classical problem of celestial navigation. It is shown that this approach, namely, the simultaneous equal-altitude equations method (SEEM), can directly calculate the astronomical vessel position (AVP) without an additional graphical procedure. It is also found that the SEEM is not only simpler than the matrix method but is also more straightforward as compared with the spherical triangle method. In addition, aimed at the drawbacks of the intercept method, an improved approach with the new computation procedure is presented to plot the celestial …

In 2002, cash receipts from crop production in South Dakota totaled $1.76 billion, accounting for 38 % of all receipts of agricultural producers in the state (South Dakota Agricultural Statistics Service, 2003). The three most important crops grown in South Dakota are soybeans, corn, and wheat. In 2001, South Dakota ranked 8th in the production of corn and soybean and 9th in wheat production among the nation's crop producing states (South Dakota Agricultural Statistics Service, 2003). These three crops accounted for 86 % of all cash receipts from marketing crops in the state. Due to the state's reliance on grain …

Over the last few years, our group has been working on applications of secure coprocessors---but has been frustrated by the limited computational environment and high expense of such devices. Over the last few years, the TCPA (now TCG) has produced a specification for a trusted platform module (TPM)---a small hardware addition intended to improve the overall security of a larger machine (and tied up with a still-murky vision of Windows-based trusted computing). Nanocomposites result from combinations of materials with vastly different properties in the nanometer scale. These materials exhibit many unique properties such as improved thermal stability, reduced flammability, and improved mechanical properties. Many of the properties associated with polymer–clay nanocomposites are a function of the extent of exfoliation of the individual clay sheets or the quality of the nanodispersion. This work demonstrates that solid-state NMR can be used to characterize, quantitatively, the nanodispersion of variously modified montmorillonite (MMT) clays in polystyrene (PS) matrices. Though the view angle range of SPOT HRV is smaller as compared to those of NOAA AVHRR, EOS MODIS/MISR and ADEOS POLDER, numerous researchers had showed significant bi-directional effect of ground reflectance for decades. Currently, there's no existing normalization method of bidirectional reflectances for multitemporal SPOT images. In this study, a normalization scheme for multi-angular SPOT data is proposed. This scheme will correct both atmospheric and bidirectional effect for short-term multi-temporal SPOT data. Five SPOT images scanned within twelve days are used. The results show that the variation of trees reflectance to viewing zenith angle is very significant. The proposed …

As higher education transforms itself from a lecture-dominated enterprise to one that encourages active engagement by the students with the curriculum, librarians have a new avenue for inserting themselves into the educational mission of the university. At Purdue University, the libraries have been successful integrating problem-based learning activities into curricula in several departments. One of the most successful ventures at Purdue has been in the Earth and Atmospheric Sciences, where, in addition to our regular instructional presence, we have created ‘information labs’ in two courses so far, including the first year survey course taken by all EAS majors. The influence of tricalcium silicate content of cement on concrete durability has long been a topic of discussion in the literature. The objective of this investigation was to determine whether increasing tricalcium silicate content of cement has a negative effect on concrete sulfate durability. Several mill certificates were reviewed to select cements with similar tricalcium aluminate content and variable tricalcium silicate contents. Cements selected for this study were randomly labeled as cements C, D, D2, E, and P.

Strong Field Detachment Of A Negative Ion With Non-Zero Angular Momentum: Application To F-, M. V. Frolov, N. L. Manakov, E. A. Pronin, Anthony F. Starace

We apply our recently developed, model-independent quantum approach for intense laser detachment of a weakly bound electron to interpret a recent experiment on above-threshold detachment (ATD) of the F- ion. We find that the measured electron energies correspond to the “Keldysh part” of the ATD spectrum, just below the onset of our predicted rescattering plateau. Overall, our predicted ATD spectrum (using a scaled peak intensity and focal averaging) is in excellent agreement with the experimental data, except for certain structures observed for electron energies above 12.6 eV that we attribute to known two-electron resonances of F-.
