Assessment Of Real Data And Theoretical Issues In Extreme Aviation Environments, Peter I. Terrence, Richard D. Gilson, Peter A. Hancock Oct 2003

Assessment Of Real Data And Theoretical Issues In Extreme Aviation Environments, Peter I. Terrence, Richard D. Gilson, Peter A. Hancock

Journal of Human Performance in Extreme Environments

We investigated performance in extreme aviation situations using data recorded from actual in-flight emergencies that resulted in an accident. Response times to such sounds as alarms, auditory cues, and critical verbal statements were extracted from cockpit voice recorder (CYR) transcripts. Preliminary screening identified 14 CYR transcripts which permitted response time evaluation. Results from these selections showed crewmember response times ranging from 1 second to 41 seconds, with a mean and standard deviation of 9.57 s and 10.56 s, respectively. Despite the evident problems of sample size resulting in a positively skewed distribution and the limitations on the inferences drawn from …

Supporting Decision-Making In The Battlefield: Utility Of Multimedia Information Transmission, Sandro Scielzo, Adams Greenwood-Ericksen Oct 2003

Supporting Decision-Making In The Battlefield: Utility Of Multimedia Information Transmission, Sandro Scielzo, Adams Greenwood-Ericksen

Journal of Human Performance in Extreme Environments

In the theatre of war, environmental and workload factors (e.g., noise, time pressure) may dramatically overburden operator's cognitive processes. Well designed multimedia technology can successfully minimize both intrinsic (working memory capacity) and extrinsic (inefficient use of information) sources of cognitive load, thereby facilitating the decision-making process. These positive mediating effects of multimedia technology can occur during three distinct phases of human information processing: 1) during sensorial information acquisition, by filtering out unnecessary environmental noise and transferring information via context-dependent modalities; 2) during decision-making, by making critical task-relevant cues more salient; and 3) following response execution, by providing necessary feedback to …

Mitigating The Negative Effects Of Stress In Space Flight: Atransactional Approach, Haydee M. Cuevas Oct 2003

Mitigating The Negative Effects Of Stress In Space Flight: Atransactional Approach, Haydee M. Cuevas

Journal of Human Performance in Extreme Environments

The primary goal of this theoretical paper is to highlight how a transactional approach to investigating stressor effects during space flight can lead to a greater understanding of the complex processes by which humans adapt psychologically and physically to the adverse conditions encountered in this extreme environment.Transactional approaches conceptualize stress as occurring in the nature of the "transaction" (Le., interaction) between the individual and the stimulus environment, emphasizing the role of cognitive appraisal (Le., perceived ability to cope with the situation). Interventions that positively influence this cognitive appraisal process may, therefore, lessen the experience of stress and optimize human performance …

A Research Agenda For The United States Coast Guard, Krystal A. Bradley, Jeanne L. Weaver, Peter A. Hancock Oct 2003

A Research Agenda For The United States Coast Guard, Krystal A. Bradley, Jeanne L. Weaver, Peter A. Hancock

Journal of Human Performance in Extreme Environments

Historically, the United States Coast Guard has not been widely recognized as an armed force relative to those branches housed under the Department of Defense. However, the country's implementation of the Department of Homeland Security (DHS) has resulted in an increased awareness of the Coast Guard as a critical agency in the country's line of defense. In large part, this change has occurred because the Coast Guard has been incorporated as a part of DHS while previously the agency was housed under the Department of Transportation. Consequently, many problems relating to the day to day operations of the Coast Guard …

Assessing Extension Internal Organizational Needs Through An Action Research And Learning Process, Michael Havercamp, Elizabeth Christiansen, Deborah Mitchell Oct 2003

Assessing Extension Internal Organizational Needs Through An Action Research And Learning Process, Michael Havercamp, Elizabeth Christiansen, Deborah Mitchell

Journal of Extension

A participatory action research and learning process was used to carry out an internal needs assessment for a statewide Extension organization in a western United States land-grant institution. Focus groups, a written questionnaire, and employee feedback sessions were utilized as a means of identifying strategic organizational issues, needs, and resources that the organization would prioritize based on a 5-year time frame. The research and learning process, discussion of the results, limitations of the study, and implications for similar use of this process are discussed in this article.

A Survey-Based Model For Collecting Stakeholder Input At A Land-Grant University, Kathleen Dodge Kelsey, S Christian Mariger Oct 2003

A Survey-Based Model For Collecting Stakeholder Input At A Land-Grant University, Kathleen Dodge Kelsey, S Christian Mariger

Journal of Extension

The 1998 Farm Bill (AREERA) called for greater engagement of land-grant universities with the public by mandating stakeholder input when setting priorities. The study described here developed a model for collecting and implementing input from stakeholders. The researchers collaborated with the Cooperative Extension Service (CES). Data was collected from a randomly selected group of producers. Findings include data regarding producers' needs for services and preferred information sources. The model gives the CES a methodology for gathering input and stakeholders a voice at the program-planning table, increasing the likelihood that they will use research findings to improve practice.

Success Outcome Markers In Extension (Some): Evaluating The Effects Of Transformational Learning Programs, S Kay Rockwell, Ladeane Jha, Eileen Krumbach Oct 2003

Success Outcome Markers In Extension (Some): Evaluating The Effects Of Transformational Learning Programs, S Kay Rockwell, Ladeane Jha, Eileen Krumbach

Journal of Extension

Success outcome markers (SOMs), and the process of creating them, offer Extension a new approach to plan, monitor, and evaluate programs. Generating success outcome markers helps to carefully determine all partners (including beneficiaries) who may need to change to accomplish program goals and identifies steps to continuously track incremental successes. Hard-to-measure human behaviors become more concrete when success outcome markers are listed. To successfully use SOMs, one must (a) create a vivid and compelling vision, (b) list your WHOs, (c) write an outcome challenge for each WHO, and (d) determine SOMs. Then decide how to monitor and report on each …

A Longitudinal Study Of The Evolution Of Organizational Values Of Ohio State University Extension Educators, R Dale Safrit, Nikki L. Conklin, Jo M. Jones

Journal of Extension

A 2001 replication of a 1991 study investigated the evolution of OSU Extension organizational values. For almost a decade, the 1991 values were used by administrators for decision making and policy development. The authors used a census and Values Questionnaire to collect data. The authors identified 10 of the 12 original organizational values as current OSU Extension organizational values. The strength and stability of its organizational values may be both a source of continuity for OSU Extension during times of rapid social and fiscal change, as well as a source of frustration for leaders seeking to reshape the organization's culture.

The Neglected Value Of The Legislative Privilege In State Legislatures, Steven F. Huefner Oct 2003

The Neglected Value Of The Legislative Privilege In State Legislatures, Steven F. Huefner

William & Mary Law Review

Forty-three state constitutions contain a provision, analogous to the U.S. Constitution's Speech or Debate Clause (Article I, Section 6, Clause 1), granting state legislators a legal privilege in connection with their legislative work. While some of these states' provisions have never been applied, recent judicial interpretations in other states have departed from settled federal interpretations of the legislative privilege, failing to apply it broadly to protect the legislative process and instead unduly favoring ideals of open government. This Article defends the value of a broad constitutional privilege for state legislators to protect the integrity of the deliberative process, and presents …

The Effects Of A Modified Gantt Chart Depicting Schedule Risk, Joseph Allen Hope Oct 2003

The Effects Of A Modified Gantt Chart Depicting Schedule Risk, Joseph Allen Hope

Computational Modeling & Simulation Engineering Theses & Dissertations

The tools and methodologies used to manage projects continue to evolve. A popular project management tool for monitoring a project's schedule is the Gantt chart. The Gantt chart provides information about projected start and end times for each task of a project. A critical limitation of the Gantt chart, however, is its inability to depict uncertainty surrounding the project schedule, or project schedule risk. The present study investigated the effectiveness of three alternative formats for depicting schedule risk. The three presentation formats used were a table, a table with a traditional Gantt chart, and a table and a modified Gantt …

A Computer-Based Articulation Training Aid For Short Words (Cata), Mukund Devarajan Oct 2003

A Computer-Based Articulation Training Aid For Short Words (Cata), Mukund Devarajan

Electrical & Computer Engineering Theses & Dissertations

Several improvements in the vowel articulation training aid (VATA) are described, as well as the efforts to extend the visual feedback system to operate with short words in the form of consonant, vowel and consonant (CVC). The extended version of the visual feedback system is referred to as CATA (Computer-based Articulation Training Aid); the vowel version of the aid (VATA) only operates with ten American English monopthong vowels. Improvements in VATA include the use of a neural network (NN) recognizer method to prune a large database of vowel recordings to eliminate noisy and/or mispronounced tokens. The spectral jitter problem, previously …

Leadership Style And Performance In Telework: Examining The Influence Of Trust, Rebecca D. Vandever Oct 2003

Leadership Style And Performance In Telework: Examining The Influence Of Trust, Rebecca D. Vandever

Psychology Theses & Dissertations

The present study examines the relationship between leadership and performance for teleworkers. Secondary data analysis was used to examine the effects of the Full Range Leadership Theory on the task and contextual performance of 127 teleworkers. Moderated regression analyses show that affect-based trust only moderates the relationship between laissez-faire leadership and task performance. Mediation analyses show that affect-based trust partially mediates the relationship between all three types of leadership and two types of performance. This study shows that affect-based trust is an important element of the relationship between leaders and teleworkers. Future research should further examine the influence of trust …

It has been predicted that by 2025, two-thirds of the world's population will not have sufficient access to fresh drinking water to meet their basic needs.' Pollution, global climate change, unsustainable use, and a burgeoning worldwide population have compromised the security of existing water resources.2 Scarcity and inaccessibility are not merely specters of the future. Presently, 1.1 billion people lack clean drinking water, 2.4 billion are without water sanitation services,' and water shortages currently plague 450 million people in 29 countries.' In August of 2002, delegates to the United Nations Summit on Sustainable Development pledged to reduce the number of …

Status Of Taliban And Al Qaeda Soldiers: Another Viewpoint, Lawrence Azubuike Oct 2003

Status Of Taliban And Al Qaeda Soldiers: Another Viewpoint, Lawrence Azubuike

Connecticut Journal of International Law

September 11, 2001 has become a milestone in the annals of history. International law, especially on the use of force and laws of armed conflict, is now discussed with reference to the state of the law before and after that date. One of the quagmires which the events of that day thrust upon international law is how to categorize those involved in the armed conflict that directly resulted from the terrorist attacks. Conventional wisdom holds that Taliban soldiers can be treated as prisoners of war (POWs), while Al Qaeda soldiers cannot. The attitude of the United States has been a …
