Experimental Methods In Neuroscience: An Undergraduate Neuroscience Laboratory Course For Teaching Ethical Issues, Laboratory Techniques, Experimental Design, And Analysis, Adam C. Hall, Mary E. Harrington

Psychology: Faculty Publications

We have developed and recently taught a 200 level undergraduate course entitled, 'Experimental Methods in Neuroscience'. This is a required course in an increasingly popular Neuroscience major at Smith College. Students are introduced initially to issues of animal ethics and experimentation, and are familiarized with our Animal Care Facility. Using an open field and rotarod apparatus, and the elevated plus and Barnes mazes, they conduct behavioral testing of two strains of mice, C57/BL/6J and 129S1/SvImJ, known to exhibit distinct behavioral traits. The group then employs histological techniques to prepare brain sections for observing neuroanatomical variation between strains (for example, 129S1/SvImJ …

Ideological Voting On Federal Courts Of Appeals: A Preliminary Investigation, Cass R. Sunstein Sep 2003

Ideological Voting On Federal Courts Of Appeals: A Preliminary Investigation, Cass R. Sunstein

Public Law and Legal Theory Working Papers

For many decades, the United States has been conducting an extraordinary natural experiment: Randomly assigned three-judge panels on courts of appeals produce extensive evidence of the effect of judicial ideology on judges’ votes. If the political party of the appointing president is treated as a rough proxy for ideology, then it becomes possible to test three hypotheses: (a) a judge’s votes, in ideologically contested areas, can be predicted by the party of the appointing president; (b) a judge’s ideological tendency, in such areas, will be amplified if the panel has two other judges appointed by an appointing president of the …

The Arab League Boycott And Wto Accession: Can Foreign Policy Excuse Discriminatory Sanctions?, Eugene Kontorovich Sep 2003

The Arab League Boycott And Wto Accession: Can Foreign Policy Excuse Discriminatory Sanctions?, Eugene Kontorovich

Chicago Journal of International Law

This Article uses the occasion of Saudi Arabia's accession bid to examine whether GATT applies to trade restrictions imposed solely for foreign policy purposes. It finds that an exception for measures motivated by foreign policy would be inconsistent with the language, structure, usage, purpose, and history of GATT. However, some foreign policy-oriented boycotts could be sustained under specific GATT provisions, such as Article XXI's exceptions for national security. This Article then considers the implications of these findings for the WTO accession of nations, like Saudi Arabia, that adhere to the Arab League Boycott. While the discussion of the purported foreign …

United Nations Sanctions After Iraq: Looking Back To See Ahead, Christopher C. Joyner Sep 2003

United Nations Sanctions After Iraq: Looking Back To See Ahead, Christopher C. Joyner

Chicago Journal of International Law

The UN's thirteen-year-old sanctions regime against Iraq marked a watershed development in the application of economic coercion by the United Nations. These measures-the most extensive and most prolonged ever applied by the United Nations-became the most economically devastating on their targeted citizenry, as well as the most politically controversial among human rights advocates. Given these circumstances, it is useful to assess both the impact of these sanctions on the economy and society of Iraq and the lawfulness of Security Council sanctions application in light of international humanitarian law. From this analysis we should be able to gauge what implications flow …

India's Wto Challenge To Drug Enforcement Conditions In The European Community Generalized System Of Preferences: A Little Known Case With Major Repercussions For "Political" Conditionality In Us Trade Policy, Robert Howse Sep 2003

India's Wto Challenge To Drug Enforcement Conditions In The European Community Generalized System Of Preferences: A Little Known Case With Major Repercussions For "Political" Conditionality In Us Trade Policy, Robert Howse

Chicago Journal of International Law

The use of trade sanctions for broad foreign policy purposes has been a matter of longstanding controversy in the United States. Apart from questioning the effectiveness of such sanctions, and pointing out that they may have innocent victims (such as workers in oppressive regimes whose jobs are dependent on export opportunities), free traders often claim that sanctions violate the rules of the World Trade Organization ("WTO"). In fact, the General Agreement on Tariffs and Trade ("GATT"), the centerpiece of the WTO as far as trade in goods is concerned, does not put free trade above other political values and contains …

The Role Of The United States Military Lawyer In Projecting A Vision Of The Laws Of War, Kenneth Anderson Sep 2003

The Role Of The United States Military Lawyer In Projecting A Vision Of The Laws Of War, Kenneth Anderson

Chicago Journal of International Law

Over the years dealing professionally with US military lawyers on matters of the laws of war, I have often been struck by the following disjunction. On the one hand, the public attitude of career US military lawyers who deal with matters of the laws of war has typically been unapologetically lawyerly. By that, I mean an attitude which is strongly professional, in the sense of representing a client who happens to be the US government, deploying a body of technical law in a technical and narrowly legal way. Consistent with this markedly lawyerly attitude, the US military lawyer's legal language …

How To Collect A Sample From Your Deer Or Elk For Cwd Analysis, David Zeman Sep 2003

How To Collect A Sample From Your Deer Or Elk For Cwd Analysis, David Zeman

SDSU Extension Extra Archives

You can find out quickly if your deer or elk has chronic wasting disease (CWD). During the hunting season, the SDSU Animal Disease Research and Diagnostic Lab (ADRDL) at SDSU will provide results of testing for CWD of deer and elk within 72 hours of receiving a fresh (unfrozen) retropharyngeal lymph node. The test is highly accurate. Collect the sample in the field yourself or take the animal to a veterinarian for dissection. Specimens from the public must be forwarded to the ADRDL by a licensed veterinarian. Specimens can also be delivered directly to the lab on the SDSU campus …

Technology, Transformation, And New Operational Concepts, Elihu Zimet, Robert E. Armstrong, Donald C. Daniel, Joseph N. Mait Sep 2003

Technology, Transformation, And New Operational Concepts, Elihu Zimet, Robert E. Armstrong, Donald C. Daniel, Joseph N. Mait

Defense Horizons

Throughout history, technology has been central to warfare, often giving qualitative advantages to numerically inferior forces. Typically, the rate of technology development has been relatively slow and the introduction of new weapons systems even slower, which has allowed evolutionary development of operational concepts. Today’s accelerated pace of technology development no longer allows sequential development of operational concepts. In addition, the current global political environment has placed demands upon the military that range from engaging in major regional conflicts to stabilization, reconstruction and peacekeeping, all creating a continuous need for flexible, adaptive systems and new concepts of operation.

The first purpose …
