Legislative Bargaining And Incremental Budgeting, Dhammika Dharmapala Oct 2002

Legislative Bargaining And Incremental Budgeting, Dhammika Dharmapala

Economics Working Papers

The notion of 'incrementalism', formulated by Aaron Wildavsky in the 1960's, has been extremely influential in the public budgeting literature. In essence, it entails the claim that legislators engaged in budgetary policymaking accept past allocations, and decide only on the allocation of increments to revenue. Wildavsky explained incrementalism with reference to the cognitive limitations of lawmakers and their desire to reduce conflict. This paper uses a legislative bargaining framework to undertake a formal analysis of incremental budgeting. An exogenously chosen agenda setter proposes budgets and seeks to build coalitions to secure passage, over multiple periods. The central result is that …

Schools And Housing Markets: An Examination Of School Segregation And Performance In Connecticut, John M. Clapp, Stephen L. Ross Oct 2002

Schools And Housing Markets: An Examination Of School Segregation And Performance In Connecticut, John M. Clapp, Stephen L. Ross

Economics Working Papers

This paper examines the relationship between house price levels, school performance, and the racial and ethnic composition of Connecticut school districts between 1995 and 2000. A panel of Connecticut school districts over both time and labor market areas is used to estimate a simultaneous equations model describing the determinants of these variables. Specifically, school district changes in price level, school performance, and racial and ethnic compositions depend upon each other, labor market wide changes in these variables, and the deviation of each school district from the overall metropolitan area. The specification is based on the differencing of dependent variables, as …

The Congressional Budget Process And The Aggregate Level Of Spending, Dhammika Dharmapala Oct 2002

The Congressional Budget Process And The Aggregate Level Of Spending, Dhammika Dharmapala

Economics Working Papers

This paper analyzes whether the Congressional budget process (instituted in 1974) leads to lower aggregate spending than does the piece-meal appropriations process that preceded it. Previous theoretical analysis, using spatial models of legislator preferences, is inconclusive. This paper uses a model of interest group lobbying, where a legislature determines spending on a national public good and on subsidies to subsets of the population that belong to nationwide sector-specific interest groups. In the appropriations process, the Appropriations Committee proposes a budget, maximizing the joint welfare of voters and the interest groups, that leads to overspending on subsidies. In the budget process, …

Dynamic Effects Of Currency Depreciation On Stock Market Returns During The Asian Financial Crisis, Wenshwo Fang, Stephen M. Miller Oct 2002

Dynamic Effects Of Currency Depreciation On Stock Market Returns During The Asian Financial Crisis, Wenshwo Fang, Stephen M. Miller

Economics Working Papers

The current international integration of financial markets provides a channel for currency depreciation to affect stock prices. Moreover, the recent financial crisis in Asia with its accompanying exchange rate volatility affords a case study to examine that channel. This paper applies a bivariate GARCH-M model of the reduced form of stock market returns to investigate empirically the effects of daily currency depreciation on stock market returns for five newly emerging East Asian stock markets during the Asian financial crisis. The evidence shows that the conditional variances of stock market returns and depreciation rates exhibit time-varying characteristics for all countries. Domestic …

Nonparametric Measures Of Capacity Utilization: A Dual Approach, Subhash C. Ray Oct 2002

Nonparametric Measures Of Capacity Utilization: A Dual Approach, Subhash C. Ray

Economics Working Papers

This paper develops a nonparametric method of obtaining the minimum of the long run average cost curve of a firm to define its capacity output. This provides a benchmark for measuring of capacity utilization at the observed output level of the firm. In the case of long run constant returns to scale, the minimum of the short run average cost curve is determined to measure short run capacity utilization. An empirical application measures yearly rates of capacity utilization in U.S. manufacturing over the period 1968-1998. Nonparametric determination of the short run average cost curve under variable returns to scale using …

Ottoman Tax Registers (Tahrir Defterleri), Metin M. Cosgel Oct 2002

Ottoman Tax Registers (Tahrir Defterleri), Metin M. Cosgel

Economics Working Papers

The Ottoman government obtained current information on the empire's sources of revenue through periodic registers called tahrir defterleri. These documents include detailed information on tax-paying subjects and taxable resources, making it possible to study the economic and social history of the Middle East and Eastern Europe in the fifteenth and sixteenth centuries. Although the use of these documents have been typically limited to the construction of local histories, adopting a more optimistic attitude toward their potential and using appropriate sampling procedures can greatly increase their contribution to historical scholarship. They can be used in comprehensive quantitative studies and in addressing …
