Surveying Gender Bias At One Midwestern Law School, David H. Taylor

The graduating class of 1997 entered Northern Illinois University College of Law (NIUCOL) with 51% women. That figure steadily dropped over the next three years. The graduating class of 2000 entered NIUCOL with just 33% women. This was especially alarming because one of the administration's missions has been to provide access to the legal profession for persons belonging to groups traditionally under-represented in the profession. The decline was viewed as a possible step backward in what had previously been viewed as a very successful effort to recruit higher levels of women students. Do Tax-Deferred Exchanges Impact Purchase Price? Evidence From The Phoenix Apartment Market, Andrew Holmes, Barrett A. Slade

Many authors have commented on the compliance risk associated with taxdeferred exchanges. However, no published studies explicitly address whether the risks associated with the exchange process impact the price at which exchanged assets trade. Using a unique data set that documents transactions for nondirect exchanges, this study examines the price impact of tax-deferred exchanges on apartment transactions in the Phoenix, Arizona, market. Consistent with the price pressure hypothesis originally developed by Scholes (1972) and Kraus and Stoll (1972) and the tax capitalization hypothesis proposed by Oates (1969), the data show that exchange participants pay an economically significant premium to acquire …

The purpose of this study was to examine the effectiveness of women inmates in maintaining communication with the outside world. Specifically, the investigator sought to determine how certain independent variables affect particular dependent variables. The independent variables used in the study were, (1) race/ethnicity, (2) remaining time to serve in prison, (3) age, (4) number of children, if any, the inmate has, and (5) education. The dependent variables used in the study were, (1) number of people on the outside world, (2) volume of correspondence, (3) number of visitations, and (4) volume of telephone calls.

The war on drugs has spawned a second front-a war on education. The casualties of this war are all poor or lower-income people who cannot afford to buy a private education. This article details the consequences of this other war, and explores some legislative and litigation strategies for reclaiming educational opportunity for all Americans. First, however, we must set out in more detail the laws and policies that now deploy educational privation as punishment in public schools, colleges, and prisons.

Blackstone River water quality data collected during three dry weather surveys of the river was used in a comprehensive mass balance of selected water quality constituents for the river under steady state conditions, and to develop a method that can be applied to separate point and non-point source loads to the river. Mass balances for the river reaches between each dry weather sampling station were completed which isolated point sources, resulting in the identification of those reaches that were major contributors of pollutant loads to the river. Corrosion of high-strength aluminum alloys used for airspace application is an expensive and serious problem. The most significant environmental factor contributing to the corrosion of these alloys is water condensed from humid air and contaminated with soluble chloride salts. The Al 2024 series used for aircraft are particularly susceptible to corrosion in aqueous chloride solutions due to alloying constituents such as copper and other impurities. Chromates are efficient inhibitors of corrosion of aluminum in near neutral aqueous environments containing aggressive anions such as chlorides. Usually, aluminum alloys are initially protected by chromate conversion coatings. Additional polymer coatings are sometimes added …

Updating Deference: The Court’S 2001-2002 Term Sows More Confusion About Chevron, William S. Jordan Iii

This article critically examines the U.S. Supreme Court’s treatment of Chevron deference during its 2001–2002 Term, arguing that the Court has introduced greater uncertainty into an already complex doctrine. William S. Jordan III analyzes several key cases from the term, demonstrating inconsistent applications of Chevron's two-step framework and highlighting the judiciary's lack of clarity in distinguishing between questions of law and agency discretion. He contends that the Court’s wavering approach undermines the predictability and coherence of administrative law. The October 2001 issue of the American Journal of International Law contained several editorials on the international law implications of the hijackings of September 11, 2001, and their aftermath. In one respect these editorials resemble other writings on these events in academic and popular media: questions of sex and gender are largely overlooked.' In our view, however, concepts of sex and gender provide a valuable perspective on these devastating actions.' To reduce suffering and death from cancer using information collected by the Louisiana Tumor Registry.

History:

Cancer registration in Louisiana began in 1947 at the Charity Hospital Tumor Registry in New Orleans. In 1974, as part of its Surveillance, Epidemiology and End Results (SEER) Program, the National Cancer Institute provided funds for a population-based cancer incidence and survival registry covering Jefferson, Orleans, and St. Bernard parishes.
