This collection of essays analyzes a broad array of subjects of great strategic importance. This volume provides historical documentation of some of the advice given the military leadership in the early days of the war, but it also continues to be a source of solid strategic analysis as the war lengthens and perhaps broadens.

The author points out that Revolutionary Armed Forces of Colombia (FARC) insurgents actively are pursuing a strategy to mobilize the disaffected and disposed people of Colombia, and to control the entire national territory. At the same time, he argues that no one in the national political establishment has taken the initiative to conduct an appropriate effort to deny FARC its objective. As a result, the Colombian Army has been left alone to direct the fight, without a coordinated and integrated national campaign plan or other resources that would allow for success. The Intervention Debate: Towards A Posture Of Principled Judgment, John Garofano Dr.

The author argues that American policymakers must take an approach based on "principled judgment" when deciding on the use of force. The 1990s showed the extremes of deciding when and how to use force, one of the central elements of strategy. Throughout American history, debate has raged over whether force is appropriate only in defense of the homeland and vital national interests or whether it should also be used to promote more expansive objectives like regional security and stopping humanitarian disasters in regions with few tangible U.S. interests. Promises, Trust, And Contract Law, Anthony J. Bellia Jr.
Journal Articles
The need for individuals to be able to trust that promises will be performed is central to justifying a law that renders certain promises enforceable. This Article argues that the legal enforcement of certain promises to meet this need does not necessarily diminish the personal relationships of trust in which such promises are made, as has been argued. Rather, this Article argues, the making and performance of legally enforceable promises can assist individuals in building relationships of trust, as it assists them in the pursuit of myriad goods.

After years of United Nations-mandated sanctions against Iraq, human rights advocates began charging the UN Security Council with genocide in its use of 'sanctions of mass destruction'. Following the charges, a full debate began on the law of sanctions. The article recounts this debate, setting it in the context of two earlier rounds of discussion on the lawful use of sanctions. Those earlier debates resulted in general consensus that the Security Council was both free to use sanctions whenever it wanted and that sanctions should be comprehensive, air-tight and subject to enforcement. Lmx And Subordinate Performance: The Moderating Effects Of Task Characteristics, Kenneth Dunegan, Mary Uhl-Bien, Dennis Duchon

Role conflict, role ambiguity, and intrinsic task satisfaction are found to moderate the relationship between leader–member exchange (LMX) and subordinate performance. Data from a field study of 146 supervisor–subordinate dyads indicate low conflict, high ambiguity, and high intrinsic satisfaction enhance the link between LMX and performance. Neutralizing effects are found when ambiguity and intrinsic satisfaction are low. High conflict appears to have a constraining effect, whereby the connection between LMX and performance is reduced but not neutralized. Results from the study call attention to the theoretical and practical benefits of examining the LMX/performance link from a contingency perspective, and offer …

What A Mess! Participation As A Simple Managerial Rule To “Complexify” Organizations, Donde Ashmos Plowman, Dennis Duchon, Reuben R. Mcdaniel Jr., John W. Huonker

This paper adopts a view of organizations as complex adaptive systems and makes a case for making organizations more complex internally through the use of a fairly simple managerial rule—using participative decision making. Participation in decision making enhances connectivity in organizations, which in turn, gives the organization the opportunity to self-organize and co-evolve in more effective ways than when there is minimal connectivity (i.e., autocracy). The paper uses a specific body of research to support the arguments about why participation can benefit the practice of management in modern organizations.

The small-scale spatial distribution of European corn borer, Ostrinia nubilalis (Hübner), larvae and damage in whorl stage corn, Zea mays L., was characterized using geostatistics. Spatial distribution of O. nubilalis larval feeding damage was studied at Clay Center, North Platte, and Concord, NE, during June-July 1992-1994, and spatial distribution of O. nubilalis larvae and damage was studied at Clay Center in June 1997. Semivariograms were calculated to model the change in spatial correlation with increasing distance between samples. Spatial distribution of larval damage during 1992-1994 was best described using a spherical model. Damage was spatially correlated among plants at distances …

N547 germplasm line (Reg. no. GP-367, PI 615526) was released by the Agriculture Research Division, Institute of Agriculture and Natural Resources, University of Nebraska, on 24 Aug. 1999. N547 is a yellow endosperm maize inbred germplasm with resistance to stalk and shank tunneling damage caused by the second generation of the European corn borer (ECB) Ostrinia nubilalis (Hubner).
N547 was derived by selfing a selected full-sib family from MBITA, a tropical population developed by CIMMYT, Mexico. MBITA was created to recombine sources of resistance to temperate and subtropical stalk borers. These insects included ECB, southwestern corn borer (SWCB) Diatraea grandiosella …

The screwworm, Cochliomyia hominivorax (Coquerel), is one of the most important pests of livestock in the Western Hemisphere. During early immature stages it is morphologically very similar (first instars are virtually indistinguishable) to the secondary screwworm, C. macellaria (Fabricius). Here, the utility of the random amplified polymorphic DNA–polymerase chain reaction (RAPD–PCR) was explored as a technique for developing molecular genetic markers for these two species. Of the 120 arbitrary primers screened, 21 primers produced markers that were further investigated. By expressing web page content in a format that machines can understand, the semantic web provides huge possibilities for the Internet and for machine reasoning. Unfortunately, there is a considerable distance between the present-day World Wide Web and the semantic web of the future. The process of annotating the Web to make it semantic web-ready is quite long and not without resistance. In this paper one mechanism for semanticizing the Web is presented. Centralized and Distributed methods are two connection management schemes in wavelength convertible optical networks. In the earlier work, the centralized scheme is said to have lower network blocking probability than the distributed one. Hence, much of the previous work in connection management has focused on the comparison of different algorithms in only distributed scheme or in only centralized scheme. However, we believe that the network blocking probability of these two connection management schemes depends, to a great extent, on the network traffic patterns and reservation times. An analytical model for Virtual Topology Reconfiguration (VTR) in optical networks is developed. It aims at the optical networks with a circuit-based data plane and an IPlike control plane. By identifying and analyzing the important factors impacting the network performance due to VTR operations on both planes, we can compare the benefits and penalties of different VTR algorithms and policies. The best VTR scenario can be adaptively chosen from a set of such algorithms and policies according to the real-time network situations. In this paper, we present two algorithms for shape-based porosity measures. Specifically, we describe two innovative attributes called perimeter porosity and area porosity as feature descriptors. Perimeter porosity refers to how “porous” or “weak” an image object is, while area porosity determines the degree of “branchiness” of an object. We show the applicability of the two measures through a SAR sea ice image classification example.

Translucent WDM optical networks use sparse placement of regenerators to overcome the impairments and wavelength contention introduced by fully transparent networks, and achieve a performance close to fully opaque networks with much less cost. Our previous study proved the feasibility of translucent networks using sparse regeneration technique. We addressed the placement of regenerators based on static schemes allowing only fixed number of regenerators at fixed locations. This paper furthers the study by proposing a suite of dynamical routing schemes. Dynamic allocation, advertisement and discovery of regeneration resources are proposed to support sharing transmitters and receivers between regeneration and access functions. …

In this paper, we present a set of algorithms for describing sea ice features in SAR images. These algorithms we have implemented and incorporated in the ARKTOS software package, an intelligent sea ice classification. These algorithms have unique characteristics. Some are extensions or adaptations of existing image processing techniques to the specific problem domain of satellite sea ice classification, while some are innovative designs, inspired by the aforementioned problem domain. These feature descriptors may be generalized to other remote sensing applications.

The emergence of Wavelength Division Multiplexing (WDM) technology provides the capability for increasing the bandwidth of Synchronous Optical Network (SONET) rings by grooming low-speed traffic streams onto different high-speed wavelength channels. Since the cost of SONET add-drop multiplexers (SADM) at each node dominates the total cost of these networks, how to assign the wavelength, groom in the traffic and bypass the traffic through the intermediate nodes has received a lot of attention from researchers recently.

Snow melt onset is defined as the point in time when the appearance of liquid water in the snow pack changes the crystalline structure within the pack. Owing to the associated increase in surface albedo during melt, surface energy absorption increases rapidly after the onset of snow melt. Monitoring interannual variations in snow melt onset is therefore useful for accurately modeling surface conditions, and it is also valuable for validating climate models and detecting climate change. Concordant Paleolatitudes For Neoproterozoic Ophiolitic Rocks Of The Trinity Complex, Klamath Mountains, California, Edward A. Mankinen, Nancy Lindsley-Griffin, John R. Griffin

New paleomagnetic results from the eastern Klamath Mountains of northern California show that Neoproterozoic rocks of the Trinity ophiolitic complex and overlying Middle Devonian volcanic rocks are latitudinally concordant with cratonal North America. Combining paleomagnetic data with regional geologic and faunal evidence suggests that the Trinity Complex and related terranes of the eastern Klamath plate were linked in some fashion to the North American craton throughout that time, but that distance between them may have varied considerably. A possible model that is consistent with our paleomagnetic results and the geologic evidence is that the Trinity Complex formed and migrated parallel …
