The political outcry over prescription drug costs has been one of the most vociferous in recent memory. From tales depicting renegade seniors sneaking cheap prescriptions of Vioxx out of Tijuana across the border, to the promises of reduced prices made by front-runners during the 2000 Presidential election, the calls for lower drug prices have been forceful and demanding. This war for lower-priced pharmaceuticals fought by consumers, interest groups and politicians against the pharmaceutical industry itself has recently developed yet another front. Shortly after deploying the first-ever landmine impact survey team to the field in Yemen during July 1999, Vietnam Veterans of America Foundation (VVAF) was asked by the European Union and the U.S. State Department’s Office for Global Humanitarian Demining Programs to make a critical contribution to the international response in the province of Kosovo in the former Republic of Yugoslavia. The mission: to classify affected communities in Kosovo by the severity of socio-economic impacts caused by landmines and unexploded ordnance (UXO) and develop a system for prioritizing the tasks that the United Nations Mine Action Coordination Center (UNMACC) managed. This project was designed to shed light on the widening gap between white and minority pension coverage during recent years. The hypothesis under investigation is that the divergence in white/minority coverage may be due in part to differences in the rates at which white and minority workers are choosing to participate in voluntary salary reduction plans. The availability of such plans has increased explosively in the past decade or so.

In a game theoretic framework it can be argued that a gender sensitive institution is an offshoot of certain social conditions, which in most cases need to be acted upon by some anti-establishment catalytic agent. Given the fact that among about half of the population there is a need for such an institution, the main function of a catalytic agent is to engineer a conversion of that need into an active demand. In a society characterized by gender exploitation, catalytic agent can only come exogenously. For a sub-society it is easier to come across such an exogenous catalytic agent. The …

The general plan of rehabilitation doctrine provides that expenses incurred as part of a plan of general rehabilitation must be capitalized even though the same expenses incurred separately would be deductible as ordinary and necessary repairs. The emerging general standard after INDOPCO for current deduction of an expenditure with future benefits, the case with most repair/ improvement expenditures, is a balancing test: Whether the taxpayer ’s administrative and record keeping costs associated with capitalization outweigh the potential distortion of income from a current deduction of the future benefit expenditures. “Rough justice” rules for current deduction of future benefits expenditures, reflecting …

The Columbia Basin of Central Washington has a relatively recent Latter-day Saint history among the regions of the western states. Most of the sparsely populated rural areas in the west that have large concentrations of Latter-day Saints were originally established as "Mormon" settlements. The basin referred to lies between the Snake and Columbia Rivers and now has thousands of Latter-day Saints who have chosen to inhabit the historically barren land and call it their home. A brief visit or casual observance of the area leads many to question what were the major factors and characteristics leading to the twentieth century …

In this second of a series of three papers, the authors investigate partial discharge (PD) detection and propagation in cable joints. The complex nature of cable joints leads to errors when PD analysis is carried out using conventional equivalent circuits. The authors use the finite difference time domain method to determine the transient electromagnetic fields caused by simulated PD in model cable joints.

The goal of this thesis is to develop a biological model for multiagent systems. This thesis explores artificial immune systems, a novel evolutionary paradigm based on the immunological principles. Artificial Immune systems (AIS) are found to be powerful to solve complex computational tasks. The main focus of the thesis is to develop a generic mathematical model that uses the principles of the human immune system in multiagent systems (MAS). The components and properties of the human immune system are studied. It has been shown that the vibrational response of a tire can be represented by a set of decaying waves, each associated with a particular cross-sectional mode shape in the region near the contact patch. Thus, it can be concluded that tires can be effectively modeled as lossy waveguides. It has also been shown that the sound radiation from tires is mainly from the region close to the contact patch. In consequence, it may be computationally efficient to analyze tire vibration and sound radiation in the region close to the contact patch by using a hybrid finite element model in …

We argue that there exists a synergy between peer-to-peer (p2p) overlay networks for the Internet and mobile ad hoc networks (MANET) connecting mobile nodes communicating with each other via multi-hop wireless links { both share the key characteristics of self- organization and decentralization, and both need to solve the same fundamental problem, that is, how to provide connectivity in a completely decentralized environment. We propose Dynamic P2P Source Routing (DPSR), a new routing protocol for MANETs that exploits the synergy between P2P and MANET for increased scalability. More must be done to understand how academic researchers involved in agricultural biotechnology are impacted by a growing number of relationships with industry partners, concluded a new report released today by the Pew Initiative on Food and Biotechnology (the Pew Initiative) and Portland State University. The report, University-Industry Relationships: Framing the Issues for Academic Research in Agricultural Biotechnology looks at the advantages and disadvantages to universities and academic scientists who engage in relationships with industry.
