One key reason for the poor performance of small construction establishments in securing a higher chunk of the annual project volume is funding. While construction industry does not require a large capital investment it does require a large working capital to start up the project and generate bills so that the resulting cash flow may take over the remaining funding requirements. Unfortunately for small contractors there are very limited options available from the banks or other lending institutions to cover this large working capital requirement in the absence of sufficient collateral. Ground Penetrating Radar: "Pavement Layer Thickness Evaluation", David A. Willett, Brad Rister

Kentucky Transportation Center Research Report

The following report demonstrates the accuracy of using Ground Penetrating Radar (GPR) to determine both the surface layer thickness for asphalt, and concrete pavements. In addition tests were conducted to identify GPR’s repeatability on dry pavements, GPR’s ability to determine pavement layer thicknesses in wet conditions, and an attempt was made to determine the number of actual field cores necessary to accurately post-process radar data into thickness values.

The equipment used to perform these evaluations was Geophysical Survey Systems Inc.’s model SIR 10B with the model 4108 (1 GHz.) air-launched horn antenna.

There are four basic types of guide signs related to tourist and recreational facilities, each with its own requirements and purpose. These include limited supplemental guide signs, cultural and recreational supplemental guide signs, fifth legend logos, and tourist oriented directional signs. Under the category of limited supplemental guide signs is a new pilot program to include a similar type sign at 10- and 20-mile points before an interchange. These signs are called post-interchange guide signs.

The number and diversity of Marine Protected Areas are growing, with an increasing focus on protecting integrated biological communities, rather than individual species of concern. The United States and Canada are each developing new, comprehensive ocean polices, looking to better integrate management functions at all levels of government.

Urban travel demand modeling in the United States has a rich history in both practice and academic research. The same cannot be said, however, of freight demand modeling despite the intermodel planning requirements of IS TEA and TEA21. In most instances, agencies responsible for state transportation planning (e.g. Kentucky Transportation Cabinet) have applied, in a limited way, the methodology developed for urban travel demand modeling (i.e., Urban Transportation Modeling System or UTMS 1) to the freight arena (see, for example, Black 1997). The broadcasting industry is rapidly entering the era of digitization, distributed intelligence, and interactivity. The case of interactive television offers an opportunity to investigate how desirable policy goals should be implemented in the post-convergence environment. This Article first reviews the evolution of the broadcasting industry through three successive models: the traditional "Fordist" television model, the current multichannel television model, and the emerging ITV model. Second, it characterizes the basic components of ITV and explores the concerns raised by the evolution of multichannel video programming distributors into ITV platform operators. Multiyear regulatory commitments, or their absence, are an important part of the functioning of the telecommunications services and products industries. In this Article, Warren G. Lavey argues that, under some conditions, it is both possible and beneficial for regulators to commit to a well-defined, multiyear sequence of regulatory changes. First, this Article examines several examples of how efforts for comprehensive reform fared in real multiyear implementations. It also explores how some piecemeal regulatory changes evolved into efforts for comprehensive reform based on a well-defined sequence. Both the Child Pornography Prevention Act ("CPPA") and the Child Online Protection Act ("COPA") were intended by Congress to protect minors. The CPPA was intended to protect minors from the harmful effects of virtual child pornography. The COPA was intended to protect minors from pornography currently available commercially on the World Wide Web. However, in 2002, the U.S. Supreme Court addressed the constitutionality of both statutes: The Court struck down sections of the CPPA as overbroad and unconstitutional in Ashcroft v. Free Speech Coalition. In Ashcroft v. ACLU, the Court upheld some sections of COPA as not unconstitutionally overbroad, but …

OBJECTIVE: To compare and evaluate the efficacy and tolerance of intravesical instillation of Bacillus Calmette-Guerin (BCG) and interferon alpha-2b immunotherapy for superficial transitional cell carcinoma (TCC) of the urinary bladder. METHODS: Thirty-five patients with superficial TCC of the urinary bladder, primary and recurrent tumors, stage Ta, T1, and grade 1 and 2, were prospectively enrolled for intravesical immunotherapy at the Armed Forces Hospital, Riyadh, Kingdom of Saudi Arabia between January 1992 and December 2000. Traumatic fat embolism syndrome occurs most often following fractures of long bones sustained in road traffic accidents and is a common cause of medical consultation from the orthopedic surgery department. The sub-clinical presentation is subtle and expresses itself by the presence of hypoxemia, while the full clinical syndrome compromises respiratory insufficiency, an altered consciousness and a characteristic petechial rash. Recognition is simple once the patient is viewed in the context of his or her clinical setting. Diagnosis is aided further by the presence of hematological and biochemical abnormalities including anemia, thrombocytopenia, an elevated erythrocyte sedimentation rate and fat macroglobulinemia. One issue that is often overlooked in the capital punishment debate is the policy to shield the public from the specifics of the application, administration, and resolution of the death sentence. First, this Note provides a brief historical and analytical account of capital punishment in this country, and ultimately argues that this historical backdrop forces courts to characterize regulations as content-based distinctions on free speech. The Telecommunications Act of 1996 marked a fundamental change in the attitudes of Congress and the Federal Communications Commission toward local telephone exchange carrier policy. This change affected local exchange carriers in many ways, including their relationships with the owners of multiple tenant environments, such as office buildings and apartment complexes. Under the Act, FCC rulemaking increased competitive local exchange carriers' access to the facilities of incumbent local exchange carriers by removing competition barriers. St. Matthew Island (608 249 N, 1728 429 W) and its small nearby satellites, Hall Island and Pinnacle Rock, are isolated in the north-central Bering Sea. This infrequently visited location occupies a geographic position with a deep Bering Land Bridge history and is in an area of interdigitation of the Old World, New World, and Beringian avifaunas. It is known for its three Beringian endemics, a bird (McKay’s Bunting, Plectrophenax hyperboreus), a small mammal, and a plant. This level of endemism is striking for a high-latitude island. This introduction sets the stage for a volume of essays exploring the social, political, and cultural upheavals experienced in Fiji during and after the May 2000 coup led by George Speight. While media and political discourse have largely focused on national-level implications and ethnic divisions, this collection shifts attention to grassroots perspectives, highlighting how ordinary citizens experienced and interpreted the crisis. Drawing on ethnographic fieldwork conducted during or shortly after the coup, contributors examine local discourses, community reactions, and the reconfiguration of identities and power dynamics. This essay examines the way the coup of 2000 crystallized a new ethnic identity among Rakiraki villagers based on opposition to dominant groups within the Fijian ethnic community. The most obvious source of support for the coup was fear and resentment of Indo-Fijians, and it was evident that the coup both drew on and catalyzed such resentments. However, listening to villagers' reactions convinced me that they also supported the coup because they saw it as an attempt by a western Fijian (Speight, whose mother was rumored to be a Ra woman) to overthrow a Bauan-Lauan monopoly on government power, as …

This essay analyzes how the 19 May 2000 civilian coup in Fiji drew upon an indigenous philosophy of taukei-vulagi (native-foreigner) relations to mobilize support for the antigovernment rebels. Fears of political disempowerment—grounded in the political realities of the Chaudhry government as well as in political propaganda—led many "ordinary" Fijians to support the motives, if not the methods, of the coup. The coup itself, I conclude, can best be understood as a manifestation of the friction between two categories of Fijians—old guards associated with the colonial era and the educated marginalized elite—with Indo-Fijians (contrary to their wishes) dragged in to establish …

The purpose of this study is to explore the constructions of race, marriage, and love insofar as these components promote the exclusion of interracial intimacy and marriage from the dominant discourse. The study focuses on the ways in which the social sciences have polarized "blacks" and "whites" (linguistically, socially, and economically) thus, making it difficult for persons living in black and white skin to experience social affirmation through literature, media, and agents in everyday life.
